Dear readers,
We have been receiving letters/phone
calls from the Administrative Staff of various Ministries of Govt of India frequently
in connection with:
1.
Up-gradation of the grade-pay of LDC
& UDC;
2.
Grant of ACP/MACP on hierarchical
basis;
3.
Granting of Rs. 4600/ Grade pay to
Assistants;
4.
Granting of Rs. 4200 grade pay to 30%
UDC after 5 years Service;
5.
Disparities in the fixation of pay/anomaly
issues;
6.
Interpretation of rules-regulations;
7.
And other various issues, related to
the Central Government Employees.
But the letters received could not be
replied due to the reason that I am not in a position to find much time for its
disposal; please forgive me.
As regards the issues at Sr. No.
1 to 4 above, these have already been put up in National Anomaly
Committee/National JCM. The National Executive Meeting of the
Confederation of Central Government Employees and Workers held at New Delhi on
2nd January 2013 has decided to demand the Secretary Personal to
conduct the meeting of the National Anomaly Committee Immediately. The extract of
the decision taken in the meeting on the issues of LDC/UDC and other issues related to the Administrative
Staff are given below:
“Shri TKR Pillai, National Organizing
Secretary of the Confederation has raised the issues of the Up-gradation of the
LDC & UDC, grant of MACP on hierarchical basis and other issues related to
Administrative Staff. The General
Secretary, Confederation has informed that these matters are pending with
National Anomaly Committee/National JCM and the same will be put up very
positively while coming up these items for discussion. Shri Pillai has sought Confederation’s
initiative to convene the National Anomaly Committee meeting immediately. In
reply the President Confederation has informed the meeting that the leaders of
the Confederation will meet the Secretary Personal to get the meeting convened
at the earliest.”
The fact is that the Government is not willing to take any decision in favour of the employees and the delay in convening the meetings are all part and parcel of this policy. And yet we are at work and want to keep these issues alive. Your letters, even though not replied, give fresh energy to think and act afresh on the issues. Please help keep these issues alive.

These first four issues must be resolved swiftly as it has created huge monetary loss to the employees as well as huge discrepancy in the scale due to MACP, which should be on promotional hierarchy.
