CHANGE OF
NOMENACLATURE OF LDC & UDC IN CENTRAL SECRETARIAT
DOPT HAS DECIDED TO CHANGE THE NOMENCLATURE OF LDC & UDC OF CENTRAL SECRETARIAT OFFICES. BUT NOTHING IS HEARD IN
RESPECT OF CHANGE OF NOMENCLATURE/MERGER OF LDCS AND UDCS OF SUBORDINATE
OFFICES. IT IS TO BE NOTED THAT IMMEDIATELY BEFORE THE FINALIZATION OF 6TH
PAY COMMISSION REPORT, GOVERNMENT HAD UPGRADED THE PAY SCALE OF THE ASSISTANT
IN CENTRAL SECRETARIAT FROM RS. 5500-9000 TO 6500-10500 THAT PAVED THEM TO GET AN
EDGE OVER THE PAY OF THE ASSISTANTS OF SUBORDINATE OFFICES. LIKEWISE IT MAY BE A
MOVE TO GIVE MORE BENEFITS TO THE LDC & UDCS OF CENTRAL SECRETARIAT IN 7TH CPC.
IT IS TO BE NOTED THAT THIS ASSOCIATION HAS CONTINUOUSLY RAISING THE MERGER AND UPGRADATION OF GRADE PAY
LDC & UDC. THE CASE WAS SENT TO JCA SECTION WITH RECOMMENDATION BY THE DOPT
BUT THE JCA RETURNED THE SAME TO DOPT WITH A REMARK THAT “THIS IS NOT AN ISSUE
OF ANOMALY AND NO SUCH ITEM WAS BEFORE THE NATIONAL ANOMALY COMMITTEE” AND SUGGESTED
THAT ESTABLISHMENT II MAY PROCESS THE CASES WITH THE CASE OF LDC & UDCS OF
CENTRAL SECRETARIAT IN CONSULTATION WITH THE MINISTRY OF FINANCE. BUT DOPT HAS
RETURNED THE CASE TO THIS ASSOCIATION WITH A DIRECTIVE TO TAKE UP THE SAME WITH
MINISTRY OF FINANCE DIRECTLY.
IT IS WORTH TO MENTION HERE THAT JCA
HAD RETURNED THE CASE WITH A PLEA THAT THIS IS NOT AN ISSUE OF ANOMALY AND NO
SUCH ITEM WAS BEFORE THE NATIONAL ANOMALY COMMITTEE. WHEREAS ON 9TH
JUNE WHEN THE LAST MEETING OF THE NATIONAL ANOMALY COMMITTEE HELD, ITEM NO. 4 –"UPGRADATION
OF PAY BAND AND GRADE PAY OF LDCS AND UDCS" WAS DISCUSSED. WHEN NO ITEM WAS PENDING WITH THE
JCA, THEN HOW THIS ITEM SURFACED IN THE ANOMALY COMMITTEE MEETING. SIMILARLY THE CONCERNED
OFFICER IN DOPT HAD ORALY INFORMED ME THAT THE CASE OF LDC & UDC WAS
RETURNED BECAUSE HIS SECTION IS DEALING THE CASES OF LDC & UDC OF CENTRAL SECRETARIAT ONLY AND THE LDC & UDC OF CENTRAL SECRETARIAT HAD NOT DEMANDED THEIR PAY UP-GRADATION.
THE STATE OF LDCS POSTED IN
SUBORDINATE OFFICES HAD DISCUSSED IN THIS WEBSITE SEVERAL TIMES. THEY ARE ALLOCATED
WITH WORK WORTH TO BE ALLOCATED TO UDC/ASSISTANT AND IN MOST OF THE CASES OFFICERS ARE TAKING DECISION ON THE FILE PUT UP BY THE LDCS WHERE AS IN CENTRAL
SECRETARIAT SUCH FILES INITIATES BY UDC/ASSISTANT LEVEL. THUS IT IS HIGH TIME
THE GOVERNMENT SHOULD TAKE A DECISION ON THE UPGRADATION OF GRADE PAY AND NOMENCLATURE OF LDC & UDCS WORKING
IN THE SUBORDINATE OFFICES BEFORE THE FINALIZATION OF PAY COMMISSION REPORT.
DOPT LETTER CHANGING THE NOMENCLATURE OF LDC & UDCS IS GIVEN BELOW:
They are well paid employees being in the sanctum sanctorum of Govt of India. They are enjoying better promotional avenues and higher perks than the LDCs-UDCs & Assistants of other departments although their work is no different from that of their counterparts. Now re-designating their posts is a move to further suppress and mentally exploit their counterparts. If their proposal of re-designation of posts is accepted by the Govt this will further close all doors for demands of pay parity because they will no longer be called as LDCs-UDCs & Assistants.
ReplyDeleteThe government should change the designation of LDCs and UDcs as they do even secretarial works. All the bosses of the offices give them more work even secretarial works of stenographers. According to me the designation of LDC and UDC should be personal assistant and personal secretary. There is no promotional scope for the LDC and UDCs. What the association is doing regarding this. Strike should call against the DOPTs negative attitude towards the LDC and UDC of subordinate offices.

ReplyDeleteIt is a universal truth that "the crying babies will only get milk from their mothers". Hence, we, the whole LDCs/UDCs of subordinate offices, should 'cry' louder & louder so that we can attract the attention of higher authorities and 'get the eligible milk' (Fair Pay & allowances) as compared to the LDCs/UDCs of the CSS/CSCS.
ReplyDeletethe LDC and UDCs working in the subordinate offices are living the dogs life though their work increases tremendously after every quarter. they are actually the custodians for implementation of the government policies. Not only that the work undertaken by these employees in the subordinate offices is being looked after by senior people like under secretary, section officers etc in the central secretariat. However, their position in terms of authrotiy is lower than erstwhile Group D employees. The erstwhile Group D employee in their offices mostly draws more than and are drawing higher scales of pay, which is one reasons for their morality being very low. It is in the erstnest need to pay better pay and good nomenclatures to the status of these employees. I hope the people in the helm of affairs and also for having interest in the developmental field in administratative matters in the country, these people need to be integrated with the developmental work being undertaken fo the country.

ReplyDeleteThe All India MES Admin Cadre and Ministerial Staff Association has also raised their voice against this by writing a letter to Shri Parminder Singh Under Secretary to Govt of India DoPT. I am pleased to say that they have raised very genuine points and brought out all the facts explicitly.

i think that the decision to change in nomenclature of ldc, udc, assistant in css/cscs is taken in view of the reason that in the upcoming 7th pay commission recommendations they will be separated from ldc, udc and assistants of field offices. why the decision to do the change now? why it was not done previously? The decision clearly shows that some vested interest keeping in view of the 7th pay commission recomm to be given. and that too before the 7th cpc is out. why the hurry?
ReplyDeletethis discrepancy needs to be fought together by the LDC/UDC of the subordinate offices. Constitution does not allow discrepancy on the basis of working at different locations while the posts are identical. The IAS/IPS officers also work in the Central Secretariat as well as in the State cadres posts, but their is no discrepancy in their salaries or posts. Then why should there is wedge being created between the LDC/UDCs in the central secretariat and the subordinate offices. The people at the helm of affairs needs to answer the nation on this count. The minister concerned should also take note on this count

ReplyDeleteGovt.should consider the pairty of posts names& Grade pay of ldc/udc/assistants of css& other subordinate offices of c g deptts.
ReplyDeletethe decision of reconfiguration of ldc, udc and assistant must be similar in all the department in central govt along with the justification of payment as per their entry qualifications prescribed by the staff selection commission govt of india.
