SUBSEQUENT MOVE
MINUTES OF THE EXTENDED STEERING COMMITTEE MEETING ON MACP ON PROMOTIONAL HIERARCHY, CONDUCTED ON 15TH NOVEMBER 2014 AT NEW DELHI
In order to discuss/review the decision taken in the meetings dated 25th and 27th September 2014 an extended meeting of the steering committee on MACP on promotional hierarchy was convened at IP Bhawan New Delhi on 15th November 2014. In the meetings conducted on 25th, 27th September & 2nd October 2014, decision to intervene in the SLP filed in the Supreme Court by the Government against granting of MACP on promotional hierarchy was taken. In continuation, CPWD Engineers Association, All India CPWD Engineers Association and Indian Ordinance Factory Gazetted Officers Association had agreed to intervene in the case by engaging senior lawyers. To strengthen the present steering committee by organizing all others Associations it was decided to call an extended meeting of the steering committee   and accordingly invitation for participating the meeting was sent to all others Unions/Association that were come in our contact during the intervening period.

Briefing the functioning of the Steering Committee since its formation on 26/09/2014 convener of the steering committee has said that the Committee is an open platform to discuss and fight for the illogical and anti employee MACP scheme introduced by the Government.  The Government of India Officers/Employees’ Associations affected with MACP are assembled in this platform irrespective of any variation of Ministries, groups, cadres. The steering committee has decided to intervene the SLP filed against granting of MACP on promotional hierarchy by the Government against Shri M V Mohanan Nair (CAT Ernakulam), Shri Babu Ram, Smt Reeta Devi & Shri Dhirender Singh (CAT Chandigarh), he said.

As regards to the engagement of advocates to defend the SLPs, the convener has said that  Shri M V Mohanan Nair has engaged Justice Giri and Shri Babu Ram, Dhirender Singh and Smt Reeta Devi have engaged Adv O P Badhani to present their side in the Supreme Court. Meanwhile, all India CPWD Engineers Association has engaged an advocate to intervene the SLP at Supreme Court. Similarly, Shri Sanjay Kumar whose case is pending in the Delhi High Court has also decided to file an application before the Supreme Court in order to intervene in the case.

During the course of discussion, Shri Jayaraj KV, Secretary General, National Federation of Atomic Energy Employees has informed that his Federation is desired to file an application as an intervener in the case for which a decision will be taken in his Associations Executive Meeting immediately.
As regards the collection of funds to meet the expenses of the legal action the Meeting has decided to set a target of Rs. 15 lakhs collection. The Associations that present in the meeting have informed that they are ready to give contribution as per the actual members affected with MACP in the respective Association. Shri SK Vyas, Advisor Confederation of Central Government Employees and Workers, present in the meeting as guest, has suggested that the collection of funds in accordance with the affected persons is not practical and in place all Federations, Associations including the Federations/Association that are not affected with the MACP Scheme should be asked to give contribution to meet the requirement. He suggested all the Unions/Associations including Unions of Railways, Postal and Income tax should be asked to contribute and support the MACP issue. Shri Vyas has also said that National JCM (Staff Side) may be asked to intervene the case in the Supreme Court. Accordingly, the meeting decided to send letters to all major Federations/Associations as well the Secretary JCM (Staff Side). It was also decided to prepare a list of Federations/Associations from them contribution is to be collected.

            Leaders representing various Associations/Unions have addressed the meeting and asked the steering committee to take the challenge very seriously and all possible efforts should be taken to resolve the issue positively. The extended meeting unanimously decided to engage lawyers to intervene in the SLP filed on MACP before Hon’ble Supreme Court. It has also decided collection of contribution from all Federations/Unions including NFPE/Income Tax Employees Federation/All India Audit and Accounts Association and all other Associations who are not participated in the meeting. Accordingly letters informing the decision taken in the extended steering committee meeting will be intimated to these Associations. 

            The meeting also decided to expand the Steering Committee by nominating Shri Jayaraj KV, Secretary General, National Federation of Atomic Energy Employees, Shri V Bhattacharjee, Secretary General  National Federation of Civil Accounts Association, K S Madhusudanan, Secretary General,  A I Central Ground Water Board Employees Association, R P Arya, Secretary General, All India Census EDP Staff Association, Shri Param Yadav President, All DDA Engineers Association, Shri Naresh Kumar Yadav, President, MES Civil Engineers, Association & Shri Suresh Kumar, Delhi Unit President, All India CGHS Employees Association.

  2. Excellent Work. Thanks Shri Pillai Ji. Due to your effort only, it is only possible. Leaders like are always helpful to the Govt. Employees. It is requested that you should motivate National JCM(Staff Side) to fight the cases under one umbrella. National JCM(Staff Side) should take the lead in intervening the Supreme Court cases.
