DEPARTMENT DEMAND FOR CIVIL SERVANTS STATUS REJECTED
Recommendation: - The
committee carefully considered the demand for treating the Gramin Dak Sevaks as
civil servants at par with other regular employees for all purposes, and noted
the following:
(a) GDS are Extra-Departmental Agents recruited by
Department of Posts to serve in rural areas.
(b) As per the Recruitment Rules the minimum
educational qualification for recruitment to this post is class X.
(c) GDS are required to be on duty only for 4 to 5
hours a day under the terms and conditions of their service.
(d) The GDS are remunerated with Time Related
continuity Allowance (TRCA) on the pattern of pay scales for regular Government
employees plus DA on pro-rata basis.
(e) A GDS must have other means of income
independent of his remuneration as a GDS to sustain himself and his family.
Government of India has so far held that GDS is outside the
Civil Service of the Union and shall not claim to be at par with the Central
Government Employees. The Supreme Court Judgment also states that GDS are only
holder of Civil posts but not civilian employees. The Commission endorses this
view and therefore has no recommendation with regard to GDS.

ReplyDeleteIt seems that 7 CPC did not studied the issues and anomalies of 6th CPC. Report is made casually. For submitting this type of report, no expertise is required. Before release of report, how can FM say that the increase of salaries can not be more than 15 %. It seems that GOVT and 7 CPC are in hand-in-glove. It is the time for associations, confederations to move the court to stop the implementation of report. One of the biased and incompetent Pay Commission.

DeleteMACP - According to Para 5.1.44, pertaining to MACP. the employees will move to the immediate next level in the hierarchy which means erstwhile Grade Pay Hierarchy. Kindly check against item 6 of the current post, viz. "MACP proposed. Hierarchial promotion restored."
ReplyDeleteIn MACP promotional hierarchy not accepted. Only in next level will be kept. I am still LDC since 28 years. This is approximately the same as MACP earlier. I think the HRA is 24,16,8 % instead of 26,16,8% as written above.

This pay commission has only enjoyed with the public money. They have not use their brain regarding the issues of 6th CPC. Only made their recommendation with some word i.e Not Accepted. Denied, Not agreed etc etc. Totally Bakwas. Here the association should take it reactive way to stop the implementation of this valueless report.
ReplyDeleteIt is merely nothing. HRA reduced to 24,16,8% after deduction as 0.8 factor of old rates because of the rate hike will cause the hike in market rate of House Rent. (Only after the acquiring of 100% of DA will reach the HRA at old rate-i.e VIth CPC rate). But it may please be noted that even before the submission of CPC report, the market have been enhanced their rate for House rent. Transport allowance is after the merger of DA @125%. e.g Rs.1600/- + Rs.2000/-. After CPC we only hope/expected the hike of enhancement of HRA or other allowances. FPA, Cash Handling allowances etc.abolished. FPA was introduced for small family norms. This allowance and all allowances abolished have to be continued to at least old employees who has been enjoying the allowances. After converting the ACP to MACP Govt. has constituted a committee even after a lapse of those years and the matter has been under consideration of VIIth CPC and nothing done so far and not converted as promortional heirarchy by this CPC. Since there is no scope of promotion Vth CPC was introduced the ACP. I have acquired 27 years serive as LDC and no promotion till date & will be retired as a LDC. Only hope was re introducing of old ACP by this CPC and nothing happened. VIIth CPC has either reintroduced the old ACP or given any solution for time bound promotion. Also the field staff ( LDC,UDC,Assistant) has sought the parity between the CCS & field staff. But the respected CPC has recommended to revert the Gr.Pay of Rs.4600/- to Rs.4200/- in r/o CSS cadre and Rs.4200/- to Rs.2800/- to NFG of UDC at central Secretariat staff as the filed staffs seeking for this. The hike in grade pay to next hierarchy has been asked by every association/department & the CPC has found that this cadre (LDC/UDC/Assistant) is a common category and it is not feasible to hike their Gr.Pay. But why the CPC or Govt is not taking this matter as a common issue by the LDC/UDC working in all departments and the matter has to be taken very seriously. The VI th CPC has given very good approach to Gr.D staff by ignoring their ACP/Promotion til they acquired and given fresh MACP and Promotion and the same incumbents salary had reached over the salary of LDC who has been qualified and selected through Departmental Exam and other LDCs. In my office one LDC who has been selected from Gr.D through Departmental Exam is drawing less pay than other Gr.D whose joining in Department is approximately the same period (even after as per VIIth CPC). And also from the Vth CPC scale Rs.5000/- to Rs.6500/- there was a merger of all scale and in some cases the scale of Rs.7450/- merge with Rs.6500/- also. Only affected by ministerial staff. It is very regret to say that some allowances/advances has been abolished merely saying that a huge pay hike, it is necessary to continue the allowances/ advances. This is some understanding from my view. I think so many colleagues also have the same sort of thinking which I have. From this it is understood that even though this pay commission has been given some sort of relief, more attention has given to minimize/lower maximum facilities/pay/allowances. I pray and hope that the Government will look into the matter seriously and approved the CPC report after ignoring the unacceptable recommendations of CPC by staff/associations mainly negative approach by CPC in any other portions of CPC report also.

ReplyDeleteखोदा पहाड़ निकली चुहिया । अगर यही सब सिफारिस करनी थी तो वेतन आयोग की क्या जरुरत थी इतने पैसे बर्बाद कर दिए इन पर । वह रे आयोग 20 महीने ले लिए और ऐसी सिफारिस जिसको तो एक महीने में तैयार कर सकते थे । आयोग को तो सरकार ने देश में सिर्फ घूमने के पैसे दिए है । जब आयोग को किसी संगठन की बात नहीं माननी थी तो लोगो से सुझाव लेने की क्या जरुरत थी । ये काम तो सरकार भी कर सकती थी सिंपल था पूरा मंहगाई भत्ते को ही जब बेसिक में जोड़ना था और उस पर कुछ पर्सेंट सैलरी बढ़ाना था ।

Delete७वे वेतन आयोग मे बाबुओ के लिऐ कुछ नही किया ।बाबूओ की एम टी एस से भी बुरी हालत हो गई है । इससे अच्छा होता कि बाबुओ को एम टी एस ही बना दो ।एम टी एस का काम करने पर जिम्मेदारी तो नही रहेगी । क्योकि बाबुओ को हर फाईल पर हस्ताक्षर करने व जिम्मेदारी से मुक्ति मिल जाएगी । क्या रही कलियूग है जहां पर पूरी ईमानदारी और निष्ठा से काम करने वाले बाबुओ का ऐसा ही शोषण होता रहेगा। बाबुओ को ना तो ६ठे वेतन आयोग से न्याय मिला ओर ना ही ७वे वेतन आयोग से । वाह रे मेरा भारत महान ।

ReplyDeleteDemand of GP@2400/- i.e. equal to DEO is also not recommended. 7cpc just stating that history of both posts are different and work profile is also different therefore demand cannot be accepted/acceded.
this was the genune issue with the CPC. But It seems that 7cpc has not gone through the 6cpc anomalies and about the genune issues with govt. servants.
Is there any requirement to set such pay commission. After a lapse of passion over 18 months the ratio has been fixed @ 1:14. Very good or very God ?

ReplyDeleteConfusing and contradictory report on grant of MACP on hierarchical basis. Para 5.1.44 reads - In the new Pay matrix, the employees will move to the immediate next level in the hierarchy – This implies that MACP is on promotional hierarchy as grade pay system is abolished. Fixation of pay will follow the same principle as that for a regular promotion - this implies that on MACP, his pay would be fixed at par had he had been promoted, which is nothing but promotional hierarchy. Para 11.52.45 is contradictory.
ReplyDeleteInstead the pay commission could have put in simple words - MACP on promotional hierarchy accepted. It requires urgent clarification. They may twist that the MACP would be given on the next level hierarchy instead of promotional hierarchy, which is nothing but replacement of the ‘Grade pay’ system with the ‘Level Pay’ system and not allowing promotional hierarchy. If the recommendation is not on promotional hierarchy, all of us should unite and fight for MACP on promotional hierarchy.
The Govt. money being spent on Prime Minister Modi's Foreign tours is sufficient for giving a handsome pay hike for the Central Govt. employees.

But if the income inequalities among the govt. employees remain the same during the 7th CPC also, India will never be become developed country. Please keeping the vested interests of some elite group aside try to reduce income inequality. A govt. doctor gets NPA more than a pay of a clerk. Please do justice towards humanity and people of lesser God. we should think in a balance ratio between the lower grade and the higher.
ReplyDeleteRecommendation regarding TPT and CGEIS is total injustice and unfaire for low salaried employees like LDC UDC. We are quite happy with 6th pay commission. We are not imagine this kind of betrayal by shri matthur and his company. The commissions recommendations are in favour of govt. not for employees and it is arise a big question for constitution of commission.
