Upgradation of Grade Pay of LDC/UDC: Date of next hearing is 01/04/2020.

Allocating arduous work and giving less Pay to LDCs in subordinate Offices/Autonomous bodies-Regarding.

We publish here under the gist of the mail received from some LDCs of Jawahar Navodaya Vidyalayas. It shows the LDCs in JNVs have been allocated with major administrative sections worth to do by the UDC/Assistants with meager Grade Pay of Rs. 1900. Previously, some LDCs of KV have written the difficulties faced by them in KV.  In NSSO, a subordinate office of Ministry of Statistics & Programme Implementation, LDCs are allotted with major administrative sections. This is the story of LDCs of all Departments of Government of India. The only remedy is upgradation of the post of LDC & UDC and grant Grade Pay equal to the work assigned to them. Today we see the entirety of LDC & UDC of Government of India are joined hands to fight against the negative attitude of the Government towards them. The fight will continue till getting a respectable pay structure to this section.

We the LDCs from JNVs (Jawahar Navodaya Vidyalayas) all over India, faced problem, requests you to trace some solution at your end. (1)The Grade pay of LDC should be upgraded to Rs. 2400/. (2) In Navodaya Vidyalaya the Grade Pay of Electrician-cum-plumber (ECP) and Driver is equivalent to LDC. According to the educational and technical qualification and quality work done by the LDCs in JNVs the Grade Pay of LDC should be more than that of Driver and ECP. The pattern of work allocation to the LDCs by JNVs is given below:         

Preparation of Salary Bill of all Staff.
CPF, GSLIS Maintaining
Letter Writing, Drafting
Dealing if Income Tax, Professional Tax work
Letter receiving, dispatch..etc.

SIR, WE ARE ALWAYS READY TO WORK BUT SALARY EQUIVALENT TO OUR QUALIFICATION AND WORK SHOULD BE GET.
PLEASE TAKE UP THE MATTER AT YOUR LEVEL

  1. Yes, this is true, I am working as LDC in an institute of ICAR and doing different works like:
    preparation and maintenance of records :
    a. Monthly Salary files registers,
    b. GPF accounts and register,
    c. Income Tax calculation, deduction and records register,
    d. local purchases files and resister,
    e. Annual rate contract files and registers,
    f. Annual Maintenance Contract files & registers,
    g. Central stock register and files,
    h. Disposal files and registers of obsolate items
    i. Personal files of staff
    j. Service book of staff
    k. Leave records of staff
    Besides these, others works, typing works, letter drafting, note sheet put up etc as assigned by the senior officers time to time.
    My Edu. Qualification is Graduate and PGDCA with Typing but present Grade pay is Rs. 1900/- only which is lesser than other MTS staff (which was earlier in Gr. D) who are getting Grade pay of Rs. 2000/- and 2400/- and work assigned to him :
    a. Safai in Office
    b. Provide tea and drinking water,
    c. Messenger works

    This is so unjust iced to LDC and feel demoralized in the office which may kindly be corrected by upgradation of Grade pay of LDC from Rs.1900/- to 2800/- please.

  2. Yes, i m also agreeing with the same. I am also working as LDC, and work assigned as follow:

    preparation and maintenance of records :

  4. Yes I agree with all my friends. The LDC / UDC / Assistant working at AIIMS are also doing higher level work but pay structure is very bad with the Grade of Rs.1990 for LDC/Rs.2400 for UDC and Rs.4200 for Assistant. The details of work which they are dealing is :-

    • Recruitment for the individual cadre
    • Departmental Promotions
    • Dealing Personal files of all the staff including Faculty / Sr. Resident / Jr. Resident
    • Assured Career Progression Scheme (ACP) related matters
    • Various types of notes like SFC / Academic Committee / Governing Body etc.
    • Compassionate appointment from time to time.
    • Maintaining the Seniority List of individual cadre.
    • Transfer / posting of various staff
    • All types of leave
    • Various types of permissions like Conferences / Meetings / Lectures etc.
    • LTC related matters / Higher study related matters
    • Annual increments / Noting / Drafting for all miscellaneous matters
    • Dealing with Right To Information Act-2005
    • Court Cases (internal and outside of the AIIMS)
    • Disciplinary Cases and other Legal Matters / Timely reply of Parliament Questions
    • Various types of advances
    • Various types of Loan i.e House Building / Car / Scooter / Computer etc.
    • Being an Apex Institute in the country - All Academic / examination related matters
    • Research Projects running through Research Section AIIMS
    • Handling of Centralized Billing Section
    • Maintenance of Annual Confidential Reports Dossiers of all categories of staff.
    • Engineering related matters – to put up the various files to the various authorities
    • Due to shortage of Stores Keepers and other staff – the administrative staff is also
    • dealing with various individual stores
    • Allotment of staff quarter to the employee and other Estate related matters
    • Timely preparation of salary bills of all category of staff
    • Annual Budget preparation
    • Income Tax return etc.
    • Annual return
    • Annual increments to all categories of staff.
    • Reimbursement of medical bills to the patients and employees
    • Cash collection at various counters
    • Making of cheque for payment to the various firms
    • Handling of GPF / NPS account of all categories of staff
    • Billing / Payment of various firms / company

    • Pay fixation

    Respected Pillai Sir we are working in premier Hospital of this Country and ready to work as before but our salary structure should be upgraded. Actually "hame ye kehna chahiye ki hame upni mehnat ke hisab is salary nahi milti"

    There are so many cases which has been defend by our friends belong to our cadre i.e. LDC/UDC/Assistant and court has ordered that the grade pay should be increased and MACP should be given in according to Grade pay of next higher post of the Cadre but the most of organizations are not implementing the decision of the Hon'ble Court.

    Sir kindly look into the matter and write a letter to DOP & T with above justification of work assigned to various LDC/UDC /Assistant /Head Clerk.

    An early action in the matter will be highly appriciated

  5. this is absolutely true and unjustice for clerical level staff we work more related to accounts billilling etc but getting a poor salary the driver and mts are more better than LDC

    Mr. T.k.R. Pillai, sir, please you take responsiblity which is LDc''s & our JNV' Driver & ECP are grade pay same. And it also paid the Driver 1st MACP direct GP of Rs.1900/- to Rs.2400/- but each ldc 1st MACP is giving from rs.1900/- to rs.2000/-.it is not fear, sir. It is true. Sir, please you should take the action from your good faith. Being a ldc, i said of all ldc , JNV' s , KV's & other offices ldc' please pressurise Mr. T.K.R. Pillai to take the work.

  8. Sir, I m frm JNV LDC FROM LAKHIMPUR. I SAID TO SO WORRY FOR GRADE PAY EQUEL WITH DRIVER & ECP. MACP is PROVIDE THE SAMITI FOR DRIVER FROM GP1900/- TO JUMP GP2400/- AND FOR LDC FROM GP 1900/- TO 2000/- ONLY. THIS IS NOT JUSTICE FOR ALL JNV & KV' S LDC. SIR, PLEASE TAKE A ACTION. I KNEW ALSO SIR THAT, THIS IS OUR ADMINISTRATION PROBLEM BUT WITHOUT YOUR STEP, WE ARE NOTHING.

  10. MR.T.K.R.PILLAI SIR, PLEASE TAKE A ONE STEP FOR UPGRADING OF GRADE PAY LDC UDC & PLEASE SEE THE DIFFERANCE OF LDC WITH DRIVER & ECP GRADE PAY. IT MAY NOT BE YOUR WORK BUT YOU TAKE FOR LDC's HOPE.

  11. Respected T.K.R.Pillai sir, please went to high coart for JNV,s ldc's problem solve. Actualy Sir, we are already gone to our NVS Head quarter for said mentioned above. But we did not want to hope fully reply. So, we want to take you all response of jnv's ldc problems. Please sir.
