Hearing
on the LDC-UDC issue- case filed by the All India Association of Administrative
Staff (Non Gazetted), MoS&PI & Anr, at CAT Jabalpur- has been postponed to 09th October 2014.
Sri. Pillai Ji namaste, I think the arguments are not clear or the department (DOPT ) may ask the adjournment. but while arguing the case by our advocate, the case of Pharmacist which was decided in the fast track committee for up gradation of their Gr. Pay maybe taken as a point. Another point which is recently decided by CAT in case of up gradation pay scales of MSME instructors. These two points will help to argue the matter better.
Yadi aise hi chalta raha to ye sabit ho jayega ki filmy dialog sahi hai "tareekh, rareekh aur tareekh pe tareekh" aur kuchh nahi. Bhala ye CAT chhote staff LDC/UDC ke bare me kyon dhyan de unko to bade post ke liye hi nyay dilana hai
Respondents requested more time for submission of counter affidavit. And the Court allowed them to submit the same on 9th of October. This is the normal procedure and need not be worried. It will take more than one year to get the judgement. As has already posted elsewhere in this web site that due to our continuous persuasion, National JCM has convinced that LDC & UDC should get upgraded Pay scale and accordingly they have recommended for granting replacement pay scale equivalent to Rs. 2800/ Grade pay after merging the LDC & UDC posts. By filing the case in Jabalpur CAT we demanded Rs. 2400/ Grade pay to LDC w.e.f. 1.1.2006, payment of arrears and interest on the amount of arrears w.e.f. 1.1.2006. I am confident that we will win the case. Please wait & Support.
Will it be a story of Robert Bruce or laying a hoax seeming it a utopian scheme at last ? If it is a story like Robert Bruce, the aspirants may hope with the sporting spirit to dig it out after crossing 21nos of hurdles on the floor of hon'ble CAT as similar to Bruce who had been able to get back his kingdom from his rebelions by attacking 21 times .However, it is not known to me how many hurdles have already been passed over the years on the floor of court by these despondants to peep out the sun from the cloudy sky .Hence, there is one proverb that when God wills, all winds bring rain.So, patience is bitter, but its fruit is sweet

Respected Pillai Sir, Many thanks for your co-operation and effort for up gradation of Grade pay of LDC which is genuine and necessary. I wish to share myself problems that Sir, I am working as a LDC in a Research Centre under Indian Council of Agricultural Research (ICAR/ Autonomous body). I wish to bring your kind notice that the different between my self i.e. LDC and MTS. My post: Lower Division Clerk (LDC) My Grade pay (LDC): 1900/- My Educational Qualification (LDC): 1. Graduation (Sociology Hons.), 2. Typing in Hindi & English, 3. Post Graduate Diploma in Computer Application (PGDCA)
Works assigned to me (LDC): 1. Monthly Salary preparation and maintenance of records, files, registers. 2. GPF accounts and register preparation and maintenance of records. 3. Income Tax calculation, deduction and records register preparation and record maintenance. 4. local purchases files and resister maintenance, 5. Annual Rate Contract files and registers maintenance, 6. Annual Maintenance Contract files & registers maintenance, 7. Central stock register and files maintenance, 8. Assets Resister of institute maintenance. 9. Disposal files and registers maintenance, 10. Personal files of officers and staff maintenance 11. Service book of officers and staff maintenance 12. Leave records of officers and staff maintenance 13. Recruitment Cell’s works by maintenance of files, records/ register of cadre strength. 14. Besides these, others works, typing works, letter drafting, note sheet put up etc as assigned by the senior officers time to time. Scope for Promotion of LDC: After completion of 8 regular years of service and the post of UDC is available in Centre, if post is not vacate no scope for promotion.
MACP of LDC: After completion of 10 years regular service will be get new Grade pay of Rs.2000/- (from Rs.1900/-) by getting benefit of just Rs.100/- after 10 years of service.
Status of MTS staff of the same office: Post: Skilled Support Staff (SSS) Grade pay (SSS): 1800/- some are geting 2000/- Educational Qualification (SSS): 1. Class – VIII passed 2. Knowledge of safai of office, giving tea and drinking water to officers
Works assigned to SSS: 1. Safai in the Office 2. Provide tea and drinking water, 3. Messenger works.
Appeal: This is so unjusticed to LDC and it is made for demoralized to all LDC. The Government should make early decision for up gradation of Grade pay of LDC from 1900 to 2800 otherwise. I think, an order should be issued from Government with given a chance to choose option to choose the post of MTS from LDC because MTS is better than LDC because both post,s salary is same but responsibility of LDC is very high. So why any person take more responsibility with this type of pay. Every Offices Safaiwala/MTS (Illiterate) and LDC's (Graduate) pay is almost same which giving moral down of LDC everyday in the office .
you are saying very right mr. pawan kr. singh ji. main aapki baat se puri tarah se sahmat hun. yadi gp humlogon ko 1900 ka hi dena hai to kyon itni sari jimmedariyon lekar hum kaam 100 rs. kam hi lekar aaram ki zindagi nahin bitayenge pls. do something mr. pillai sir gp badhne ka hum sabhi ldc besabri se intezar kar rahen hain.
