Reply by DOP&T regarding merger & Upgradation of the posts of UDC & LDC

Dear friends,
Shri Pinaki Acharya, UDC, SDRD Kolkata and JCM Member of this Association has received a reply from DOP&T for his application dated 3/1/2011 seeking information under RTI in connection with the merger of the post of LDC & UDC and upgradation of grade pay to Rs. 2800/. In this connection, DOP&T in its reply has flatly denied of receiving any application from any of the Associations/Departments so far. Where as the application addressed to the Hon'ble Prime Minister of India on this subject by our Association has already been forwarded to the
DOP&T by the Hon'ble Prime Minister's Office. Moreover, we had sent a letter to the Secretary, DOP&T vide letter dated 2/Assn/GS/2010 dated 28/10/10 wherein the demand was reiterated and a copy of the letter sent to the Hon'ble Prime Minister was also forwarded. However, DOP&T has admitted that the upgradation of the grade pay of UDC & LDC are under consideration of the Anomally Committee of DOP&T. Shri Pinaki Acharya, UDC is being requested to sent an appeal in view of the fact that this Association had clearly demanded the merger of the posts of UDC and LDC and upgradation grade pay to Rs. 2800 in the aforesaid letters. Please refer to your RTI application dated 3/1/2011 (received in this Division on 21/1/2011 through Ministry of Statistics & Programme Implementation vide their letter No. 34019/1/2010-RTI dated 11.1.2011). Point wise information is furnished as under:

2. With regard to point (A), it is informed that this Department has not received any memorandum/request from any Central Government Employees Associations/ Department for merger of the post of LDC & UDC. However this Department has received representations from Associations for up gradation of the grade pay of LDCs & UDCs of CSCS cadre. The issue regarding up gradation of the grade pay of LDCs & UDCs is being examined by the Anomaly Committee of the DOP&T. Further, a proposal to allow grade pay of Rs. 4200/ in Pay Band 2 to UDCs of CSCS and Stempgraphers Grade 'D' of CSSS who have completed 4/5 years of approved service in the grade, w.e.f. 1/1/2006 is under examination of this Department in consultation with the Ministry of Finance.

3. With regard to point B, a copy of your RTI application is being forwarded to concerned CPIO i.e. Under Secretary, Estt. (D), DOP&T, North Block, New Delhi as the subject matter related to implementation of MACP Scheme pertain to them.

4. Appeal, if any, may be made to Sh. Rajiv Manjhi, DS(CSII), 1st appellate Authority, CS-II Division, DOP&T, 3rd Floor, Lok Nayak Bhawan, Khan Market, New Delhi within 30 days from the receipt of this letter.

Sir,
I request you to provide the following information under Rule-6 of the Right to Information Act, 2005:
(A) (i) Whether DoP&T has received any memorandum /request from Central Government Employees Associations/ Departments for merger of the post of LDC & UDC/ upgradation of the grade pay of LDC & UDC, posted in Government of India Offices?
(ii) If yes, the recorded decision taken on the issue may be intimated.

(B) (i) Whether DoP&T has received any memorandum/request from Central Government Employees Associations/ Departments to redress the grievances faced by the LDCs and UDCs in the wake of implementation of MACP Scheme, allowing the group C (existing group D) to surpass the pay structure granted to the LDC & UDC by the 5th CPC.

(ii) If yes, the recorded decision taken on the issue may be intimated.Necessary fee of Rs.10/- has been remitted to the NSSO (SDRD), Kolkata, a copy of the money receipt is enclosed.

OFFICE MEMORANDUM

Sub: Encashment of Earned Leave to be granted to officers appointed on
contract in various posts under the Central Government - reg.

The undersigned is directed to state that matter regarding allowing leav
e encashment, on termination of contract, to such officers who are appointed on contract basis after retirement; even within two years has been considered in consultation with Department of Expenditure. It has now been decided that encashment of Earned Leave will be allowed to retired officers. Appointed on contract basis after retirement even within the first two years, subject to the condition that the total number of days for. which encashment allowed on termination of contract together with the number of days of Earned Leave or Full Pay Leave for which encashment had already been allowed in previous appointments under the Government shall not exceed 300 days. The O.M.
No.12016/2/99-Estt. (L) dated 12Ih July, 1999, stands modified to the extent mentioned above.

2. These orders take effect from the date of issue.

3. So far as persons serving in the Indian Audit & Accounts Departments are concerned, these orders are being issued after consultation with the C&AG of India.
