INTENSIFY STRUGGLE AGAINST NPS
CONFEDERATION OF CENTRAL GOVERNMENT EMPLOYEES & WORKERS
AND
ALL INDIA STATE GOVERNMENT EMPLOYEES FEDERATION
JOINTLY ORGANIZE
NATIONAL CONVENTION ON NPS
ON 10th June 2017 Saturday

Time – 2 PM to 6 PM

Venue:   MPCU SHAH AUDITORIUM, CLUB ROAD, LUDLOW CASTLE, CIVIL LINES, DELHI – 110054 (Near Civil Lines Metro Station)


About 1000 delegates from all affiliates/states will participate.
As per the decision of the joint meeting of Confederation and AISGEF, it is decided to organize a National Convention on NPS (Contributory Pension Scheme) at New Delhi on 10th June 2017 at MPCU Shah Auditorium from 2 PM to 6 PM. The main intention of the National Convention is to intensify the struggle against the NPS (Contributory Pension Scheme) and also against large scale outsourcing of Government functions. Eventhough initially the convention is organized by Confederation and AISGEF only, many other like-minded organisations in many public sector undertakings like Banks, Insurance, BSNL, Pensioners organisations etc. shall join the struggle in future and efforts are on to make it a bigger platform and biggest movement against the NPS and outsourcing which are imposed as a part of policy offensives of those Governments implementing neo-liberal reforms.

Out of 1000 delegates AISGEF will mobilise 650 and Confederation 350. All affiliates organisations and C-O-Cs of Confederation shall mobilise delegates from all states. Major organisations shall mobilise maximum (NFPE – 100, ITEF-50, Audit-20, Civil Accounts-20, Atomic Energy-10, Ground Water Board-20, others – 5 each, C-O-Cs-Delhi – 50 others – 5 each). Please start the mobilization and campaigning now onwards to ensure participation of delegates as per the above quota from all organisation and also from all states.

Detailed future course of programme of action will be announced in the Resolution to be adopted in the National Convention. As almost 40 to 50% of the Central an State Government employees comes under the purview of NPS, efforts may be made to reach out to all those younger generation employees and to ensure their full participation in the struggle programmes to be announced by the National Convention.

As already reported the entire Central Government employees and pensioners are very much aggrieved and agitated over the totally indifferent and negative attitude of the NDA Government against their genuine and legitimate demands. Their anger and protest was visible in the 16th March 2017 one day strike and also in the mass dharna organized in front of Finance Minister’s office and other state/District Centres on 23.05.2017. As the dominant organisations in the NJCA and also JCM National Council Staff Side are not ready for reviving the deferred indefinite strike, the entire employees and pensioners including Autonomous body employees and Pensioners are looking at Confederation as the only organisation of hope which is sincere to their cause.

As the next phase of our agitation, Confederation National Secretariat has decided to organize HUMAN CHAIN OF CENTRAL GOVERNMENT EMPLOYEES AND PENSIONERS ON 22.06.2017, Thursday, in front of all major Central Government offices at all major Centres. The time can be either lunch hour on any other convenient time fixed locally. Leaders of all fraternal organisations who are supporting our cause may also be invited to be a part of the human chain.

Maximum participation of employees and pensioners may be ensured in the programme. The draft pledge (Oath) to be taken by the participants of the human chain (which may be announced by one leader through sound amplifier and repeated by all participants) will be exhibited in the Confederation website shortly. The same may be translated to local language and printed copies distributed to all participants of the human chain. Big and long banners are to be exhibited in front of the human chain with name of Confederation and demands prominently written on it. If possible a meeting of all participants may be arranged after the pledge (after the human chain) and leaders may address such meetings. Maximum publicity should be given through print and electronic media and also social media.

MASS DHARNA IN FRONT OF FINANCE MINISTER’S OFFICE A RESOUNDING SUCCESS


ABOUT 3000 CENTRAL GOVERNMENT EMPLOYEES AND PENSIONERS RALLIED IN FRONT OF NORTH BLOCK, THE CENTRE OF GOVERNANCE OF GOVERNMENT OF INDIA

AN OUTBURST OF PROTEST, ANGER, RESENTMENT AND DISCONTENTMENT AGAINST THE BETRAYAL OF NDA GOVERNMENT

The mass dharna organized in front of Union Finance Minister’s office at North Block, New Delhi was a thundering success. Inspite of repeated intervention of the police authorities and also denial of police permission in the last minute, employees and pensioners poured in thousands from all parts of the country and defeated the attempt of the authorities to prevent the Confederation from conducting the dharna at the declared venue, North Block, the centre of governance of Govt. of India. About 3000 employees and pensioners participated. As South Block and North Block are highly protected security zone in Delhi, during the last more than 15 years, no agitational programme could be organized near South/North Block. The dharna participants included employees from various affiliates of Confederation, Central Government Pensioners Associations, Autonomous body employees and pensioners. As a mark of solidarity and support of Central Secretariat employees, the leaders of Central Secretaries Employees Associations also participated in the mass dharna. The demands raised in the 21 point charter of demands of Confederation submitted to Government during the 16th May 2017 strike was highlighted. The demands included honour assurance given by the Group of Minister’s on 30.06.2016 to NJCA leaders, Increase minimum wage and fitment formula, grant revised allowances including HRA and Transport Allowance from 01.01.2016, Implement option-I parity recommended by 7th Pay Commission for pre-2016 pensioners, Implement positive recommendations of Kamalesh Chandra Committee Report on GDS and grant Civil Servant Status to Gramin Dak Sevaks, Regularise casual, Part-time, contingent, daily-rated and contract workers and grant equal pay for equal work, withdraw stringent conditions imposed on MACP promotions, Scrap PFRDA Act and withdraw NPS, stop outsourcing, Fill up all vacant posts, remove 5% condition on compassionate appointments, upgradation of pay scale of LDC/UDC, parity in pay to stenographers, Assistants, Ministerial staff in subordinate offices and in all organized accounts cadres with that of Central Secretariat staff etc.

The mass dharna programme was presided by Com. K. K. N. Kutty, National President, Confederation. Coms: M. Krishnan, Secretary General, Confederation, R. N. Parashar, Secretary General, NFPE, Asok Kumar Kanojia, President, ITEF, Tapas Bose, President, Audit & Accounts Associations, R. Seethalkshmi, Convenor, Women’s Sub Committee, M. K. Kaushik, Ghanashyam, Central Secretariat Employees Association, Worlikar, National Federation of Atomic Energy Employees, Srikrishna Sharma, Central Government Pensioners Association, Rajasthan, Jaipur, Giriraj Singh, President, NFPE & COC Delhi addressed the huge gathering. Com. Vrigu Bhattacharjee, Secretary General, Civil Accounts Employees Association & General Secretary, COC Delhi welcomed the dharna participants and Com. Geetha Bhattacharjee, National Secretariat member, offered vote of thanks. The mass dharna commenced at 11 AM and concluded at 2.30 PM. Slogans condemning the betrayal of the Group of Ministers were shouted.

The successful mass dharna once again proved that it is Confederation and Confederation alone is dare enough to fight against the betrayal of the NDA Government and also against all injustices meted out to the Central Government employees and Pensioners. The unprecedented success of the 16th March 2017 one day strike and the 23rd May 2017 mass dharna programme is a clear message to the Government that Confederation shall not rest, till the genuine and justified demands of the Central Government employees and Pensioners are settled.

Let us march forward to our next programme i.e; HUMAN CHAIN of Central Government Employees and Pensioners in all major cities in front of all important offices on 22nd June 2017.

            In supersession of this office O.M. No. l(1)/2011/UTA/365 dated 1st August 2016 on the above subject (copy enclosed), as per the amendment in Rule 44 issued vide Government of India Notification No. G.S.R. 412 (E) dated 27-04-2017 (copy enclosed), all payments to Government servants, including salary payments, shall be made by electronically signed payment advices for direct credit to their bank accounts, subject to availability of banking facilities:
            Provided that a one-time relaxation may be granted for payment by other recognized modes in cases of hardship where the reasons are duly approved by the Head of Department and Financial Adviser.
            This issues with the approval of the Finance Minister.

EXTEND FULL SUPPORT AND SOLIDARITY TO THE STRUGGLE OF DEFENCE EMPLOYEES FOR EXISTENCE.

Hon'be Defence Minister Sri Arun Jaitley has taken decision to outsource 143 products to PRIVATE SECTOR which are being at present manufactured by ordnance factories of Govt of India. Accordingly Defence Ministry has issued orders on 27.04.2017. On implementation of the above major policy decision of the Defence Ministry ,the job of almost 20000 (twenty thousand) defence civilian employees of ordnance factories involved in the production of these 143 products will be at stake. Jobs which are now performed by dedicated ordnance factory workers for years together are being snatched and given to private sector. As a result defence employees are facing serious threat to their job security.

 Against the above decision of the BJP-led  NDA Government , defence employees are organising series of agitational programmes including staying away from the work for one hour during the beginning hour of the duty on24th May 2017 and conducting demonstrations. Confederation National Secretariat calls upon all affiliate's and COC's to extend full support and solidarity to the struggle of the defence employees against privatisation and for job security. Leaders of the Confederation are requested to visit the leaders of ordance factory workers and All India Defence Employees Federation which is spearheading the struggle  and convey our support in person .

Pro-Government agencies are spreading False News

It is reported that certain pro-government News agencies are spreading false news that Mass Dharna Programme in front of Finance Minister's Office is cancelled. This is is a totally false news. Last time also just a few days before our 15th December Parliament March the very news agencies spread false news that Parliament march is cancelled. This is a deliberate attempt to defeat our programme. Don't believe in such false news. Mass Dharna in front of Finance Minister's Office will be held on 23rd May 2017 itself. Mobilise maximum employees to participate in the mass dharna on 23rd May 2017. PENSIONER’S PARITY

We are getting many phone calls and messages from Central Government Pensioners and employees regarding the Cabinet decision on 03.05.2017. Government has approved the recommendations of the Committee headed by Secretary (Pension) constituted by it as per the cabinet decision on 29.06.2016. The full details of the cabinet decision will be known only after issuing orders by Pension Ministry. The Pension Committee has told the JCM Staff Side that instead of Option-I parity, recommended by 7th CPC, it is considering 5th CPC recommended parity. It is presumed that the decision of the Cabinet may be to extend 5thCPC recommended parity to pre-2016 pensioners as recommended by Pension Committee. We are waiting for detailed orders to confirm.

Regarding option-2 parity recommended by 7th CPC, the Pension Committee and Cabinet has rejected the recommendations as NOT FEASIBLE, eventhough JCM Staff side has tried its best to convince the Pension Committee that it is Feasible. The intention behind the Cabinet decision dated 29.06.2017 to constitute a committee to examine the feasibility of option-I recommended by 7th CPC was to deny the Option-I parity which is more beneficial to pre-2006 pensioners than the 5th CPC Parity. Of course 5th CPC parity is also beneficial but option-I parity of 7th CPC is more beneficial to many employees.

Confederation of Central Government Employees and workers shall continue its struggle for Option-I parity alongwith the National Coordination Committee of Pensioners Association (NCCPA).

The details of the 3rd May Cabinet decision will be published as and when orders are issued by Government. Please wait for detailed orders before coming to any conclusion.

REVISION OF PENSION AND GRANT OF DEARNESS RELIEF TO AUTONOMOUS BODY PENSIONERS

Pensioners & Employees of Autonomous Bodies are requested join 23rd May 2017 Mass Dharna in front of Finance Ministers office organized by Confederation of Central Government Employees & Workers.

The above issue was raised in the Standing Committee meeting of National Council (JCM) by Com. K. K. N. Kutty, who is the President of Confederation and Secretary General of National Coordination Committee of Pensioners Association (NCCPA) as an out of agenda item. Finance Ministry has repeated it stand as follows:

“Employees of Autonomous bodies are not Central Government employees and they are not covered with the terms of reference of the CPC. Therefore, like the previous pay commissions, the recommendations of the 7thCPC are not directly applicable to the employees of Autonomous Bodies. The Govt. has taken specific decision and has extended the benefit of 7th CPC to the employees of Autonomous Bodies and accordingly Finance Ministry has issued instructions contained in OM No. dated 13.01.2017.

The Central Government does not issue any instructions regarding implementation of recommendations of CPC pertaining to Pension in respect of Autonomous Bodies. The Ministry of Finance has not issued orders, earlier also, with regard to extension of orders relating to pension, as per CPC recommendations, to the retirees of Autonomous Bodies. The appropriate decision is to be taken by the concerned Autonomous Body in consultation with the concerned Administrative Ministry in keeping with the practice on the previous occasions and also in the light of the Rules and Regulations/Bye-laws governing the services conditions of the employees of the respective Autonomous Bodies.”

Confederation of Central Government Employees & Workers has included this issue as an important demand in the proposed mass dharna being organized in front of Finance Minister’s office New Delhi on 23.05.2017 (in addition to other demands like Revision of Allowances w.e.f 01.01.2016, increase in minimum wage and fitment formula as assured by the Group of Ministers etc.) Pensioners and employees of Autonomous bodies are requested to participate in the mass dharna in large members. Confederation is the only organisation of serving employees which is relentlessly fighting for the cause of Employees and Pensioners of Central Government Services and Autonomous Bodies.

·        Revise allowances including HRA with effect from 01.01.2016.
·        Grant option-I pension parity recommended by 7th CPC.
·        Revise pension and grant dearness relief to autonomous body pensioners

·        Regularise all Casual, Part-Time, Contingent and Contract Workers and grant equal pay for equal work.
·        Remove stringent conditions imposed for grant of MACP etc.

All affiliated organisations and COCs are once again requested to mobilise large number of employee and pensioners as per quota fixed in the last circular and make the programme a grand success.

UPDATE ON STANDING COMMITTEE MEETING OF NATIONAL COUNCIL JCM HELD ON 03.05.2017.

Meeting of the Standing Committee of National Council (JCM) held on 03.05.2017. Only Action Taken Report (progress report) on old items discussed in the Standing Committee meeting held on 25.10.2016 was discussed from 3 to 7 PM. 

The protest of the staffside regarding abnormal delay in implementation of revised allowances from 01.01.2016 , increase in minimum pay and fitment formula , Option -1  parity of Pensioners , revision of pension and grant of dearness relief to autonomous body penioners etc was conveyed to Secretary , Department of Personnel who chaired the meeting. The proposed move to close down DGS&D was also raised. 

To discuss the new items another meeting will be held shortly. 

On behalf of Confederation Coms: K.K.N.Kutty , M.Krishnan and M.S.Raja attended. Cabinet has approved the parity in pension  recommended by the Pension Committee constituted by Govt w.e.f.01.01.2016. (whether it is 5th CPC recommended parity can be confirmed only after seeing the orders). 

It is confirmed that Option -1 recommended by 7th CPC  is rejected.
