LDC-UDC ISSUE: THE CASE RETURNED BY THE DOPT & DIRECTED TO TAKE UP THE
MATTER DIRECTLY WITH DEPARTMENT OF EXPENDITURE, MOF.
Dear friends,
As has
already been informed, the Letter
sent to the PM for revision of Grade pay of LDC & UDC by us has been
forwarded to JCA, by the DoPT. Accordingly, a letter seeking the status
of action taken from the Deputy Secretary, JCA was prepared but before sending
the same to him, the case has received back
from the DoP&T wherein it was directed us to take up the matter directly
with the Ministry of Finance (Department of Expenditure). The copy of the
letter is posted below:
It is to be noted that while
forwarding the case to JCA, the DoPT has observed the LDC & UDC case is
related to anomaly and the JCA is the authority to deal the cases of anomaly.
An agenda item pertains to the upgradation of the grade pay of the LDC and UDC
is pending for discussion in the National Anomaly Committee and the JCA has to
convene the meeting for the same. And thus the case should have been put up to
National Anomaly Committee. But, now the case is received from the DoPT and not
from the JCA and the ground on which the case is returned to the DoPT is not
known.
Since the DoPT has asked us to take
up the matter with Ministry of Finance it would be sent. But, we cannot say the
action to be taken by the MoF on this most genuine anomaly in the wake of the announcement
of 7th Pay Commission/involvement of expenditure. And yet, we have
hope, the MoF would suggest something positive. In case it is not happened, as has
been suggesting by the readers, it is a case fit to move in the Principle bench
of the CAT, I think.
Suggestions on future action on the
matter from the readers are requested please.

Dear Pillai Sir, again its your immense effort which made DoPT to have a look over this issue and made to respond our plea. Even though JCA's action of returning the proposal is quite disappointing as JCA is not only for CSS but also handling entire 6th CPC pay anamolies at present. It is also doubtful that redirecting us to approach Ministry of Finance is to make undue delay or even to regret the entire prayer of upgradation. Hence it is high time for us to take necessary steps to get the job done before the implementation of 7th CPC with retrospective effect from 01.01.06........Wish u all success.......We will get it soon
ReplyDeletewhat is the drama playing against LDC/UDC Cadre? In this country, the P.M.O have not known how the matter settled! It's seems that all the LDC/UDC is MZDOOR in this country. Unko chahiye TIN Lakh aur hum logo ko Tis hazar dene me Fat-ti hai. I urge all our friends stand - unite against such black injustice.

It has a unique meaning in hindi, "L a _ _ _ Division Clerk..... office mein kaam jab aata hai tab "LDC can do all the things", Lekin grade pay Mazdoor jaisa, hum log yeh maan chuka hain..... Chowkidar se vi niche hain ham logo ki status, Mate(SK) - Rs 1900 GP, Industrial HS Cat - Rs 2400 GP, MCM - Rs 4200/4600 GP. Their qualifications ? sab jaante hain hum log...... is desh kaa kuch nahin hone wala.. That is why "they" calls us "dehati auraat" !!!!!!!

ReplyDeleteSir,pahle to main aapko thanks kahana chahata hoon ki aap hum logo ke liye fight kar rahe ho. ye case 3 year pahale apne jahan se start kiya tha wahi pahunch gaya hai. ye sab ek sochi samjhi chaal hai. In Officers/ Naitao ko jis se bhi kuch benifit milta hai ush Rank ko unhone 6 CPC main atcha grade pay diya hai. humse kuch nahi milta tou hume kuch nahi mikta balki stachai ye hai ki LDC /UDC ko subse jayada kaam diya jata hai aur wo zidagi bar ke liye hipertension ka mariz ho jata hai. Ab to ye haal hai ki peon bhi LDC/UDC ka koi baat nahi manta. ye sab upakr baithe crrupt officer aur naitao ke karan. sir aab to bus ek hi rasta hai strik only strik.

Sir, thanks for ur continuous efforts & also latest updates for viewers. Is DOPT has brain or not? Either DOPT understand, itself claver or all ldc/udc r fools. Now have 3 suggestion in r/o current status............................................ 1.Again written a letter to P.M with enclosure of DOPT. 2.Demand the reply through RTI from JCA. 3. U think right or wrong of CAT court case. Finally, all actions (ekathe) r taken from u in all front again.

Sir, It is very sadness decision by DOPT. At this time all the LDC/UDC should stand against these order. I think Once again write to letter to Mr. Prime Minister with all the details & other side in between we should have go to Principal CAT bench immediately without taking any time in future. If before Lok Sabha Election these matter not settled by Present Autority, I urging all the LDC/UDC family member cast your vote against injustice.

So we ldc's and udc's of india will give you full support in this regard.

ReplyDeleteFirst of all thanks to Mr. Pillai Ji for the efforts taken for upgradation. Please take up the matter urgently to Minister for Finance early for a solution. If financial commitment is the hindrance for upgradation of Grade Pay I suggest that we may forego the arrears and we may claim for the notional pay from 01/01/2006 it may be helpful for the upgradation of pay in the coming 7th pay commission
ReplyDeleteCongrats Pillai sir for ur effort. But the greatest problem is the " Dehati Aurrat" who does not know who are the back bone of this administration. He refers it to DOP'T which is unable to deal with Non CSCS cadre. Ridiculous H.R Management system of Central Govt. It is sorry to say that nothing to happen in this regard in future.

I have not interested in VII CPC & DA mergers also. First I would like to know why the big gap between ldc/udc to assistant, bze they do same work.

ReplyDeletePillai Sir, when JCA Section has returned the case citing that the concerned section deals with the anomaly of LDC-UDC of only CSCS category, then there must be other cell/section/wing of DOPT that deals with the same of non-CSCS category.

i) Request NAC members(staff side) again to sit for discussion with the Govt. on this single issue citing DOPT's feed back letter dated 19th Sept'13 before constitution of 7th CPC.
ii) OR The case may be resubmitted to the section of DOPT that deals with the anomaly of non-CSCS category with a copy of information to NAC members(staff side) to monitor the issue.
iiii) Discussion with MOF not appears to be hopeful.

The same should be suggest by the DOPT in the above mentioned letter. All previous pay commissions made totally injustice with us. We should be united and this is the high time to protest/pen down strike . If not, similar type of injustice will be happen in the 7th pay commission also. ReplyDeleteKnowingly the DOPT is playing with the life of LDC/UDC. If the DOPT is not dealing with this matter In specified section, this maybe sent to appropriate section of DOPT in where the same is dealing. But the rejecting of the same from DOPT is shows that the Govt/Dopt is not interested to give the Gr. Pay to LDC and UDC. Still I am not known that other secretaries/Presidents Etc., Unions, Confederation, Associations even from Railways and Defence are not open their mouth and even a single word/Statement has not pronounced. This shows that all the unions are taking interest except LDC/UDC.

ReplyDeleteIn most of the Departments there is no difference between work done by UDC and Assistant, then why there is such a big difference in the Grade Pay of UDC and Assistant. Sir, we may seek more legal advice from some experts. I am ready to contribute expenses incurred in this regard. Sir, you have our total support. Kindly do something very urgently. Don't give them any chance of making LDC/UDC scape goats on pretext of formation of VIIth Pay Commission.

ReplyDeleteSir, I am serving as Asstt. Storekeeper in the scale as same as LDC i.e 1900/- G.P. when raising the upgradation of Grade Pay of LDC & UDC, why not the association included Asstt. Storekeeper, Storekeeper in the same list, so that when the Grade Pay would be hiked, we storekeepers will also be included in hiked Grade Pay. If we are not mentioned in the hiked Grade Pay, then we will not get the same facility which would be provided to LDC and UDC, hence, we request you to please mentioned StoreKeeper always whenever we talk about LDC and UDC.

ReplyDeleteDear Pillai, Best regards, first I will give my introduction, I am RK Koul serving in MoD as UDC and is watching all the developments in the genuine case of Clerical cadre of Central Govt. Recently I received an update on my mail ID and was surprised to read that the case of LDC and UDC has been returned by the DoPT with the observation that DoPT deals only with cases of CSCS staff which is very much surprising. If DoPT is dealing with the CSCS staff only why they issue orders in all matters which are directly concerned to the Non CSCS Staff like CEA, HRA, MACP etc. and why are they organizing the JCM Meets with staff side. I am getting a feeling that it is a deliberate action by the DoPT to dodge us and through the ball to other court and bargain the time till new elections come and they will not decide the case of their own.

ReplyDeletethe LDC and UDC cadres are only cadres that are neglected. all most all the LDC's and UDC's are graduates and post graduates. when comes to duties and reponsibilities, the LDC/UDC are doing the work equal to Assistant or more. For example a LDC has to maintain service books of MTS to Gazetted officers. He is opening the S/B's.. He has to do the fixations, increments, promotions and all other works starting from entry of a govt servant to ending of a govt.servant ie.retirement.LDC's are attending court cases. they are preparing draft replies in court matters. what not all the works are being done by LDC/UDC only. the higher officers are simply putting their initials on any paper. But when comes to pay scales, the LDC/UDC are being treated as that they have X th class qualification only. For all the works LDC/UDC are being targeted. If we can not get the up graded pay scales right now, the impact will be fall on VII th pay commission also. So, sir , please approach any court of law or any statutory body for redressal of our genuine demand for upgraded pay scales to LDC/UDC. And also, sir, please fight for Grade Pay in promotional hierarchy as per the verdict of Hon'ble CAT principle bench and Hon'ble High Court of Punjab and Haryana. We are ready to contribute for the cause of this demand. thanking you
There should be a parity in wages between cscs and non cscs staffs...Really...this should be challenged in court of Law. It is unconstitutional to deny our demand..

ReplyDeleteSir ,Changes have happened only when seek justice in the right place, So please move to the Principal CAT bench sir,i am sure justice will be done faster then this sedentary attitude of the govt.Sir,let me remind that Rights have been obtained by force and not by sympathy.Sympathy has been totally misused for last 7 years after 6 pay,i don't c y we cant go to courts.Sir Contributions to that effect would be done to fight suit case,sir .

ReplyDeleteGrade Pay Rs.1900 and 2400 is totally injustice on clerical grade. Persons in these grade are Backbone of office. ISS, SSS etc have revised their pays but no one takes interest in clerical grade matter. I am UDC and getting pay less than our MTS ! Though this MTS is much Senior but in any condition UDC must get higher pay than MTS whatever be the seniority. My suggestion for you is Please write one more letter to PM Office informing the delay in the matter. Election ka time hai, shayad PM is topic par personally interest leve.

ReplyDeleteThank you for all your efforts. MACP for LDC is from GP 1900 to 2000. Many of them are in line for MACP and there too it is injustice for LDC's. Please do something sir.
