                                    SOLIDARITY TO BSNL EMPLOYEES

All Affiliates & State Committees (COCs)
Dear Comrades,
As you are aware BSNL Employees are organizing TWO DAYS NATIONWIDE STRIKE on 21st & 22nd April 2015. Their main demand is "SAVE BSNL & SAVE NATION" ie:; to change the anti-BSNL and anti-people Telecom policy of the NDA Govt which is aimed at destroying the public sector BSNL paving way for for eventual privatization. After Modi Govt coming to power, the same policy is being vigorously pursued in all Central Govt services including the biggest departments like Railways, Defence and Postal. Needless to say that success of our struggle against this policy of the Govt depends upon the success of the struggle of BSNL workers. .
National Secretariat of the Confederation calls upon all affiliates and COCs to express solidarity with the fighting BSNL workers by holding demonstration in front of BSNL offices at all important centers during the two day's strike.

 Yours fraternally,

 MKrishnan,
 Secretary General,
 Confederation.

Money Order Service of ‘India Post’ Made more Efficient

The Department of Posts has denied some media reports that its Money Order service has been discontinued. The Money Order service continues to be available to the common man at the same service charge with the same facility of the money being delivered at the door step of the addressee. The Department in a clarification further said that this service had been made more reliable and fast by communicating information about the money to be transferred electronically between the booking and delivery post office. Thus, the money reaches faster to the addressee. The nature of service remains the same and it is also being called an electronic Money Order or eMO. Department of Posts also has another service offering instant online Money transfer service called as Instant Money Order (iMO), where the receiver can receive payment in cash through Post Offices.

Release of additional installment of Dearness Allowance to Central Government employees and Dearness Relief to Pensioners, due from 1.1.2015.

The Union Cabinet chaired by the Prime Minister, Shri Narendra Modi, today gave its approval to release an additional installment of Dearness Allowance (DA) to Central Government employees and Dearness Relief (DR) to pensioners with effect from 01.01.2015 at the rate of six percent increase over the existing rate of 107 percent.

Hence, Central Government employees as well as pensioners are entitled for DA/DR at the rate of 113 percent of the basic pay with effect from 01.01.2015. The increase is in accordance with the accepted formula based on the recommendations of the 6th Central Pay Commission.

The combined impact on the exchequer on account of both DA and DR would be of the order of Rs. 6762.24 crore per annum and Rs. 7889.34 crore in the Financial Year 2015-16 (i.e. for a period of 14 months from January 2015 to February 2016).

This will benefit 48 lakh government employees and 55 lakh pensioners.

Circular 23

CONFEDERATION OF CENTRAL GOVERNMENT

EMPLOYEES & WORKERS

1ST Floor, North Avenue P O Building, New Delhi 110001

Circular No. 23/2013-16                                                                       Dated – 02.04.2015

Dear Comrade,

We invite your kind attention to the synopsis of the discussions the staff side had with the 7th CPC on 23rd and 24th March, 2015. You will notice there from that the discussions were cordial and the staff side had been able to present their case admirably well.  You must have also noticed that the 7thCPC has categorically stated that they would go by Dr. Aykhrod formula in arriving at the minimum wage. However, they were a little skeptical of the rates quoted by us.  As you are aware we have taken the rates from the information we have collected through our units in the 8 Metro Cities.  Since this is likely to be the bane of contention at the time of finalization of the report, we must be able to establish that the rates other than the one we had submitted is not acceptable to us being bereft of the benefit of retail prices ruling at the relevant point of time.  In order to bolster our argument, we would like our leaders especially in the following cities and in other places to purchase the following articles from a reputed Mall as also from a normal provision store with bills duly signed by the owners of the retail outlet and send over to the Confederation CHQ immediately. The bill should bear the signature, the rate per kg. and the signature or seal of the concerned establishment.  Please treat this as most urgent and a task of serious nature for the rates adopted  by the 7th CPC will have far reaching consequences if not contested at the appropriate time.

With greetings,

Yours fraternally,
Sd/-
(M. Krishnan)
Secretary General.
