Sub: Joining of the
Association in the 20-21 February All India Strike-Regarding.
Dear friends,
Confederation
of Central Government Employees & Workers in its National Executive Meeting
held at Delhi on 02/01/13 has decided to join the two day general strike on 20
& 21 February 2013, called by the Central Trade Unions and Federations. The
decision was taken in the wake of the
Government’s negative attitude towards the demands put up by the Confederation in
the 12/12/12 strike. It has also decided, in case the Government is not
considering our genuine demands even after conducting a two day strike on 20
& 21, February the Confederation will organize an indefinite strike action,
the specific decision on this matter will be taken later.
All India Defense Employees Federation which is not a part
of the Confederation has decided to join the Strike on 20 & 21 February. All
the Central Trade Unions, including INTUC and BMS have decided to join the strike. In
Postal Department all the Unions including FNPO have decided to join the two
day strike. Beside, Income Tax, Central Ground Water Board, Geological Survey of
India and all other big and small organizations of Central Government Employees
will remain on strike on 20 & 21 February.
It may be noted that all the Central
Trade Unions have supported the Central Government Employees’ Demands and
included several of the demands of 12/12/12 strike, including constitution of 7
pay commission, in the memorandum of demands put up to the Finance Minister
during the pre-budget meeting with leaders of Central Trade Unions. It is also
a fact that without the support of the Central Trade Unions and the support of
the Member of Parliaments associated with them on the floor of the Parliament
we would not get 7th Pay Commission. Thus joining in the General
strike, called by the Central Trade Unions and Confederation, will be
beneficial to the Central Government Employees.
You are
aware that I am a member in the National Executive of the confederation which
has decided to join the strike. Now, we have to decide the joining of our
Association in the strike. My personal opinion is that we must take a decision
to join the strike on 20, 21 and campaign may be made accordingly. However a
final decision will be taken according to majority opinion received.
As has
said in the earlier occasions, only we have to give up the pay for the striking
day and no other action will be there since it is a strike called by the
Confederation.
Further the demands put up are not related to our Department. I enclose the
copy of the letter issued to me by our office through which one day salary has
been deducted for joining the strike on 12/12/12.
It is requested to please inform your
opinion regarding the joining of the Association in the strike by 18th
of this month through SMS/e-mail so that a final decision in this effect may be
taken according to majority supports. If your reply is not received by 18th
of this month it would be presumed that you are in support of the joining of the
strike and strike notice will be served accordingly. Thus all the CEC/Units are
requested to send specific reply.
Finally, an important Para of the
Confederation circular is given below:
“We must convey to our comrades
effectively during the campaign that so long as the present economic policies
remain the governing principle of governance there may not be any justice
imparted to the employees and meaningful negotiation will come about on the
basis of strength, unity and struggle only. We must also convey to them that our next step would be to
organize an indefinite strike in association with all sections of the Central
Government employees. We may in this connection refer to
our letter our President has written to Com. Shivgopal Misra, General
Secretary, All India Railway men Federation (which is already placed on our
website). We expect a positive response from the AIRF in the near future. We must articulate our demand for the abolition of the present
Pay Band and Grade Pay System and bring back the pay scale structure in the
next wage revision. The 7th CPC must not be allowed to water down the computation of minimum
wage. The Commission should also have the requisite authority to go
into various anomalies created by the 6th CPC and address those in consultation with the Staff Side. Above all, this strike is emphatically to bring back the defined
benefit pension scheme in replacement of the contributory
scheme introduced with effect from 1.1.2004”
