Submission of Boarding Pass in air travel for central employees-Two different opinions:

Two simultaneous circulars issued by two different ministries of Central Govt. created an unprecedented confusion among the central employees.

The DOPT circular issued on 7th Oct'14 dispensed with submission of boarding pass on air travel while settling T.A. claims. Click here for the circular.

In the very next day (8th Oct'14) Ministry of Finance issued another circular exactly opposite to the DOPT one. According to this circular, submission of boarding pass on air travel is a proof of journey performed and is a requirement under the rules and procedures of passing T.A. claims. Click here for the Finance Ministry Circular.

Now the central employees are totally confused and in a dilemma regarding which instruction to follow as both are the parent organizations. Will the Govt. come forward and clear the air soon ?

  1. Please note that the DOPT's order dated 07-10-2014 has been issued to the Öfficicials/Officers of DOPT" and not to any ministry/department. So one should not take into consideration of the order

  2. First, it is the need of the hour that DOP&T should be made accountable to public servents. Their duty is not only issue orders and it the duty of the DOP&T it should be followed. Ministry wise database of cadre should be maintained by DOP&T and it should send reminders to the ministry in frameing the rules. If any file sent to DOP&T means it is delayed. DOP&T should be directed to clear the files within 72 hours of referring to it for advice. The same directions should be given to UPSC and other Ministries. In my office, One file is referred to UPSC in Nov 2013 and the file came with a query in July, 2014. No body is dare to question the UPSC. Due to this individual employees are suffering. It is time for Hon'ble Prime Minister to set a time lines for clearing the files within 72 hours. Otherwise, action should be initiated against the errant government servants.
