MINUTES OF THE RECEPTION COMMITTEE MEETING HELD AT MUMBAI


A meeting to form the receiption committee of the 9th Biennial Conference of the Association was held at Mumbai on 30/08/2011. The minutes of the meeting is placed below for the reading of the members.

The notice for the conduct of the General body Meeting on 15-16, September at Mumbai, issued on 11/08/2011 might have been downloaded from the Association Web Site/e-mail. The Organising Committee is trying to make the Meeting one of the most successful meetings conducted by us. Please ensure the representation of all Units in the General Body Meeting to promote the working of the association further. The venue of the meeting will be BT Randive Smarak Bhawan, Sector-29, Agroli Gaon, CBD Belapur, Navi Mumbai; which is at walking distance from the Belapur Station.

Guide lines to reach the venue
Trains are frequently available from Dadar to Kurla Station. Local trains to Panvel /Belapur are available from Kurla Station. Otherwise Bus No. 504 are available for Belapur at Dadar(TT) S.T. Bus. The route map to reach the venue from Belapur CBD Station is enclosed.

PARLIAMENTARY PANEL RECOMMENDS HIKE IN THE RATE OF GPF

Hike rate of return on GPF, panel advises govt

Dear friends,

You are aware that the Confederation of Central Government Employees & Workers has been demanding for the enhancement of the interest rate on the GPF of Central Government Employees and this had been one of the demands of the CG Employees Charter. Now according to the PTI, a Parliamentary Panel headed by the former Finance Minister Sri. Yashwant Sinha has recommended hike to the GPF interest rates. We are reproducing the news item [courtesy: Central Government Employees News]:

A Parliamentary panel today asked the Central government to increase the rate of return on provident fund for its employees in the light of rising bank rates and EPFO's decision to hike its rate to 9.5% for 2010-11.

"The rate of interest on General Provident Fund (GPF) which is pegged at 8% may be reviewed so that government employees are not put to any disadvantage more so now when the interest rates for bank deposits has also been raised," the Standing Committee on Finance suggested in its report.
If the suggests of the panel finds favour from the government, over 50 lakh Centre's employees will stand to benifit.

The panel headed by former Finance Minister Yashwant Sinha, pointed out that retirement fund body Employees Provident Fund Organiation has also increased rate of interest on PF deposits to 9.5% for 2010-11 from 8%.

The EPFO had been paying 8.5% interest on PF deposits since 2005-06. In September last year, it had recommended an increase in interest rate to 9.5% for 2010-11 after discovering Rs 1,731 crore surplus in their books of accounts.

In the present scenario, the bank rates are also increasing. Reserve Bank of India has increased its short term lending and borrowing rates by half a percentage point to 8 and 7%, respectively in its recent quarterly review unveiled on July 26.

Following the central bank's rate hike, some private and public sector have also hiked their rates.

RESIST ONSLAUGHT ON DEMOCRATIC RIGHT TO PROTEST;
MANIFEST SOLIDARITY WITH MOVEMENT AGAINST CORRUPTION


Confederation records its deep resentment over the denial of right to organise peaceful agitation against corruption by the Civil Society led by Gandhian Shri Anna Hazare.

This attack is an eye-opener for democratic forces and trade union movement across the country and is a warning to toiling masses that their fight for decent living wages and right to live with dignity would also be met with similarly. Confederation is therefore of the firm view that all employees and workers should protest against this action of the government of denying the constitutionally guaranteed fundamental right to protest peacefully.
Confederation calls upon every government employee to join the protest in their station along with other trade unions and democratic forces against the attack on the right to protest and ensure that such attacks are not repeated. State Units of Confederation may arrange protest demonstration in all work places today itself.

Confederation further calls upon every state unit to manifest solidarity with the movement against corruption at all levels.

NOTICE

It is notified that the 9th Biennial Conference (General Body Meeting) of the All India Association of Ministerial Staff (Group C), Ministry of Statistics and Programme Implementation will be held on 15 & 16th September 2011 at Mumbai.. Following will be the agenda.

1. Confirmation of the Minutes of the last General Body Meeting.
2. Biennial report on the working of the Association.
3. Presentation of Accounts for the period 1.4.09 to 31.3.11.
4. Cadre restructuring of Ministerial Staff.
5. Merger of the post of LDC & UDC & granting of 2800 grade pay.
7. Granting of Rs. 4200 grade pay to the UDCs after compleltion of 5 years service on the post.
8. Granting MACP on hierarchy basis.
8. Creation Hindi Translator posts in all Regional Offices of FOD.
9. Change of recruitment rule of Assistant to grant promotions to UDCs, completed 18 years combined services in the cadre of LDC & UDC.
10. Filling up all vacant posts of Ministerial Staff.
11. Organisational review.
12. Discussion on the issues taken up by the Confederation of Central Government Employees & workers for Central Government Employees.
13. Any other matter relating to the service conditions etc of the Employees, Ministerial Staff of the MoS & PI in particular.
14. Election of the Office bearers & Executive Committee Members.

Resolution, if any, passed by the Units should reach the Association 31st August 2011 for inclusion of the same in the agenda.

Shri D.V. Parsekar, Unit Secretary, AIAMS (Group C), Mumbai(Mobile No 09004030114, 08080409461) is nominated as convener for the conduct of the General Body Meeting at Mumbai. Members/delegates are therefore, requested to be in touch with him for further guidance.

As regards the delegate fee, Association is compelled to charge Rs. 400/ per delegate as a contribution from them for boarding and lodging for two days.

All Units are requested to ensure the sending of delegates from their Units so as they reach Mumbai by 14th September.
