ALL AFFILIATED ORGANIZATIONS OF CONFEDERATION

    Please read the following order and communicate to your Departmental heads, the modifications required in the Department specific recommendations of each Department.

      Regarding common demands JCM (Staff Side) will submit its views to the Government for modifications.

Dear Sir.

The Report of the 7th Central Pay Commission was submitted to the Government on 19.11.2015. A COPY of the Report is placed on the website of Ministry of Finance (www.finmin.nic.in)

2. The process to examine the recommendations of the Commission has to commence immediately. An Empowered Committee of Secretaries chaired by cabinet Secretary is being constituted to consider the recommendations in its entirety and after considering the views of all the Departments as well as the Staff Associations and JCM. An implementation Cell is also being created In this Ministry to process the recommendations based on the views of the Ministries/Departments , Staff Associations and JCM for submitting the matter for consideration of the empowered Committee of Secretaries and thereafter for approval of the Cabinet based on the conclusions arrived at by the Empowered Committee of Secretaries.

3. Thus, the process to consider the, recommendations before it reaches a final shape for approval of the Cabinet requires consultation amongst all the Ministries/Departments who may formulate their opinion based on the views of Staff Associations under their administrative control.

Understanding the important Recommendations of 7th Pay Commission

4. Accordingly. it is requested that the following action may be taken on an urgent basis in your Department:

(i) A Nodal Officer at the level of a Joint Secretary may be nominated immediately. Whom the implementation Cell in this Ministry would be interacting with during the course of processing of the recommendations

(ii) The recommendations of the Commission may be examined in regard to issues concerning your Department and the views thereon may be furnished to this Ministry within three weeks.

(iii)The recommendations of the Commission may be examined in regard Posts/Cadre/service/ organization under your Department and the views thereon may be furnished to this Ministry within three weeks.

(iv) While formulating the views of your Department, the comments, if any of any of the recognized Staff Associations under the administrative control of your Department. may also be obtained and taken into account.

(v) In case your Department has any view on any of the recommendations contained in the Report, even though it may not directly pertain to your Department, may also be furnished under a separate category within three weeks.

(vi) In case you have any other suggestion to make in this regard, the same will be appreciated.

5. I request you, accordingly to kindly ensure that the action on the above points is given utmost priority and the same is completed within the stipulated timeline of three weeks.

    Pay commission said 14.29 % Hike in Pay is recommended, Media said central government employees will get 23.55% hike in salary including allowances. [See: How 23.55% of hike in Pay and Allowances arrived from 7th Pay Commission recommendation]

    we will find out the real fact about the so called Bonanza..!

    whether the Media claims are true or not through a simple calculation…!

    The strength of Group C employees in Central Government is 85%. So we must know what the Pay Hike is recommended for them actually.

    But Media give more attention to this 15 % because they have been paid more

    It doesn't make sense that the Pay hike recommended for remaining 15 % taken into account. Because they are creamy layer of the Government. The Pay Hike for them also will be decided by them. So the take extar care for not giving more to this 85%.

    7th CPC recommendation on Pay Hike is mocking rather than encouraging the Central government employees. See the following example

    Assume a govt servant has been appointed in GP 1800 on 1st August of 2015 and he has been provided accomadation in Govt Quarters

    His Net Pay for the month of January 2016 in Sixth CPC is given below..

    Basic Pay Pay = PB Rs.5200 + GP Rs.1800 = Rs.7000/-

    Assuming DA 125% as on 31-1-2016 = Rs.8750/

    ( Since he hs availed Quarter) HRA = Nil

    TA = 600 + DA = Rs.1350

    Total Gross Pay = Rs. 17100

    Deductions

    NPS 10% of basic Pay = 70

    CGEGIS = 30

    Total deductions (700+30) = 730
    Net Pay = 17100-730 = 16370

    His Revised 7th CPC Pay as on 31-1-2016

    Minimum Basic Pay = Rs. 18000/-

    DA = Nil
    HRA = Nil
    TA = Rs. 1350

    Total gross pay = Rs.19350

    Deductions

    NPS = 1800

    CGEGIS = 1500

    Total deductions = 3300

    Net Pay -= 19350-3300 = 16050

    Before 7th Pay Commission his Net pay = Rs. 16370
    After 7th Pay commission his Net Pay = Rs. 16050

    He will be drawing Rs.320 lesser in 7th Pay Commission revised Pay than from his Sixth CPC pay

    Anybody acn calculate from the above example that how much percentage of increase this Goup ‘C’ Government servants get from this 7th CPC bonanza ?

    2. send this reply to the so called retired judge sri a.k.mathur who is head 7th pay commission.
      why govt will appoint this type of waste official for constituting pay commission which will be bread and butter for 1 cr people and waiting for 10 years for every pay revision. please chek how many children he has as he calculated family as three member for fixing min wages if he has more children to who they are born

  3. There are two pay scales/levels separately for Rs. 5400 GP, the first one should be abolished. It means only one level for Rs. 5400 should remain. Promotional hierarchy under MACP to be included, this is very important, which has not been done by 7cpc.

  7. There is so much disparity in pay from lower level to highest level. Secretary pay is increased from Rs. 80,000 to 2,50,000, pay increased Rs1,70,000, whereas at lower level take home salary in 7th pay commission is reduced compared to 7th pay commission.

  9. Wrong NPS=7000+8750=15750 x10%=1575 so pay 17100-1575=15525 so 7th pay gives only 16050-15525=525
