UPGRADATION OF GRADE PAY OF LDC & UDC- LETTER TO HON'BLE PRIME MINISTER

Sub:   Upgradation of grade pay of LDC & UDC in the Administrative branch of Government of India Offices.

Respected Sir,

With due respect it is to bring to your kind notice that the undersigned in the capacity as General Secretary of All India Association of Ministerial Staff (Group C) under the Ministry of Statistics & Programme Implementation, had made an appeal to your good office vide letter dated 16/04/2010(Enclosed in Annexure I) wherein it was described how the 6th Pay Commission recommendations disappointed the lakhs of LDC & UDC working in the Central Government Offices. Our contention was that while the 6th Pay Commission has recommended the merger of the various group D posts and upgraded the grade pay from 1400 to 1800, for the LDCs, only a replacement grade pay of Rs. 1900 i.e. just Rs. 100 above the MTS has been granted, even after raising the academic and technical qualification to get selected on the post. Moreover, all the pre-revised pay scales above UDC -from Accountant to Assistant Administrative Officer- have been merged and granted Rs. 4200 -4600 grade pay. Thus the basic cadres who are responsible for the smooth functioning of the Central Government offices, especially in the subordinate offices, have ignored/neglected by the Pay Commission as well as the Government.

Considering the gravity of the subject contained in it the aforesaid appeal was forwarded to the Secretary, Department of Personal & Training for action vide PMO ID No. 4/3/2010-PMP4/158890 dated 18/05/2010 (Copy enclosed in annexure II). When any action on the matter has visibly been not taken by the DoPT till 2012, and having aggrieved on the prolonged delay, follow up correspondences have been made as follows

1.  Shri A.H. Lokhande, Jabalpur has sought the action taken report under RTI (copies enclosed in Annexure III (A) & III(B). But both CPIO & appellate authority vide letter No. 20/2/2012-Estt(Pay-1) dated 29Aug 2012 & letter No 20/2/2012-Estt(Pay-1) dated 23rd Oct 2012 respectively have confirmed that the said letter has not received at  DoPT and as such no action taken report can be given(copies enclosed in Annexure IV(A) & IV (B).

2.   Subsequently, the undersigned has obtained a copy of the acknowledgement in confirmation of the receipt of my letter dated 16/04/2010 at DoPT from the PM’s Office. In the light of the said acknowledgement, a letter seeking the copy of the action taken report/Noting drafting under RTI was sent to the CPIO DoPT vide letter dated 09/03/13 (Copy enclosed in Annexure V (A)-V(E).

3.   On 25th April 2013 I have received a letter from CS Section of DoPT (Annexure VI), which has not given the pointed reply I sought, and as such the same was not convincing. And accordingly an appeal was sent to the appellate authority under RTI act vide letter dated 29/04/2013 for which I have received a letter vide letter No. 20/1/2013-CS-II (B) dated 21st May 2013.(enclosed in Annexure VII (A) & VII(B)  wherein it was informed that “CS-II Division deals only with the LDCs & UDCs of the Central Secretariat Service and as such no records available CS-II Division, there is no proposal to upgrade the grade pay of the LDC & UDC of CSCS Cadre. The application of Shri A.H. Lokhande has not been received in this Division”. Accordingly an order for the disposal of the appeal has been passed.

From the above it is clear that the letter received in the DoPT from the PM’s office has not taken in the records of DoPT where it appears to have been  misplaced which led CPIO and appellate authorities  to state that no such letter is received at DoPT from the PM’s Office. In this respect, even after submitting/providing the proof the acknowledgement of the said letter (obtained from the PM’s Office), DoPT has not bothered to change their version. Moreover, the copies of the applications submitted by Shri A.H. Lokhande have been supplied and even after CS-II division has not changed their version of not receiving any letter from Shri A.H. Lokhande.

            Above all, both Shri A.H. Lokhande and myself have sought information regarding the action taken report/noting/drafting in disposal of the letter forwarded to the Secretary, DoPT by the PM’s office vide letter No. 4/3/2010-PMP4/158890 dated 18/05/2010. In reply, the CPIOs and Appellate authorities (pay Division & CS-II Division) have been informing us that the said letter is not received in their section and as such no action is taken.

Sir, the Confederation of Central Government Employees & Workers, All India Railway men’s Federation, National Federation of India Railway men, the Defense Employees Federation and various other Central Government Employees’ Organizations have been writing to the Government to consider the upgradation of the grade pay of the LDC & UDC. Besides, the issue has been put up in the National JCM but the matter could not be discussed as the meeting of the National JCM meeting has not been called so far. Moreover, this item has been placed in the National Anomaly Committee (NAC) but the same has not been taken up for discussion in the NAC so far. It is also bring to your kind notice that all the websites related to the Central Government Employees have actively been discussing the issue as genuine.

Sir, the upgradation of the grade pay of LDC & UDCs is a genuine issue. Cases of all cadres baring the LDC & UDC were considered and favorable decision was taken by the 6th CPC. Similarly, the LDC and the UDC are also deserving  higher grade pays than the present one, to commensurate with the qualifications and assignments attached to these posts after the implementation of the recommendations of the 6th Pay Commission.

In view of the above, we seek your kind intervention to get a favourable decision in this   regard.

    Pillai Ji, Kindly take up the matter with the JCM for implementation of the Delhi CAT Verdict i.e. Grade Pay on Promotional Hierarchy (Rs.4200 instead of Rs.2800)

    Because this will help a lots of deprived Central Govt. Employees who have suffered with the implementation of MACP and more easier than the above one...!

    Sir, your effort will be always appreciated by all the LDCs and UDCs of Central Govt. organisation, if it granted. However, they deserves it because maximum without these new generation LDCs, I feel that the Govt. offices cannot run properly. They can be said as backbone of every Central Govt. offices, because all computer related works as well as administrative and accounts related works are done by them.

    it is for the kind information of all that Punjab govt. has allowed pay band 10300-34800+3200 grade pay to its Clerk(LDC) and 3600 grade pay to Jr.Asstt(UDC) on completion of 5 yrs service to 50% Clerk(LDC). The demand of LDC/UDC should positively be considered for the upgradation of their grade pay. There is huge difference in the pay of LDC working under Central govt.ministry as compare to their counterparts working under the Punjab govt. Newly appointed clerk in Punjab is getting gross salary of Rs.28,000/- whereas a newly appointed clerk of central govt. is getting gross Rs.15,000/- which is very meager amount. This issue for upgradation of pay band & grade pay in r/o LDC & UDC raised by the Association is very genuine issue and the Central Govt. authorities must consider it as soon as possible as the LDCs are just getting 100 Rupees more grade pay than Multi tasking staff(earlier falls in Group D category).

    Please see the judgements of Punjab and Haryana Hon'ble Hight court and Hon'ble CAT principle bench for benefits of LDC/UDC.These judgements can solve our problems.Our leaders have to compell the governement to follow the court's judgement and allow promotional gradepay in MACP. thanks.

    The judgement of the CAT Principle Bench and copy of the Supreme Court order in favour of the implementation of MACP on hirearchial baisin has already been sent to the Secretary General Confederation. He assured me to discuss the matter in the forthcoming Secretariat meeting (22/07/2013)of the Confederation. Since the case is under consideration of the Confederation I have not written any letter to DoPT. Let us discuss the issue in the Confederation meeting on 22/07/13.

      Dear Com. Pillai on 22nd National Executive Meeting at New Delhi I raised the matter before Com. Krishnan and the Secretary General of Confed. assured to look into the matter.     The best and concerted efforts which have been put up by Shri TKP Pillai, Gen Secretay is much commendable towards the upgradation of Grade Pay and merger of LDC & UDC.It is an immense injustice and discrimnation shown against all the clerks in the departments of Government of India.The 6th pay commission did not mention any single point for the betterment of the backbone of all Govt. establishments. Please carry on the good work for all and every clerical staff from every departments will asist/help you in the days to come.

    Please let me know whether the grade pay of LDC / UDC will be increased or not. This issue is going on almost for last 4 years but no outcome. But we should definitely salute the continued pressure of Mr. T.K.Pillai on government representatives to increase the grade pay of LDC / UDC and there is a hope for the positive response in due course of time. But it is too late and all LDC / UDC are discouraged due to the present grade pay. ldc / udc play more impotent role in Estt. Accounts, Billing, Stores, Administrations etc but govt are not interested in growing the grade pay of ldc & udc why

But the Central Govt. is not going to hike the salary of LDC/UDC b'coz they have no time for hiking the salary of LDC/UDC they are concentrating on hiking the prices of Petrol and diesel and all essential commodities. we r thank full to u for your efforts. Duty of a clerk is starting from opening of service book of a govt employees and maintaining the records till settlement of pension case. In other side maintaining of diary dispatch to maintaining of cash book and cheque book. A work in a office is starting from diary section and ends in dispatch section and a clerk is stand in every step of paper moving from diary section to dispatch section. In other words Govt. offices are running due to all efforts of clerical staffs but the Govt. is ignoring the needs of clerks and they are forced for corrupt practicing in offices. Govt. should listen the voice of clerical staffs, feel and understand the feeling and situation of ignored clerical cadre staffs

    From the bottom from our heart we thank you for the great effort that you are taking in the matter of LDC/UDC. The most deprived category of Central Government employees. Till now govt was allowing pay protection for hike in educational qualification. But when our turn came govt has just closed their eyes. Now we are at par with safaiwala of our Establishment. He is drawing the same grade pay of the clerical cadre in our office.

    In the present scenario the Grade Pay of LDC should be 4200/- & UDC should be 4600/- Because the most of LDC/UDC is graduate/computer literate & working culture is very hard Policy matter / Budget Preparation & other Ministerial Work done by them. Why our Govt. official not taking any proper decision. Govt. should be set up another pay commission for hearing the problem to LDC / UDC cadre & enhance the Grade Pay from 01-01-2006. In the Chandigarh Adm. the BUS Conductor Grade Pay is 2400/- is giving. The Rajasthan & Punjab Govt. already enhance the Grade Pay to LDC/UDC. So, plz I want to request all the Govt. official Supremo don't paly the sentiment to LDC/UDC Cadre. We all are Indian Citizen, do something immediately in future. JAY HIND

    P.M. Sir ko letter likhe hue 1 & 1/2 month ho gaya hai. lakin abi tak koi progress nahi hui hai. Centre govt se acha to state govt hi hai Haryna, Himachal, Panjab, Rajasthan unhone ldc & udc ka grade pay badaya hai. Lakin centre govt nahi chati ki wo dowara sata me aye or na hi garivo k bare me sochti hai aj ki date me ek chaprasi ldc se jayda salari le raha hai.

    Grant of Grade Pay is nothing but granting Grade Pay of next hierarchy post. In Stenographer Grade, Grade-III the Grade pay is 2400. Gr.II and Gr.I is merged and the Grade pay of Rs.4200 was granted. There is no Grade pay of Rs.2800 in steno. hierarchy. But, in Department of Posts, Tamilnadu Circle has granted Rs.2800 Grade pay on 1st MACP, which is wrong. 4200 GP ought to be given. The OA has categorically confirmed this fact. Tamilnadu Circle has failed to implement it.

    Sir Centre govt LDC Pay scale Grade pay 1900 is very low. Peon Grade pay 1800. Today Most of the LDC are Graduate & Post Graduate. They are very said pay scale Grade pay 1900. Sir LDC & UDC merged Grade pay 2800.

    Sir, your effort will be always appreciated by all the LDCs and UDCs of Central Govt. organisation, if it granted. However, they deserves it because maximum without these new generation LDCs, I feel that the Govt. offices cannot run properly. They can be said as backbone of every Central Govt. offices, because all computer related works as well as administrative and accounts related works are done by them.

But the Central Govt. is not going to hike the salary of LDC/UDC b'coz they have no time for hiking the salary of LDC/UDC they are concentrating on hiking the prices of Petrol and diesel and all essential commodities. we r thank full to u for your efforts. Duty of a clerk is starting from opening of service book of a govt employees and maintaining the records till settlement of pension case. In other side maintaining of diary dispatch to maintaining of cash book and cheque book. A work in a office is starting from diary section and ends in dispatch section and a clerk is stand in every step of paper moving from diary section to dispatch section. In other words Govt. offices are running due to all efforts of clerical staffs but the Govt. is ignoring the needs of clerks and they are forced for corrupt practicing in offices. Govt. should listen the voice of clerical staffs, feel and understand the feeling and situation of ignored clerical cadre staffs

Keeping in view election of 2014, It may be a opportunity to project the case of LDC/UDC's grade pay before Govt. Sir, PMO may kindly be approached for the same.     Sir Please clarify the promotion of group d to ldc who are eligible Group D to promote in LDC here in andamans the Bus Conductor, Greaser of Marine Department , Forest Dhobi, Warder of Jail Department and Labour of APWD department are eligible we the MTS of Secretariat dont have the promotional channel of own separate we mingled with the other industrial employees, any circular is there for the only MTS are eligible for LDC promation on 10% quota. pls inform me my email id is : spsraja3@gmail.com.

    Great efforts sir. here i want to add that due to the merger of the various posts, it has delayed the promotion of most of the employees. for example, I will put my case as a reference. Prior to the merger of various posts, my promotion from Steno Gd III to Steno Gd II was due in the month of Jul 13 with grade pay 4200. due to the merger of Gd III to Gd II, my promotion has been delayed and I am still getting gd pay of 2400 which is huge loss for me.

    As your putting strong affords for LDC & UDC for increasing the GP 2400 and 2800
    like wise I would request you to kindly put some affords for those who are retiring in the Month end of i.e. 30th June of the year after serving complete 12 months not getting annual increment at the time of the retirement will be a hues loss. Kindly do some thing in this regard.

    Dear Sir,

    Your effort is good but why you have done late in 2006 why you have taken step regarding this to increase the pay band of LDC and UDC You know sir I am working in hamdard university delhi in University for LDc they required Graduate People not 12th class and computer diploma also and typing speed 35 word per minute and most of the LDC are post graduate in Central or Deemed Universities. so the Grade pay of LDC should be 2400. It is genuine case the MTS has 1800 pay band they do only file from one office to the other office but we are doing all the responsible work of office so I pray to god to become the pay band 2400. Insha allah it would be 2400 in future.

    L.D.C and U.D.C have to pay more. Now just paying 1900 GP & 2400 GP to them. I was worked as L.D.C in a central government dept. I resigned from job because of this this Low Pay. In most of the state governments L.D.C and U.D.C are getting more pay than central government employees..shame to the Central government.

    Newly recruited L.D.C has 12 the pass and 35 words typing is required, but post assistants in post offices basic qualification is just 12th, but giving 2400 GP. For Newly recruited U.D.C Bachelor degree is required but giving only 2400 GP. This is truly an anomaly case. so let hope and work for a decent pay to L.D.C AND U.D.C

    Its been sufficiently delayed by the govt./dop&t and now the judicial forum. LDC/UDC now suffered the worst in any central govt posts history. Its true. Even a child can say about complete injustice to LDC/UDC but our central machinery is unable to trace any disparity in the pay of LDC and UDCs.
    I do know my comment will not bring any change in the govt functioning but taking inspiration from shri pillai sir, i would request to all high powered authority including our PM, please upgrade the pay scales of ldc and udcs. They are deserving much more pay sir. Stop politics on poors. We work hard to we should get what we desreve.
    Grade Pay of Rs.2400 and Rs.4200 for ldc and udc is appropriate and justifiable.
