7TH PAY COMMISSION RECOMMENDATION

LDC-UDC ISSUE-GOVERNMENT STAND REITERATED

On the issue of LDC/UDC 7th Pay Commission reiterated the deceiving stand of the Government. Despite of realizing the issue as genuine, Government had not taken a positive decision at their level. The tens of thousands of LDC & UDC, solely responsible for the smooth running of many of the subordinate offices, were hoping that 7th Pay Commission will study the problem faced by them and take a positive decision. Staff Side JCM having convinced the importance of the issue, had also recommended merger & upgradation of the Grade Pay of LDC & UDC to Rs. 2800. But here we see that 7th Pay Commission has not taken any decision on the issue except giving some confusing and misleading statements to vindicate the stand taken by the Government as true. Extracts of some of their views on LDC UDC issue spread over various chapters of the reports is given below:

Higher GP 2400 to LDC and consequent upgradation of pay for other civilian posts in the Ministerial hierarchy.

11.22.100 The Academy has urged that LDC should be placed in higher GP 2400 as against the existing GP 1900 at par with grade pay of Data Entry Operator (DEO), on the grounds that both LDC and DEO enter service on the basis of same educational qualification i.e., Class XII and that the functions of LDC are more complex than that of a DEO. This issue has been dealt in Chapter 7.7. Recommendations made there would apply in this case also.

11.52.32 They have demanded upgradation in pay of certain category of non-industrial posts viz., LDC, UDC, Accountant, Junior Head Clerk, Head Clerk, Office Superintendent and Assistant Manager (Admin).

Analysis and Recommendations
11.52.33 The Commission has not received the views of the ministry/department on the issue. However, posts like LDC, UDC, Accountant are common to a number of ministries/ departments. Recommendations regarding their pay are contained in Chapter 7.7 and Chapter 11.35. The Commission does not find any justification for increase in pay scale of the other cadres.

But in Chapter 7.7 no direct recommendation except to decline the demand of LBSNAA to increase the promotional quota of MTS to LDC, is visible. The extract of Para 7.7.37 is give below:


Analysis and Recommendations
7.7.37 Looking at the qualification requirements and their job profile, the Commission does not recommend any changes in the pay structure or the promotional prospects of the MTS. Regarding MTS in Delhi Police, the Commission is of the view that since MTS is a common category, any special dispensation to MTS in Delhi Police is not justified. In so far as the MTS of LBSNAA are concerned, the Commission notes as per the recruitment rules for LDC, presently only 5 percent of MTS can get promoted to LDC through limited departmental examination. However, since the government has stopped direct recruitment for the clerical cadre and gradually phasing out the existing incumbents, their demand cannot be accepted.

LDCs
11.35.27 There are demands that 50 percent posts of LDCs be earmarked for filing up by promotion/departmental examination by MTS. It has been argued that the educational qualification for the post of MTS is Class X and they are recruited through SSC for performing the work of Peon, Mali, Cobbler, and Sweeper etc. Since most of the MTS join the post with higher qualification of Higher Secondary and Graduation, there is high rate of attrition in the MTS cadre.

Analysis and Recommendations
11.35.28 As per the recruitment rules for LDC, presently 5 percent of MTS can get promoted to LDC through limited departmental examination. Since government has
already stopped direct recruitment for the clerical cadre and gradually phasing out the existing incumbents, this demand cannot be accepted. Moreover enhancement of
promotional quota is an administrative matter to be considered by the relevant
administrative ministry.
Between the lines it can be read that the Government prevented the 7th Pay Commission to not  consider the LDC/UDC issue positively and reiterated the wrong statement of the Government that that Government of India has stopped direct recruitment of LDC through Staff Selection as its recommendation. But the fact is that Staff Selection Commission is frequently conducting recruitment for the post of LDC and without the permission of the Government how they can done at their own. Combined higher secondary examination for the selection of LDC also has been conducted recently. If we take the intention of Government of phasing out the LDC post as true, then where is the alternative recommendation? Who will do the arduous work done by the young and energetic LDCs in the subordinate offices?  It is to be noted that the normal ratio of LDC and UDC in subordinate offices is 5:2 and thus LDCs have been allocated responsible sections and in many smaller offices LDC alone is handling the work of entire Administration.  

On the other hand rejecting Central Secretariat Clerical service demand of parity with DEO the commission observes “Even though the entry requirements are similar, historically the pay scales of the two posts have been different. Besides, they comprise two distinct cadres with different set of roles and responsibilities. Hence, the demand for parity of pay of LDC with DEOs cannot be acceded to by the Commission.”(Para 11.35.38).

Our view is that historically these cadres may be different set of roles but the fact is that functions of LDC are more complex than that of DEO and same was brought before the commission by various Associations/Administrative Authorities. Earlier pay Commissions have fixed Pay Scale to DEO considering their work on computer. But today LDCs are more expertise in computer than DEO for doing work in computer, but the demand of parity with DEO is rejected. Extract of Para 11.35.38 is given below:

Central Secretariat Clerical Service
11.35.38 The Central Secretariat Clerical Service (CSCS) consists of the following grades:
i. Upper Division Clerk (GP 2400)
ii. Lower Division Clerk (GP 1900)
LDC and Data Entry Operator (DEO)
11.35.39 It has been demanded that LDC of CSCS drawing pay in GP 1900 be placed in GP 2400 at par with the DEOs on the grounds that post VI CPC, the entry requirements for the two posts is almost similar.

Analysis and Recommendations
11.35.40 Even though the entry requirements are similar, historically the pay scales of the two posts have been different. Besides, they comprise two distinct cadres with different set of roles and responsibilities. Hence, the demand for parity of pay of LDC with DEOs cannot be acceded to by the Commission.

From the above it is clear that Government is adamant on not granting pay scale to LDC & UDCs in subordinate offices at par with the duties assigned to them. Even though the 7th CPC claimed that they have recommended pay scales on the principle of equal pay for equal work, the genuine issue of LDC/UDC is ignored. Thus we are forced to represent against the recommendation to the Government/JCM (Staff Side). All our LDC/UDC friends are requested to raise the issue in their respective Association/Office to force them to represent the issue to the implementation committee for consideration. Also please join all action programmes including strike action, called by the JCM (Staff Side), as published in this web site from time to time, to combat the situation.

  1. I am really disappointed with the decision of 7th CPC, i was hoping that i would get atleast GP 2400 as per their calculation, they don't even think about lower class

    Myself Ashutosh ,LDC and i am appointed on 2012, 3000 KM far from my house and from last 2 years i am doing the work of cashier alongwith all the work of Income Tax and budget, apart from me 4 more LDC's are working here instead of UDC's and they are the backbone of their branch but as per 7th CPC words we are not having as much responsible work they think LDC's are recruits only for "dispatch" and "typing" which is not true.
    I request to them, sir please come and see how much responsibility we have and what we are getting, no departmental examination, promotion in 10 years.
    Pillai sir your are only the last hope for us even i am waiting for next hearing, let se what will happen,

What now empty handed, if babus are the backbone then where they are actually we are not united those who have got 4200 or 4600 are silent, poor science graduate LDC have been assigned with complex works. I think we couldnot put our side well, the result is before u. Where is the democracy, a MTS even getting higher salary then LDC and sitting idly. Even a cook,cobbler,carpenter are in better position.We should definitely stop doing complex works instead we should demand the works mentioned for LDC in office manuals.Why should we do budget, Income tax pension etc by taking extra pain, if Commission think DEO have a different work structure then we LDC's must stop doing all DATA ENTRY works in office let them appoint DEO.SHAME

  3. In 6cpc one of my colleague and I was in scale of 20970 +g p 4800 and both got sr scale with grade pay 5400 but my colleague in pb 2 and I am in pb 3. When I multiply our pay with 2.57 my pay fixes at 69000 and colleague pay 69200. How is it possible. Anomali discovered. mdmalam45@gmail.com

  9. I am s murugan LDC, handling with pay bills, income tax, TDS and what are related to taxable income such as LTC encashment, final bills, HRA claim and etc...

    In 7th Cpc report every where it is stated that this is dealt with chapter 7.7 and 11.35. But, there is no clear instructions for clerical.

    The major error is clerical cadre is not included in common categories (chapter 7).

    VI Cpc had withdrawal the pay band s1 because the protest of group d employees... will it happen again for group c employees (clerical)?

  10. आयोग के चेयरमैन एक रिटायर्ड जज थे पर मुझे यकीन नहीं हो रहा है ये फैसला कैसे देते रहे होंगे ये तो खुद कंफ्यूज है इनको तो इतना नहीं पता है LDC/UDC केंद्र सरकार के कार्यालयों में सबसे कॉमन केटेगरी का पद होता है। रही बात LDC/UDC के ग्रेड पे के अपग्रेडेशन के बारे में तो ये हर जगह 7.7 और 11.35 के बारे में बात कर रहे है । मैंने सोचा की अच्छा पढ़ के देखते है की आखिर इसमें लिखा क्या है तो पता चला की दोनों जगह कई बार LDC/UDC टाइप हुआ है और इसके सिवा इसमें और कुछ नहीं है। अरे माथुर सर आप भी ना राजनेताओं की तरह हम बच्चों (LDC/UDC) को बाल जीवन घुट्टी पिला गए ।

  12. ७सीपीसी मे बाबुओ के साथ अन्याय हुआ है। ८वी पास तकनिकी कर्मचारियो को २४००/. ग्रेड पे और १०,१२वी व स्नातक. बाबुओ को मात्र १९००/.ग्रेड पे ।बाबुओ को २५ साल मे पद्दोन्नति नही ओर एम ए सी पी मे प्रमोशनल ग्रेड पे की जगह नेक्स ग्रेड पे दी जा रही है । सुप्रीम कोर्ट भी तारीख पे तारीख दिए जा रहा है । बाबुओ को अब केवल सुप्रीम कोर्ट से ही न्याय की उम्मीद है । जय हिन्द ।

  14. I would like to bring to the notice of all respected LDC/UDC that, presently UDCs with GP of 2400 are getting a benefit of more than Rs. 4000,/- in gross salary when promoted as Assitant. But as per proposed revised pay structure the UDCs can get benefit only Rs 1000/-+ 200 or 300 etc at the time of promotion as Assitant . Here also loss for UDCs/LDCs, sooner or later. Pillai Sir,Kindly raise this issue also.

    my grade pay 1800 and my basic pay is rs 7370+1800+10918+917+400+476=22792 gross and new seventh cpc 27000 and detection 5000 and taxes other rs my banifit only rs 1500 this the pay commission increase the salary this is not fair

  23. What will be the next step of JCM (staff side) for Unjustified pay structure of LDC in the 7th CPC? Would JCM (staff side) be agreed to these recommendations at last or not ? Sir, calculations for minimum pay of 18000 Rupess is also faulty. In this calculation price of Milk is taken as Rs. 37 only as on 01.01.2016 and there are only 3 members in a family being considered. Please give your kind attentions towards this also so that demand for minimum pay should be atleast Rs. 21000.

I mean what is this nonsense, I don't understand who briefs these commission about the nature of functioning of LDC,s in the sub-ordinate office, the Govt. should set a committee to enquire the issue that how are a office exploiting a low paid employee by entrusting Assistant Level works. It can be seen in so many offices that a single LDC has been entrusted with all the works of establishment/accounts/pensions
    etc. but when it comes to wages no one pays attention to their miserable condition. At least this much of sense of humanity to all our seniors to brought this issue to the authorities for a suitable solutions. It is absolute violation of human right by any organization when you entrust a worker with such level of works which does not come under the office manual. On the other hand these poor people are transferred to different states. In this situation what a LDC can do, he is also a humanbeing having family and responsibilities. In todays scenario everyone knows that the LDC's coming through SSC are well educated, well versed in computer etc. What is the definition of Date Entry Work in Sub - Offices all such works are done by LDC's but when it comes about parity Govt. do not want to see this injustice. I would like to urge our confederation to kindly take appropriate measures to brought this issue live at least we have a still a ray of hope. In sixth Pay commission we have been placed in Rs. 2000/- GP from Rs. 1900/- after 10 years. Then after this commission what will our fate we will be compelled to beg. There is only black cloud ahead us. We strongly protest this kind of discrimination for a specific cadre. The whole Administrative cadre should support our demand otherwise we would compelled to think that all the efforts are just eye wash and false promises actually no one wants to resolve issues. A BIG SHAME FOR US !

  29. whenever the cpc report be made the partiality with the LDC and UDC can be seen . It seems the Report is only based on hike of pay of officers only...I suggested the central government that kindly change the name of Pay commission for central government with Pay commission for Gazette officers/Class I officers..... Mera to manana hai ki LDC UDC ka demotion hi kr dijiye....koi responsibility hai to wo clerical cadre ka aur paisa badhana ho to wo officers ka....kam se kam demotion kr dene par duniya bhi to janegi ki India me aise bhi commission hote hai..jaha lower grade ko aur lowerhi banake rakha jaata hai......Clerical cadre ab bhi gulamo ki zindgi ji rhe h.

  31. I am an LDC of Department of Posts (Civil Wing) and work as an auditor/assistant for past three years. I alone run the establishment brance / auditing i.e. checking of Bills made by AEs/JEs, scrutinize of bill, checking of TA Bills, medical bills and also watch the establishment of the section....but what I get against all these hard works a mere G. pay of 1900/- . I also want to draw the miserable condition of all my LDCs friends. This is not only my situation, But this is the situation of all LDCs . The departments takes works from us LDCs as Assistants/Divisional Accountant but giving us this kind of baseless grade pay....The CPC should reach the Postal civil wing and watch the exact situation of the work/duties of LDC...perhaps then they could know the actual role of the LDC to run any office

In JNVs many financial works such as Preparing pay bill, calculation of income tax, preparing form 16, monthly a/c, annual a/c, budget,tender all these works are performed by LDC in absence of office staff, though the accounts work are assigned to UDC and tender and IT related work to Office Suptd. Many DDOs compelling the LDC or the dealing assistant to sign in the prepared statement to show their accountability to the work done. I am not against it, but if a LDC or UDC will collect data, prepare all statement with respect to rule position and finally submits to the DDO, and afterwards there is accountability for the works done which are not at all related to a work of a LDC, then what is the genuine of payment to a LDC whose Pay is 5830/- even less than the Grade Pay of DDO.
    I am not questioning to the higher pay of the officers, they may deserve it but it is the question of very very low pay to a LDC or UDC than the works they are assigned with. At-least the demand should be considered on humanitarian ground. This is really a matter of exploitation on the part of Clerical Grade.

  36. मै अभी बिहार सरकार में LDC के पद पर कार्यरत हूँ और एसी ही समस्या का शिकार हूं |जो LDC 01/01/06 के पहले नियुक्त हुए उनको तो 2400 का फायदा मिल रहा है और 2 ACP के बाद 4600 तक पहुंच चुके हैं मगर हमारा क्या होगा???

  40. LDC ki jo pay hai usme sirf chulha jal sakta hai chulhe pr kuch nhi jal sakta.Ye gov nhi sunegi inko ky fark padta hai,LDC ki salary me ghar ka kharch chala kr dekhe tab pta chalega. Jb sab kuch saamne hai fir LDC OR DEO ke gradepay me itna fark ku hai. Gov should feel same on itself.

    Dosto, Aap sabhi se request hain ki eise kaam karunga to koi bhi LDC ya UDC ko suicide karna hoga. har office me LDC/UDC ka upar load itna jada hain fir bhi sarkar hamare nahi sun rahe hain. Hamara performance janne ke liye hamara Project Manager (Er. Anurag Kumar/Ph. +918877476326), Project Division-I (Er. Sharvan Kumar/Ph. +919709341142), Project Division-II (Er. Kailas Kumar Rai/Ph. +918877817830) se janiye. Dukh ki baat ye hain ki 22 saal se Central Govt. office me sift kaam dikhaya par na hi promotion mila na hi monitory benefit mila. Pichle saal se OS ka exam vi band kar diya. agar exam nehi kara sakte to grade pay to milna chahiye.

  48. In every pay commission the lower grade should be finished and the starting will be next higher grade pay. For example the grade pay of 1800 and 1900 should be stopped or merged in next higher grade pay. The LDC start the grade pay of 2400 and UDC start GP of 2800 or 4200 Because the LDC and UDC do the same work as well. The both do the urgent work of office.

  49. totally disappointed grade 'D' employees gp is increased from 1300 to 1800 but LDCs are still in 1900 gp, totally unfair, all the complex works are done by LDC/UDC in every dept. we have to be one and should raise our voice, this discrimination is only the tghis by which corruption is increasing. Think about it.

    Apart from establishment and accounts works i am handling all NPS work (uploading & any discrepancy) for all. work load day by day increasing but there is no any hope for salary hike. you are are only the hope for us. please do something sir.

  53. Sir how may time shall it take to finalise the case taken up at CAT Jabalpur for the up gradation of LDC and UDC.In Ramayan Lord Ram has told if justice is delayed then it become it self injustice, naturally it's Govt intention to dalay more and more so that a lowest paid LDC are cursed.
