Sub : MACP Scheme for Railway Servants-treatment of employees selected under LDCE/GDCE - Clarification reg.
References have been received from Zonal Railways seeking clarification regarding grant of benefits under MACPS in respect of the employees qualifying through LDCE/GDCE. The matter has been examined in consultation with Department of Personnel & Training (DoP&T), the nodal department of Government on MACPS and it has been decided as under:
(i) If the relevant RRs provide for filling up of vacancies in a grade by Direct Recruitment, induction of an employee to that grade through LDCE/GDCE may be treated as Direct Recruitment for the purpose of grant of financial upgradation under MACPS. In such cases past service rendered in a lower pay scale/Grade Pay shall NOT be counted for the purpose of MACP Scheme.
(ii) if the relevant RRs prescribe a promotion Quota to be filled on the basis of LDCE/GDCE, such appointment would be treated as promotion for the purpose of benefit under the MACPS and in such cases, past regular service shall also be counted for further benefits, if any, under the MACP Scheme.
This issues with the concurrence of the Finance Directorate of the Ministry of Railways.

PROMOTION TO ASSISTANT ON THE COMBINED SENIORITY OF LDC&UDC
This
Association had sent a letter to the FOD (enclosed) on the above subject. Due
to our continuous persuasion, a provision of combined service of 18 years in
the cadres of LDC & UDC has been proposed in the new recruitment rule for
the post of Assistant, which is under consideration of the DoPT. Moreover, FOD
has requested the Ministry for granting a onetime relaxation of 3 years in the
residency period prescribed by DOPT as a stop gap arrangement so that all vacant posts of Assistant may be filled.
We expect, the action taken on the matter
would bring an early result.

To The Additional Director General, NSSO (FOD), New Delhi Sub: Promotion of UDCs who have not completed 10 years on the post by relaxing the DoPT Promotion rules-Regarding. Sir, It is submitted that more than 20 posts of Assistant are lying vacant in various FOD Offices as on date, which puts hurdles in the smooth functioning of the offices especially the Regional Offices. But FOD has not considered the UDCs who have not completed 10 years service on the post for promotion to the post of Assistant and as such their names were not reflected in the All India Seniority list of UDC. In this respect our submission is that 12-16 years are required to take place promotion of LDC to UDC in FOD Offices whereas DoPT provides only 8 years of qualifying service for promotion to the post of UDC. Thus, unless relaxation is given in the qualifying period for promotion to the post of UDC to Assistant, most of the UDCs in the FOD Offices will retire on the post itself. It is therefore requested that the promotion to the post of Assistant may be made on the combined services of the LDC & UDC and amendments in the recruitment rule of the Assistant may be made accordingly. Since the process for the amendment of the recruitment rules may take more time, all the vacancies of the Assistant at present may be filled by the UDCs by giving relaxation in the rules as a one time measure.
