JCM MEMORANDUM PROPOSES MERGER/ UPGRADATION OF GRADE PAY OF LDC/UDC.

Dear friends,

The draft of JCM Memorandum to 7th CPC is posted hereunder.  Please go through & give any positive suggestion to the JCM through e-mail id nc.jcm.np@gmail.com by 28th of this month. The finalized memorandum will be submitted to the 7th Pay Commission on 30th June.

You are aware that this Association has been continuously pursuing the upgradation of the Grade Pay of LDC & UDC. National JCM has make note of the demand and tried to solve the issue to an extent. The leader National JCM, under whose guidance Memorandum of National JCM has been prepared, had talked me at the preparation stage and asked me to send our views regarding the pay structure of common category especially the LDC, UDC,  other Administrative Staff, Stenographers and Hindi Translators. Accordingly we sent some note wherein the upgradation of the Grade pay of LDC & UDC to Rs. 2400 & 4200 respectively has been suggested. But it was told that Rs. 4200 Grade pay to UDC as a common category is not justifiable and Rs. 2400 & 2800 added for these cadres.

However, it was advised to propose Rs. 4200/ to UDCs in the individual memoranda submitted by the Associations on the ground that UDCs are assigned with the duties of Assistants in most of the subordinate offices as the sanctioned posts of Assistants in these offices is far less than the actual requirement. The extracts of the Chapter XII where the cases of common category especially the Administrative Staff are discussed is given below:

            All our friends-Administrative Staff, Stenographers, Hindi Translators and all categories belong to common category- are requested to please send suggestions if any to the National JCM by 28th after noon.

The 6th CPC has classified the following as common categories.

12.2    The personnel belonging to the above mentioned categories are recruited by various departments according to their requirement.  Since they are often out of the mainstream of the activates of the concerned department, they cannot be provided with a planned career advancement.   This apart, we also notice that the pay scales assigned to them vary from one department to another.  The anomaly created is not capable of resolution at the Departmental anomaly committees and often carried forward to the next CPC, where some anomalies are resolved and other remain unresolved.  We suggest that these categories of employees must be given common pay scale and made applicable in all Department. They must be assigned pay scales on the basis of the entry level recruitment qualification and the structure promotion specified to be applied uniformly in all departments.  All these categories of employees may be granted the pay scales provided for similar personnel in the Central Secretariat. The Associations/Federations of these employees will no doubt submit their memorandum to the 7th CPC indicating the present state of affairs and improvement needed in their pay structure with reasons.  The 7th CPC may consider their submissions and make appropriate recommendation to accede to their demands.

12.3    Staff Car Drivers:

            In most of the departments of the GoI, the cadre of staff car driver has become a dying cadre, due to the policy of hiring the vehicle along with drivers rather than purchasing cars. However, operational vehicles continue to be owned and operated by the concerned departments. The Associations/Federations in their departments will submit memorandum to suggest the requisite improvements in the service conditions of drivers in operative departments. Incidentally we may mention that the pay scales assigned to this common category wary with what is obtaining in the Supreme Court and Parliament. We request the commission to recommend parity for the sake of equal work-equal pay. In some of the Departments of Government of India, presently the staff car driver are surplus in as much as the staff cars are hired with drivers on contract basis. They sit idle. We request that the commission may recommend to absorb these drivers  as a one time measure in any appropriate cadre in the concerned department by amending the recruitment rule of these cadres, where these can be absorbed.

12.4    In administrative offices, generally, the following are the common cadres:

MTS, LDC, UDC, DEOs, Stenographers, Assistants, Senior Assistants, Office Superintendent, Administrative Officers Gr III, II and I, Private Secretaries Senior Private Secretaries, Personal Assistant etc. 

12.5   We have suggested MTS the pay scale commencing the minimum wage of Rs. 26000/-. This may be applied in the case of MTS of all Departments.

12.6   On computerization of functions of almost all department of Government of India the duties assigned to LDCs has changed drastically. The routine functions of data entry etc have now been entrusted to data entry operators and the rest is overlapping with functions of UDC. These posts in all Departments are, therefore, to be upgraded as UDCs and whatever pay assigned to UDCs given to them. At the clerical level presently there are two scales with Grade pay 2400 and 2800.  This, in our opinion requires to be de-layered and be replaced by one single pay scale.  At the level of Assistants, they may be granted the scale of pay assigned to Assistants in the Central Secretariat and the Sr.Assistant/Office Superintendent are to be granted the pay scale of section officer in the Central Secretariat.  The Cadre of Administrative Officers is in three Grades.  Every department may not have the requirement of all  the three grades. Wherever it is found to be necessary to retain the three Grades they may be granted the next three successive pay scales i.e., Gr A entry scale, senior time scale of pay, and the one next above.

12.7   The 6th CPC had recommended merger of stenographer with other ministerial cadres.  A few departments have acted upon it, others have left it untouched.  The ground reality is that stenographers are presently seldom recruited or is not available for recruitment. The decision to abolish the post of Stenographers and merge them with clerical cadre may bring about difficulty in filling up the posts of Private Secretary and Senior Private Secretary in future. In any case, they are entitled to the same pay scale as is provided to the Stenographers and private secretaries in the Central Secretariat and we suggest that they be brought on par with the similar grades in the Central Secretariat.  The Associations/Federations participating in the JCM will submit a detailed memorandum covering these  common categories, wherever they exist.  We request the 7th CPC to consider and accept  the views and suggestions made by them in their memorandum and make appropriate recommendation.

  7. Some State Governments (like Rajasthan, etc.) have granted Grade Pay of Rs.2400 to LDCs and Rs.2800 to UDCs. The Central Government should also upgrade the Grade Pay of LDCs/UDCs immediately.

Sir as per six pay commission report all post including udc whose qualification is graduation for recruitment should be granted 4200 grade pay and it means for inter 2800 grade pay so for udc 4200 and for LDC 2800 should be recommended. Also I am B.A. L. L.B. and I have long experience of clerical service in the army. At present I am LDC in kvs and generally I am doing higher duties but getting 1900 grade pay just 100 more with peon. So a higher education allowance should be started for the people who are more qualified for the post which they have enrolled like LDC qualification is inter but maximum LDC are graduate and post graduate they should get higher education allowance

  9. The extracts of the recommendation for common category especially for LDC UDC by the JCM staff side was posted in the web site for sending valuable suggestions to the JCM by 28th. In place comments viz. LDC ko peon bana diya, MTS category me le aaya jay etc by the readers. I think readers are not serious on the issue. It is to be noted that the efforts made by us during the last one and half years led the JCM to think in favour of merger/upgradation of the LDC. As a result they made a proposal for the merger of LDC & UDC. It is a welcome step and I am sure the Pay commission will consider this proposal. On the other hand leaders of JCM has advised us to propose Rs. 4200/ to UDCs in the individual memoranda submitted by the Associations on the ground that UDCs are assigned with the duties of Assistants in most of the subordinate offices as the sanctioned posts of Assistants in these offices is far less than the actual requirement. Thus all our friends are requested to please incorporate/highlight the demand for upgradation of Grade pay of UDC to Rs. 4200 in their Association Memorandum.

  10. Sir I have performed four years duties of LDC and udc both independently in North East including annual account and budget because I was the single official their. At present also before one month I was single in office. Sir in kvs in North East and in hard stations like andman and J&K maximum LDC are doing duties of udc and LDC both because maximum are single official and completing their work in extra time. I request you for recommendation of handsome salary for LDC also. I also thankful for your efforts for LDC and udc

    The readers of this blog site overwhelmed when Mr T K R Pillai comes down to this extent and contribute or comment on this column.

    Indeed and nevertheless, it has been a great consistent and continual effort by the AIAMSHQ single-handedly on the subject matter. I think the utterance of such jolly and light comments " ldc ko peon bana diya jaye.", "Ya unhe MTS category me le aaya jay." may be not praise able, and thus be overlooked and dragged aside. But kindly do not consider that we, the employees of this category are obnoxious in this regard. This above jolly comments may be the soulful utterance of the crucified LDC-UDC category. Just Rs 100/- merrier than a peon or Mate SSK or other similar category. Even a Khansama-Chowkidar earns a greater grade pay (Rs 2000) than a dutiful, responsible and intelligent LDC-UDC who makes and tackles from pin to elephant in a subordinate office. You are hereby intimated that a chunk number of Office Supdts in my deptt. (Military Engineer Services, Eastern Command) even do not know to draft a leave application at least or recall from their memory if you ask what is their individual Pay (incl band pay +grade pay). But still they are getting GP 4200 or 4600 !!.

    The moral of this cadre is on the brink of destruction. It is fact and obvious that only AIAMSHQ under your decent leadership has blowed the whistle to reconstruct the grade pay of LDC-UDC or at least made Govt to think and frown over the matter.

    AIAMSHQ deserve hats- off in this context.

      He captures all the official into his pocket by showing is innocence face. Then he takes benefit by utilizing all its skills. He eventually communicates with beautiful phrases, messages and attracts all hearts via SMSing, and chatting through facebook etc.
      He targets especially to widows(colleagues), wife’s of his colleagues, he helps them by sharing study materials for the promotional exams, helps their kids in the form of learning computer and tries to exploits them.
      He uses his computer proficiencies in this regard and records obscene pictures on his mobile phones and threatens to blackmail and blackmails with those. The exploitation continues... Poor women trapped in his planned net cannot even have idea that they are being victimized and exploited, even if they cannot build confidence to tell to husband and family members, they cannot protect to take action against him on fearing of social exposures.
      Please be aware from above personalities.

    GOVT. IS REQUEST TO CHANGE THE NAME OF 'LDC' as 'MTS'.

    IT WILL BE BETTER FOR US AS WE WILL NOT BEG TO GET HIGHER PAY THEN THE MTS

Dear Pillai Sir and Abhijitji, It is a fact that the LDCs/UDCs are always given the mammoth task of preparing pay bills & other bills and they are also dealing with subjects like Budget, etc. Even the supervisory officers, who are drawing a Grade Pay of Rs.5400/- cannot prepare the complex statements of Budget and Monthly Expenditure statements. If we ask any doubt to them, they simply skip the questions by telling us to refer to Swamy's reference books. Actually they should clear our doubts and guide us in these matters. As Abhijitji told, it is a fact that some of the officers getting Grade Pay of 4200/4600/4800/5400 do not know their basic pay at the time of applying for leave, ltc, tour etc. Now most of the LDCs are graduates or post graduates and they should definitely get higher Grade Pay of 2800/- or more. UDCs are also sometimes doing the work of Assistants because of shortage of Assistants. Some of the officers are misusing the Govt. money by going in flights instead of trains for short distances. Whereas, we the LDC/UDC are contributing more than we receive as pay by doing the work like a donkey and sitting late. The credit is being taken by the Supervisory officers and they are receiving appreciation from the senior officers and forget about the ground level staff, who actually contributed 99% of the work.
    Hence, we the LDCs/UDCs should definitely get higher Grade pay of 2800-4200 on the basis of educational qualification and quantity/quality of work.
    Thank you Pillai Sir, for your efforts and I would request you to present the issue before our new Finance Minister and Prime Minister Modiji.

  15. LDCs & UDCs being the backbone of any govt organisation should be given the respect they deserve.. They are much more hardworking employees than the some of the industrial personnel. The industrial personnel were brought to 1800/- GP from 1300/- and 1650/- which was in no way a conscious decision. They might have demanded even more pay but the only probable reason for not doing so is that their pay would exceed than that of poor LDCs. However they also don't have any specific duties assigned on their part and most of their duties are done by the contractual labour such as that of electrician, plumber.

  16. As on today the charter of duties of LDCs are entirely different from what is inscribed in records since 1947. Everything has changed , right from computers to operating the internet. But the blind govt. cannot give justice. A chowkidar khansama, a driver all are drawing same pay as LDC and this parity in pay shall remain upto their retirement. Moreover the required qualification for these posts is 10th only whereas qualification for LDC is 12th. As if these anomalies were not enough I would like to bring out one more. A postman (10th pass eligibility) is given grade of Rs 2000/-

  21. In our office an Office Superintendent and Driver who are due for retirement are drawing equal pay. Further the OS has completed his tenure in many stations including field areas. Whereas the driver was appointed in one office where he completed his entire service. If this isn't anomaly then what is it?

  23. since the udc is the back bone of any organisation as most of the work are initiated at this level. they are even running the whole administrative affairs in subordinate offices yet they are given the underdog status. there is no career upgradation or promotion in the line. at least three promotion should have been for the cadre in the subordinate or field offices. If a person enters into any deptartment as udc he even superannuates in the same grade. why cann't they be given a respectable life during their hard work. this should have been taken up with the 7cpc

    Dear Pillai Ji and Abhijith Ji, With reference to your reply I am bringing my experience as below for your kind consideration and to takeup this matter to JCM staff side.

    According to my knowledge 90% in all the organization/Departments/ Office’s the promotion channel has been closed to LDC/UDC’s except in few departments. The following jobs of all the employees and officers like preparation of Pay/ arrears bill, maintenance of Pay Bill Register/GPF Account, sanction of advance, part final withdrawals, calculation of interest, maintenance of service register from the beginning to end of service, preparation of pension papers, all types leave accounts, TA Bills, LTC Bills, deduction of Income Tax, filing/uploading of quarterly returns, issuing of form – 16, NPS etc., sanction of diesel, petrol, electricity, medical bills, office rent, correspondence with other department, giving the publicity on recruitment, tender, notices etc., building, lands of the organization/ department etc., including the inward and dispatch of letters. The assistants, Group A and B officers are directing the LDC/UDC’s like please Put-up, see the position, please verify, please go through the rules and put up, please verify the fund position and put-up, please retrieving of old files pertaining to 1960, 1970’s onwards etc., which year most of the LDC/UDC’s are not born.

    In all the Govt. offices the promotion has not given to LDC/UDC as Assistant/Head Clerk etc., and 50% of LDC, 60% of UDC and 75% of Head Clerk/Assistant are vacant. Some department the Assistant/Head Clerk/Office superintendent are recruiting though the SSC or UPSC only on interview basis but they are not known the nature, work of department. The LDC/UDC’s are to give the training to them. This is the fate of all LDC’UDC’s of central Govt. offices.

    So as explained above with maximum knowledge & experience my suggestions are given below:-
    a. All the LDC/UDC’s are to be placed in the Gr.Pay of Rs. 2,400/- and after completion of 2 years they should be given the Gr. Pay of Rs. 2,800/- ( as the case of Pharmacist’s of Govt. of India hospitals and dispensaries ). All the UDC’s are to be paced in the Gr. Pay of Rs. 4,200/-. All the Assistant/Head Clerk/Office Superintendent are to be merged and to be placed in the Gr. Pay of Rs. 4,600/-.
    b. The LDC’s should get the 1st promotion or ACP/MACP after completion of 7 years of regular service in the GP Rs. 4,200/-, 2nd Promotion or ACP/MACP after completion of 6 years of regular service in the GP Rs. 4,600, 3rd and 4th promotion or ACP/MACP in Group–B after completion of 5 years of regular service in the GP Rs. 4,800/- and Rs. 5,400/-, the 5th promotion in Group-A should also given on completion of 5 years of regular service in GP Rs. 6,600/-.

    The Govt. should recruit the only LDC’s from the SSC. The only Group B and A officers should recruit directly only on the basis of 25% of sanctioned posts. The remaining 75% posts are to be given on the basis of Promotions only. If the Govt. is interested to save the public money, the direct recruitment of all the supervisory category employees should be abolished immediately and the promotional channel to LDC/UDC’s should be opened.

    I am herewith requesting you to kindly explain the situation to the JCM staff side for preparation of Memorandum to 7th CPC and to Sri. Narendra Modi Ji, H’ble Prime Minister, Finance Minister with request for considering the Pay Band and Gr. Pay as explained above to the LDC/UDC’s.

    First of all i want to render my grand salute to you for your utmost dedication and sincere efforts for which the genuine topic of pay anomaly of LDC-UDC is now become the most sensitive topic among all. Every common individual agrees on the clear anomaly issue.
    However, lets us all expect that our favourite government have similar views or not.

    Sir, in the mean while i want to shed light on following issues:

    1. Sir, it is very well known that LDC-UDC are the most important and may be called as back bone of any Administrative organisation. Inspite of thier low pay due to anomaly by 6cpc, they are committed to sincerity, honesty and tierless working. However, it is my humble submission that the designation names like lower division clerk or upper division clerk may re-designated to some effective name viz. Admn. Executive Gr.ii and Admn. Executive Gr.i respectively in order to claim some prestige in social as well official life.

    2. Further, it is very known to all the kind of work are performing by ldc-udcs in several departments. Prior to implementation of 7cpc, it is requested that efforts may be made to concerned authorities towards pay revision of ldc-udcs. The grade pay of ldc and udc may be placed on rs.2400/- and rs.2800/-. Similarly, on successful completion of 05 years of thier regular service, they may be granted rs2800/- and rs.4200/- till reciept of thier 1st promotion or macp on promotional grade whichever is earlier.
    It is not necessary to implement it from back date. It may be done with immediate effect.

    3. As we all know, UDCs are always assigned with the task and responsibilty of Assistant or somwhere Section Officer of the unit. So, the pay structure of them may be revised to atleast 4200 grade pay and thier promotion residency period for assistant may be reduced from 10 years to 5 years atleast. Considering 10 long years for assistant is completely injustice to udcs.

    3. The udcs may be upgraded to group B non-gaz post in order to maintain thier dignity in job profile.

    Sir, with this points i want to request to consider the points to be put up to the government in order to include in 7cpc.
