RAILWAY BOARD MEETING WITH FEDERATIONS TO DISCUS MACP ANOMALIES

  1. The above anonymous posting is absolutely true and enumerate the entire central government staff's views. Whenever, the staff side raise the MACP issue the DOPT stick on to say " this is not recommended by 6th CPC, that is not an anomaly, this is purely an administrative matter and does not belongs to pay commission anomaly etc., etc.,in negative attitude" But, if it is for them they immediately and scientifically create file, note and favourable recommendation and implement it. The best example is OM No.35034/3/2008/Estt.(D) dated 24th December 2010. They, by issuing this OM, extended the MACP benefits to officers of HAG scale of Rs.67000-79000.
Though the introduction of any new scale is strictly prohibited by 6th CPC, they introduced a new scale and further they extended the MACP benefit to that new scale. When this is possible in case of higher Officials why it is not possible for other staff of lower cadre. But for the lower paid employees they never show any consideration to alleviate their anomaly and squarely rejected every plea of genuine cause. We request our leaders to put up the facts and stop the step motherly treatment and indifference showed by higher official.

  4. Thank you Sri. Pillai Ji for giving the information. I have read the DOPT's letter and came to know that the Anomaly Issues of Railway employees are only to be discussed and finalised. Sri. Shiv Gopal Misra is JCM member for entire Central Govt. Employees or for only Railways. It is also noticed that the DOPT is throwing a biscuit to Railway employees and not for any other Central Govt. Employees. Hence, it is requested to you Sir. Kindly take-up this matter before all the JCM members of Staff Side for taking up the Anomaly's of all Central Govt. Employees or quit the Meeting on 29-05-2015 because Sri. Shiv Gopal Mishra is a nenber of JCM Staff Side but he is also Union leader of Railways.
