GRANT OF MACP ON PROMOTIONAL HIERARCHY: CAT GUWAHATI DIRECTS UNION OF INDIA TO GRANT MACP ON PROMOTIONAL HIERARCHY TO ASSISTANT ENGINEERS OF CPWD. THE CASE WAS FILED BY SHRI NARAYAN KALITA AND 26 ASSISTANT ENGINEERS VIDE OA NO. 040/000052 OF 2014.

By citing the judgments delivered by the Principle CAT, Delhi & High Court Chandigarh on the subject the Hon’ble judges have observed that “ In our considered view the aforesaid judgement rendered by the Chandigarh Bench as upheld by the Hon’ble High Court of Punjab and Haryana as well as judgement passed by the CAT, Principle Bench. In view of the above the present OA is allowed. Respondents are directed to grant scale of pay (PB-3) of Rs. 15,600-39,100+ Grade Pay of Rs. 6600/ attached to the said promotional posts of Executive Engineer from due date to the applicants.

The aforesaid directions shall be complied with within a period of three months from the date of receipt of a copy of this order, subject to the other conditions mentioned in the MACP Scheme.”

  1. Pillai JI. Kindly upload the copy of the Judgment. It is helpful for filing the case. the copy of the Judgment is not available in the CAT website. I am also requesting you to sir Please upload the visible or typed copy of the Raj Pal case which was decide by the H'ble CAT Chandigarh. Many of the LDC and UD are searching for the same through various web sites.

  3. Only Assistant and PA cadre are getting benefit. Only these cadres are working what about EDP staff? who will think about EDP staff future?

  4. EDP staff is sufferer. After merging the scales EDP staff is not getting justice. Mr. Gayakwad put up the case of EDP staff regarding 4600 (GP) to higher authority and Director (Estt.) issued OM on 10.12.14 was very much surprising that DEO Grade C &D will get 4200 (GP). Other side UDC (30%) benefitted by the DoPT. Now it is opined DoPT is only favoring the Assitant & PA line only and ignoring EDP staff. How a steno who starts its job from 4000 and got promotion on 6500(old scale). LDC joined in 3000/- then get promotion on 4000/- after that direct enter in 6500/-. The pity EDP staff who joined 5000 got ACP after 10 years 5500/- after 20 years 6500/-(old scale). 6th Pay Commission merge scales to remove the difference but DoPT narrow minded staff interpreting according to them and destroying the future of EDP staff. PA and Assitant directly linked to officer so they can get easily because their bosses in their hand and EDP staff only for work not for any benefit as EDP staff are more inteligent and qualified to them. But who will listen because EDP staff strenght is very few. How a person who is sitting a seat where she/he should take care of all but these people just thinking about them. My humble request from the senior officers please look into the matter and direct these people to make similar rule/benefit to all. Please read the file what these ill minded people who just thinking about them, they dont want to give anythng to other cadre. Scale should not be revised cadrewise. Same scale should be formed to all like. If steno and assistant got 4600(GP) then why EDP staff will not. Why EDP staff whose 5000 &5500(old scale) cant get 4600 (GP) when a assistant and PA can get, unless their entry is less than EDP staff. Its very much surprising. When we asked in this regard then they are saying its higher authority decision. How higher authority can discreminate the situation. Its not because of higher authority its because of these narrow minded people because they are putting the case. Who is putting the file is main culprit. My humble request from higher authority please read the files and justice.. All staff is equal to higher authority. Please Please do something in this regard. I hope higher authority will justice EDP staff by giving fair decision. With regards All EDP staff member.

    1. Pay discrimnation should not be repeated in comming pay commission. Request from 7th pay commission please look into the matter and remove all analomy
