NATIONAL ANOMALY COMMITTEE MEETING

The Official Side of National Council JCM has come forward to convene the ‘National Anomaly Committee’ on 17.07.2012 just nine days before the March to Parliament Rally by the Confederation of CG Employees on our 14 Point Charter of Demands that includes convening of the National Anomaly Committee. This is due to the effect of our earlier Programme of Telegram Campaign as well as the preparations for the Parliament March.

The Meeting of the National Anomaly Committee will be held at 3.00 P.M. on 17^th July, 2012 in the Committee Room No.119, North Block, New Delhi.

We see, the Government is compelled to convene the National Anomaly Committee Meeting due to the telegram campaign made by the Central Government Employees. The demand of the merger of the LDC & UDC likely to be discussed in the 17^th July  Anomaly Committee Meeting. Likewise, a successful March to Parliament on 26^th July will definitely fetch the desired result as regards the charter of demands are concerned.  All friends are requested to organize the26th July campaign in their Departments in its desired spirit. 

The 14 points Charter of demands is given below: 

1.     Revise wages of CGEs with effect from 1.1.2011 and every five years thereafter by setting up the 7^th CPC;

2.  Merge DA with Pay for all purposes including pension with effect from 1.1.2011;

3.  Remove restriction imposed on compassionate appointment and  end the discrimination on compassionate appointments between the Railway workers and other CGEs)

4. Revive the Joint Consultative machinery.  Convene the meeting of the Departmental Councils in all Ministries/Departments. Settle the anomalies raised in the national anomaly committee as also in the Departmental Anomaly Committees.  Remove the MACP Anomalies. Convene the National Council meetings as specified in the JCM Constitution. Grant recognition to all Associations/Federations, which have complied with all the formalities stipulated in the CCS(RSA) Rules.

5.     Fill up all vacant posts and create posts on functional requirements

6. Stop downsizing, outsourcing, contractorisation, coporatisation and privatization of Governmental functions;

7.     Stop price rise; strengthen the PDS.

8.  (a) Regularize  the daily rated workers, contingent and casual workers  and bring in a  permanent scheme of regularization.

(b) Promote all eligible GDS of Postal Department against 50% Postmen vacancies and 100% MTS vacancies without resorting to direct recruitment from the open market. Raise the bonus ceiling of GDS employees on par with other workers in the country.

9.    Stop the move to introduce the productivity linked wage system; Performance related pay; introduce PLB to in all Departments; remove the ceiling of emoluments for bonus computation.

10. Revise the OTA and Night duty allowance and clothing rates of uniforms

11. Implement all arbitration awards

12. Vacate all Trade Union victimizations.

13. Make the right to strike a legal right and stop curtailment of T.U. rights

14. Scrap the New Pension Scheme and extend the statutory defined benefit pension to all Central Govt. employees irrespective of the date of recruitment.

ORGANISE MARCH TO PARLIAMENT ON 26TH JULY WITH MASSIVE PARTICIPATION

Pay Commission in every five years, Minimum Pay Rs. 10000, immediate clearance of anomaly items, with 11 other demands. To achieve these demands, Confederation of Central Government Employees & Workers has decided to organize a march to Parliament on 26^th July 2012 with 50000 participation. All Units are requested to send at least one person from every unit. Also, all readers are requested to popularize the programme in their respective Departments/Organization. Remember! The achievement of these demands will depend on the mass participation of the employees on the march. Hurry up! Organize the employees for 26^th July March to Parliament!

DECISIONS OF NATIONAL EXECUTIVE MEETING HELD AT KOLKATA

Dear friends,

While going through the below given minutes, you can feel the volume of work or efforts is being made by this Association for the welfare of the Ministerial Staff working in the Government of India Offices. In the CEC of the Confederation held at  Kolkota ,we have successfully presented the genuine items  pertaining to the Ministerial Staff.  As a result, the gist of the discusson has been taken in the minutes with utmost importanceand a follow up action i.e. sending telegraams the Cabinet Secretary and Secretary DOPT on 25th May 2012 has been drawn.  All Ministerial Staff, irrespective of any Ministry or Department may please send the  given telegram/saving ram on 25th.  Please bring it to others' knowledge also.

The National Executive meeting of the Confederation was held at Kolkata on 28th April 2012 as scheduled. The meeting was chaired by Com. S.K.Vyas, President. Of the 27 members of the Sectt., twenty comrades attended the meeting. Com. D.P.S Madan and Com. Seethalakshmi did not attend the meeting. The other five comrades had intimated their inability due to unavoidable circumstances to be present at Kolkata. Eighteen National Executive Members representing affiliated Associations/Federations having more than 3000 members did attend the meeting. The prominent absentees were the representatives of: (a) Central Sectt. Employees Federation, (b) CPWD Workers Union (c) CGHS employees Association and (d) Marine Engg. Employees' Association. However, the following affiliates, even though having less than 3000 membership, sent in their representatives to attend the meeting as observers.

Farakka Barrage Engineers Association, Farakka Barrage Group D Employees Union, NSSO Ministerial Staff Association, Botanical Survey of India Employees Association, ICMR Employees Association, National Library Employees Association. Of the 18 State Committees, barring Gujarat, Rajasthan, North West Region (Haryana and Punjab) and Himachal Pradesh, all sent in their representatives to attend the meeting. It was, therefore, the best attended National Executive meeting of the Confederation. We thank profusely the comrades who took the trouble to make it possible. The West Bengal State Committee had made very good arrangements for the conduct of the meeting. Excellent food and very good lodging arrangements had been there. The decisions taken at the meeting are briefly placed hereunder:


1. At the request of the house, Com. President agreed to include to discuss the organisational matters and organisational review was included in the agenda.

2. Agenda No.1: Programme of Action - Unanimously decided to organise a March to Parliament on 26th July, 2012(Thursday) with a participation of about 50,000 comrades.

3. Series of demonstrative action programmes will be carried out during the months of August to November, 2012.

4. The programme will be culminated in a One day Strike on a date to be fixed by the Sectt. and announced at the rally on 26th March, 2012. The proposed one day strike will be on a day between the last fortnight of November and the first week of December, 2012, depending upon the period of the Monsoon session of the Parliament.

5. Agenda No. 2: Campaign programmes - The first phase of the campaign programme will be concluded by 20th July, 2012. The National leaders will visit all States. Meetings will be organised at least in three places in each State. The State Committee immediately on receipt of this communication will decide upon the tour programme for each station in the State. The affiliates will book accommodation at Delhi for the participants who will have to reach Delhi a day prior to the programme. The Comrades who will be going over to Delhi may be advised to book both the to and fro journey tickets. The Tour programme of the National leaders is given in the annexure to this Circular. Both the State Committee and the deployed comrades may seek changes in the date and place within one week of the receipt of this communication. Whatever adjustments are possible, it would be done by the CHHHQ. After a week no change could be possibly done. TheState/District Committees and the affiliates" State leadership will ensure that the railway tickets are booked immediately and the list of volunteers to participate in the March to Parliament programme finalised. The States Committees of Uttar Pradesh, Rajasthan, Delhi and Madhya Pradesh are specially requested to mobilize large number of comrades who are stationed in and around Delhi for participation in the March to Parliament programme. If necessary they may hire buses etc. to bring the participants.

6.  Review of 28th Feb. 2012 Strike participation: As per the reports presented by both the State Committee and the affiliates, it is evident that the strike participation of CGEs on 28th Feb. 2012 had surpassed all records and have enthused the rank and file of the workers. Most of the comrades reported that the proposed strike action in November/December, 2012 will have larger participation of CGEs in view of the CGE specific demands in the charter. It emanated from the discussion of the organizational review that the organizational state of affairs in North West Region and Gujarat is quite pathetic and serious attention to revive the functioning of the state Committees must be made. The U.P State Committee will hold their conference in June, 2012. The State Conference of Orissa has already been held and a new set of office bearers have been elected. The Trineal State Conference of Conference was held with participation of all District Committees. The State Committees have been formed in Uttarakhand, Jharkhand and Chattisgarh. The continued inability of H.P. State Committee to participate in the strike action as well as in the NE meetings has been noted and it was decided that the National leaders must pay attention to this aspect immediately. The Rajasthan State Committee's Conference is overdue and steps must be initiated to hold the Conference. In many districts of Tamilnadu, Committees are yet to be formed and the State Committee's repeated assurance in the matter has not been fructified.

Many affiliates have reported the non functioning of the JCM Departmental and Office councils and the non grant of recognition despite completion of all formalities. The assigning of Group B. Non Gazetted Ministerial status to the employees with grade pay of Rs. 4200 has created problems for many organizations. Taking all these into account, the Committee decided to hold demonstration in front of all offices and send the following telegram to the Cabinet Secretary and the Secretary Personnel respectively. The demonstration is to be organized in front of all offices on 25th May, 2012 and the following telegrams/savingrams sent:

7. Many comrades who participated in the discussion agreed with Com. T.K. R. Pillai that the 6th CPC has done great injustice to the cadre of LDCs and UDCs and the MACP scheme has compounded it. The restructuring of the UDCs cadre in the Central Sectt. has accentuated the injustice and has disturbed the parity which had all along been in existence with the Sectt and subordinate office staff. The decision of the Govt. was in complete contravention of the 6trh CPC recommendation to the effect that there must be parity in the pay scales of Sectt and staff in the subordinate offices. The restructuring ought to have been automatically extended to all field formation as the Department of Personnel is the nodal cadre controlling authority for all common categories, he added. The house, hearing the views of others, decided that the National leaders should immediately take up this matter as also the settlement of MACP related issues with the Government by holding discussions.

8. The other suggestion that has emerged from the discussions were:

(a) The National leadership of affiliated Associations should pay visit to the States periodically and the problems of the employees discussed;

(b) The CHQ must monitor and ensure that the State conferences are held within the time schedule prescribed under the constitution;

(c) The Confederation's decisions must be endorsed by all affiliates and communication to that effect issued to all field formations with copy to the State Committees and CHQ.

(d) The CHQ leaders will interact with the leaders of CGHS and Central Sectt. To elicit their participation in the Confederation meetings.

9. The meeting also discussed the probability of the PFRDA Bill getting enacted in this session of the Parliament, especially in the background of the stated position of the BJP to support such an enactment. BJP seems to have watered down its avowed position and they may not perhaps insist upon guarantee even for a minimum pension. If not altogether dropped, they may allow it to be reduced to a pittance The meeting was of the opinion that the Confederation as decided earlier, must register its opposition to the bill as and when it is taken up for adoption, through a separate programme. Accordingly, it is decided that a demonstration for two hours on either the day the bill is taken up in the Parliament for discussion or the next day must be organised.

The State Committee and the affiliates are requested to kindly take the campaign programme very seriously as an intensified and widespread mass contact will not only rejuvenate our movement but will also ensure larger participation in the 26th July, 2012 March to Parliament. We must reach out to our members even at the remote corners of the country and we are certain that this campaign will help us to bring about a strong organisational base before we embark upon the strike action.

MINISTRY OF FINANCE ISSUED ORDERS GRANTING ONE TIME MEASURE INCREMENT ON 1.1.2006 FOR ALL OFFICIALS WHOSE INCREMENT FELL DUE BETWEEN FEBRUARY AND JUNE 2006

OFFICE MEMORANDUM

Subject:— Central Civil Services (Revised Pay) Rules, 2008 — Date of next increment in the revised pay
                  structure under Rule 10 of the CCS(RP) Rules, 2008.

In accordance with the provisions contained in Rule 10 of the CCS (RP) Rules, 2008, there will be a uniform date of annual increment, viz. 1st July of every year. Employees completing 6 months and above in the revised pay structure as on 1st of July will be eligible to be granted the increment. The first increment after fixation of pay on 1.1.2006 in the revised pay structure will be granted on 1.7.2006 for those employees for whom the date of next increment was between 1st July, 2006 to 1st January, 2007.

2. The Staff Side has represented on this issue and has requested that those employees who were due to get their annual increment between February to June during 2006 may be granted one increment on 01.01.2006 in the pre-revised scale.

3. On further consideration and in exercise of the powers available under CCS(RP) Rules, 2008, the President is pleased to decide that in relaxation of stipulation under Rule 10 of these Rules, those central government employees who were due to get their annual increment between February to June during 2006 may be granted one increment on 1.1 .2006 in the pre-revised pay scale as a one time measure and there after will get the next increment in the revised pay structure on 1.7.2006 as per Rule 10 of CCS(RP) Rules, 2008. The pay of the eligible employees may be re-fixed accordingly.

4, In so far as the persons serving in the Indian Audit and Account Department are concerned, these orders are issued in consultation with the Comptroller & Auditor General of India.
