AN ORDER GRANTING Rs. 2800 GRADE PAY TO UDC


Dear readers,

You are aware that this Association had raised a demand for merger of the posts of LDC & UDC and granting of Rs. 2800 grade pay. The demand was very genuine and as such several of the popular web sites flashed the demand in their web sites and accordingly hundreds of readers recorded their positive comments. Close on heal several Staff Associations have taken up the issue in their respective departments. Information under RTI were sought and DoPT had informed that an anomaly case on the matter is under consideration. Thereafter 30% posts of UDC in Central Secretariat Service have been upgraded to 4200 grade pay & 85% LDC's posts in Central Secretariat offices have been abolished.  And now DoPT/Department of Expenditure has agreed to grant Rs. 2800 grade pay to UDCs (copy of the order enclosed). Since the LDC & UDC are common cadres, restructuring/upgradation of the posts were not being considered by the various Department so far.  This order togetherwith the order abolitiing of 85% posts LDC's posts CSS has opened a new chapter for restructuring of Miknisterial posts.

    All the UDCs are eagerly looking the upgradation of their grade pay. The post in which graduation required for direct recruitment having grade pay Rs.2800, 4200, 4600 and above. But UDC are getting grade pay 2400 only. These are faulty decision of the Committee and Govt. Therefore it is requested to make efforts to award grade pay 2800 to all UDC in the central govt. Since above enclosed order is pertaining to deffence ministry only

    After a long time there is some hope for UDC and other lower ministerial staff for upgradation but it seems that this upgradation is just of Ord. employee and not for every one. Whether we will get the same benefit automatically or any clarification is required we Survey of India, Staff under Min. of Science & Tech.. Or other wise we should go for court case. Kindly look into the request as soon as possible and guide us. Thanks

  8. primary teacher is getting 4200 gradepay ,pharmacist getting 4200 grade pay then what anbout udc having bachelor degree, udc must get 4200 gradepay and assistant 4600 grade pay.

Worst scenario is at Prasar Bharati,AIR & Doordarshan where 80% of total employees thrown in to HIZRA group by some corrupt Higer officials just to provide benefit of multiple up gradation of Grade Pay in the name of Prasar Bharati Scale and 6th Pay Comm. Scale (i.e. Central Govt. Scale) to certain Engineering & Programme Staff accumulating to 20% of total staff strength. There too clerical staff are treated like cow & goat by incorporating various new administrative & accounts formulas, thus raising workload but denies to upgrade at par with those 20% of financially up-graded staff.
      I shall be grateful if everybody start studying India's worst financial irregularities of AIR & Doordarshan. Very interestingly the files where multiple up gradation orders were given now missing from respective Directorates (i.e. AIR and Doordarshan) and missing from MIB. Now 8th pass tailor is given 4200/- grade pay, thanks to Prasar Bharati.

    Secretary sir, I want to draw your kind attention of all the readers to the garde pay of LDC i.e. Rs. 1900/- only, which is very less and just above Rs. 100/- from earlier Gp'D' Employees. It is injustice. And now after implentation of MACP Scheme most of the Gp'D' of my office are getting Grade pay of Rs. 2400/- and Rs. 2000/-. I think that the position of Gp'C' earlier Gp'D' staff is much better than us becasue they are getting just 100/- less pay and without any responsibility. So please also take appropriate steps for LDC also. Which is most depressed cadre of ministrial staff. After this order there is a ray of hope among we all that we could get at least Rs. 2400/- grade pay in near future. Thanks Lower Division Clerk from SOI

Now approx 1 half of the time of PC since 6pc effected i.e. wef. 01-01-2006 and more than 3 years after implementation i.e. wef. 01-09-2008 have gone, shoul an LDC to hope for upgradation of merger with UDC or wait for next CPC. till than why should not say good night to all union & association.

  15. The Secretary sir, It is great injustice to LDCs. I must say that 6th PC formulating staff had done just great injustice to LDCs and this was demoralizing step that had made us ashamed in the society and our life. We only get garde pay Rs. 1900/-, which is very less and just above Rs. 100/- from earlier Gp'D' Employees. "Ye bhi kyun de rahe ho bhai. Le lo". And finally the bomb had exploded -- now after implentation of MACP Scheme most of the Gp'D' of my office are getting Grade pay of Rs. 2400/- and Rs. 2000/- without any responsibility. Why Govt has been treating like GP'D'staff .it has No difference between LDC and GP'D"class employess has only Rs.100 In Govt department LDC eligible qualification is graduate with computer diploma.so why Govt. has been treating behaviour us like step 'son' .we are equally educated to UDC and appointed through written test.LDC employess are very frustrated and depressed due to Govt. policies.Govt should be upgrade LDC grate pay Rs.2400 Immediately.

  18. As the qualification of DR of UDC is graduate, and hence there is no post in central govt. other than UDC is getting GP 2400, must be solved the great anomaly and grant GP Rs 4200/- to UDC wef 01.01.06 at an early date.

    I would like to suggest that an Administrative cadre for ministerial staff and starting post of Junior Assistant and Ending post of Administrative/Finance & Account Officer (Non-Gazzeted Grade). The pay structure and qualification should be as follows:
    Group D staff those whose completed 10 years in 2006 should be given MACP (PB1 + 28 Grade Pay).

    Group D staff upgraded in Group C with 1800 Grade pay those who have qualification of 12th standard should be promoted into Junior Assistant.

    1. Junior Assistant PB1 + 2800 GP (12th Standard + Profiency of Computer Knowledge) - 50% Direct Recruitment and 50% Departmental Promotion from Group D who have possessed qualification)

    2. Assistant: PB2 + 4200 GP (Graduation + 5 years working experience in Jr Assistant in case of Direct Recruitment).

    3. Assistant Administratiive/Asst. Finance & Accounts Officer: PB2 + 4800 GP (Graduation + 5 years working experience in Assistant in case of Direct Recruitment).

    4. Administrative Officer/Finance & Accounts Officer (Non-Gazzeted): PB2 + 5400 GP (Graduation + 5 years working experience in AAO/AF & AO).

    New Administrative/Finance Service Cadre should be initiated through Educational qualification, ACR, Performance, Service Record, Working experience, etc.

    5. Administrative Officer/Finance & Accounts Officer (Gazzetted): PB3 + 5400 GP (Selection grade to those whose have PG or equivalent qualification and qualified 5 years in AO/F & AO (Non-Gazzeted) - DPC or upgradation in higher grade.

    6. Senior Administrative Officer/Senior Finance & Accounts Officer: PB3 + 6600 GP (should be filled up through DPC)
    7. Chief Administrative Officer/Chief Finance & Accounts Officer: BP3 + 7600 (should be filled up through DPC).

    I am hopeful that this structure pattern will be boost up to ministerial staff because this structure pattern is reasonable and genuine.

  21. 1. LDC/UDC scales have not been merged and fixed grade pay of Rs 4200/- or not gave higher grade pay at least Rs 2800/- and Rs 4200/- respectively. Few pre-revised pay scales have been merged and certain pre-revised pay scales have not merged but their grade pay has been increased. However LDC/UDC pre-revised pay scales neither merged nor grade pay has been increased. Majority of LDC/UDC suffering and mentally upset for not giving equal pay for equal work, some of the categories which pre-revised have been merged and grade pay has been fixed is as under:-
    “Pre-revised pay scales 2550-3200,2610-3540, 2610-4000, 2650-4000 & 2750-4400 in respect of erstwhile Group ‘D’ employees have been merged and grade pay has been fixed at 40% of the maximum of the pre-revised pay scale (i.e., Rs. 4400 x 40% = Rs. 1760/- rounded off to Rs 1800/). Likewise, Pay scales of 5000-8000, 5500-9000 & 6500-10500/- in respect of JEs / Office Supd / D’Man / MCM etc., have been merged and grade pay has been fixed at 40% of the maximum of the pre-revised pay scale (i.e., Rs. 10500/- x 40% = Rs. 4200/-). But Pay scale of 3050-4590, 4000-6000/- & 4500-7000/- in respect of LDC / UDC other equivalent post / category have not been merged and upgraded due to this Gde Pay has not been increased.”
    2. JE whose educational qualification is 10+3 (SSLC + 3 years Diploma) is getting Gde Pay of Rs 4200/- on entry grade itself and within one promotion they will get officer post. But LDC An LDC whose educational qualification for appointment is 10+2 plus knowledge of computer is getting Gde Pay of Rs 1900/- and LDC have to wait for more than 23 years to get officer post. Hence a great disparity to the clerical cadre.
    3. Moreover, the job profile of the post of LDC has undergone significant changes after introduction of modernization in Government offices. Now, computers have taken over the place of Manual/Electronic Typewriters. As a result LDC & UDC have been trained to work in various computer applications viz. MS Word, M.S., Excel & MS Power Point etc without granting the minimum pay scale prescribed for doing work in computers.
    4. The differences of grade between erstwhile group ‘D’ employees and LDC is only 100/- and equal grade pay between Drivers and LDC’s which is shameful to LDC’s cadre
    5. If merging of post of LDC/UDC is done then the problem will solve for entire LDC/UDC staff of Central Govt
    6. If Confederations / Associations do not take any action in the next National Anomaly Committee Meeting (NAC) for merger of LDC/UDC post or upgrade LDC’s grade pay atleast 2400/- then it is last option to go file case with Central Administrative Tribunal (CAT) by all LDC’s.

  23. About the post of LDC/UDC no thing is there in Agenda Item given by AIRF for 5th National Anomaly committee will be held on 17.07.2012. and this is also seened that this is last anomaly committee meeting. that means they are not intrested about LDC/UDC.

    Thanks a lot for your sincere attempts to get justice for ministerial staff. One LDC (whether it is CSS cadre or other Central Govt.Dept)gets his birth from Staff Selection Commission. That means all LDC/UDC are staying in one family. Then defenitely their parents will be DOPT and SSC. If it is correct, why they treat the LDC/UDC etc. of CSS/CSSS and other Central Govt. Department in two ways? Let us also get the same consideration. They granted grade pay of Rs.2800/- for LDC and Rs.4200/- for UDC of CSS. When we all are coming from the same examination, why the partiality to one cadre alone?

    The undersigned is directed to refer to this Department’s O.M No. 6/6/2011-CS-II(C) dated 22/9/2011 regarding issuance of zone of consideration for placement of eligible Stenographer Grade ‘D’ in Non Functional Selection Grade (NFSG) consequent upon creation of new grade of UDC (NFSGJ and Stenographer Grade ‘D’ NFSG) in CSCS and CSSS respectively vide this Department’s 0M. No. 20/49/2009-CS.ll(B) dated 22/6/2011 and to say that the matter relating to pay fixation on grant of NFSG to UDCs and Stenographers Grade ‘D’ of CSCS and CSSS respectively subsequent to implementation of CCS(Revised Pay) Rules, 2008 has been considered in this Division in consultation with Estt. (Pay) Division.

    2. It has been clarified by Estt.(Pay) Division vide their Dy. No. 6117/11- Estt.(Pay I) dated 6/1/2012 that at the time of grant of non functional selection grade to UDCs and Stenographers Grade ‘D’, their pay fixation may be done under the Rule 13 of CCS ( Revised Pay ) Rules, 2008 i.e. they should be granted one increment @ 3% of their basic pay and to the figure so arrived at, the difference in grade pay ( Rs. 4200 — Rs. 2400 Rs. 1800) should be added.

    3. All the Cadre Units of CSCS and CSSS are requested to take further necessary action accordingly.

  26. The Government has created a new grade Non-Functional Selection Grade (NFSG) for UDC in the grade pay of Rs. 4200/- in Pay Band-2 in Central Secretarial clerical Services (CSES). The pay of the employees of the State government is the subject matter of the State concerned and it is not in the purview of the Central Government to issue any instruction in this regard.

    Till the year 1995, the Lower Division clerks (LDCs) for Delhi Administration/NCT of Delhi were recruited through Staff Selection Commission (SSC) as and when requisitioned by the Delhi Government along with other indenting organisations. Upper Division Clerk (UDC) in CSCS is a promotional post for LDC.

    This was stated by Minister of State in the Ministry of Personnel, Public Grievances and Pensions and PMO Shri V. Narayanasamy in written reply to a question in the Rajya Sabha

  31. sir, before 6th pay comm. my pay scale was rs.4500-125-7000,after fixation my grade pay rs.2800/- i am graduate (B.SC.),P.G.Diploma in Computer Science, M.B.A.(SYSTEM),P.G.Diploma in Personnel Management and Ph.D. Required for grade pay rs.4200/- Graduate in Science.But in my case not considered.

    I am employee of para miltary force as Hindi typist and get GP 1900 in 6 Cpc but gp d employees get Gp 2000 since 1 January 2006.
    please advise me for getting Gp 2000 or more from 1 January 2006.

  34. since starting LDCs and UDCs have been neglected. i do not understand the reason. A direct recruited UDCs are always a graduate and still getting only 2400 G.P.

    जयपुर.प्रदेश में मंत्रालयिक कर्मचारियों में एलडीसी का ग्रेड पे 1900 रुपए से बढ़ाकर 2400 रुपए और यूडीसी का ग्रेड पे 2400 रुपए से बढ़ाकर 2800 रुपए की जा सकती है। इसी प्रकार चतुर्थ श्रेणी कर्मचारियों का ग्रेड पे 1300 से 1800 रुपए हो सकती है। ये सिफारिशें वेतन विसंगतियों को दूर करने के लिए गठित प्रमुख वित्त सचिव डॉ. गोविंद शर्मा की अध्यक्षता में वाली कमेटी की रिपोर्ट में शामिल किए जाने की संभावना है।

    जबकि कर्मचारी संगठनों ने एलडीसी की ग्रेड पे 3600, यूडीसी की 4200, सहायक की 4800 तथा अनुभाग अधिकारी की 5400 करने की मॉंग रखी है।

  36. Very poorly demanded for Rs.2400/- & Rs.2800/- Grade Pay for LDC & UDC respectively where it should be Rs.2800/- Gr.Pay for the LDC Rs.4200/- Gr. Pay for UDC. Why feel shame to ask the respectable pay from the Govt. In offices Officers never feel shame to ask to do the work of the caliber of an Assistant (GR. Pay Rs.4600/-)from LDC & UDC those are the almost equally intelligent and qualified as of an of Assistant. A UDC of 20 years of services are more experienced, capable and reliable than newly recruited Assistant. LDC & UDC received Neglected and step motherly treatment from the Centre Govt. and feel deprived & cheated. Feel shame to disclosed their salaries to their family members and relatives. Govt. let dawn the morale of the LDC & UDC. Govt. should rethink and give Gr. Pay Rs.2800/- to LDC and Rs.4200/- to UDC w.e.f. 01.01.2006 with arrears.

  39. in Central Govt Offices LDC/UDC is very poor fellows they have PG knowledge like any officer and working hard in so many departments they have passed PG and SSC written tests, but Government treated they are below chowkidars. why they are treating Step "Son" i dont under stand moreover the JAC leaders not asking strongly. please

  42. ldc & udc ka daman kiya gaya hai 6th pay commission main, government ke ghar koi sunwai nahi babus kee. Yeh anyay hai Atyachar hai babu community ke saath.\
