LDC-UDC ISSUE: TOWARDS
A FINAL ACTION
Dear friends,
It has been informed you through
our earlier letters that Confederation had decided to conduct a day long Dharna
action at Jantar Mantar Delhi demanding immediate Constitution of 7th
Pay Commission, Merger of 50% DA to Basic Pay, Grant of Interim Relief etc. In the mean time we were eager to take up the
LDC-UDC issue, which have been raising us for the last two years, in a larger
platform and as such representatives of the Union/individual of LDC & UDC
in various Departments were requested to come to the Dharna place of the
Confederation on 9th January 2014. Prior to this, this Association has
published a letter, in response to the comments posted in our web site on the
subject, for discussion and finalization of the line of action to be taken to achieve
the goal. Being a cadre issue Confederation has not been agreeing to
include the LDC-UDC issue in its main charter of demands. But the popularity
gained on the issue due to our efforts for quite some time has become a matter
of attraction and rethinking by the Confederation also. In such a situation the
presence of large number of representative of LDC-UDC in the Dharna would have
been beneficial to impress the Confederation to add the demand in the main
demands of the Confederation.
But, unfortunately, except the representatives of the Association which
have membership of LDC & UDC who attend the Confederation meetings
regularly, no new unit/individual has participated in the programme. And yet, the issue of LDC-UDC have been discussed
in the Dharna as well as the Extended National Executive Meeting on 10/01/2014
as several speakers including Shri M Krishnan, Secretary General Confederation
termed the issue as genuine and pledged to support the fight.
On the issue, Shri M Krishnan has
advised me to prepare seriously for filing a case in the Principle CAT
immediately. He further said that the
Confederation knows genuineness of the demand, but we have to convince the
importance of the issue to the Government. Simply adding this item in the
Confederation Charter will not work at this later stage (at the stage of the
constitution of 7th CPC). Thus, in order to convey the seriousness
of the issue to the 7th CPC also, filing a case in the Court is
essential as the CPC monitor all pending court cases of grievances in its own
importance which ultimately would pave way for a better pay scale for the LDC
& UDCs in the 7th CPC.
In view of the above this
Association is intending to file a case in the Principle CAT Delhi and two
Kolkata based Associations are also interested to join us. In this connection necessary documents are
being collected so that the case may be filed by March 2014.

to fight this genuine issue.

ReplyDeleteIt has seen from the beginning on this issue, my opinion on this issue is only solution is PEN DOWN strike. If all LDC/UDC's are gone for the PEN DOWN strike thought the country, any officer, supervisor category is not able put their initials on even single paper because they are not known that where the files are kept and what was the position of the case without the note or recommendations of LDC/UDC's. Hence, my suggestion to Sri. Pillai Sir is you have to form an union only for LDC/UDC's of our country and the same should be acted separately without joining with any other unions/confederations of the country. So, you are hereby requested to form a union in the name of All India LDC/UDC' s union. All the LDC/UDC's are herby requested to comment on this and give the suggestions to Sri. Pillai Sir. If we are jointly come forward our aim will be achievable or joining other ministerial staff unions/confederations will not give any weightage for our request to consider the any type of benefits from the Govt. side. Even the anomaly Committee Members are not come forward to discuss this matter at appropriate level of Govt. DOPT Etc., even a single comment was not made till today on this issue even the detailed explanations was sent to them by Sri. Pillai Sir. So I hereby humbly request all LDC/UDC of our country to came forward under the leadership of Sri. Pillai Sir and we may form a single union in the name of All India LDC/UDC and request our grievance's through this union under leadership of Sri. Pillai Sir. If are come forward together we may have the right to take up the issues through the appropriate level of Govt. DOPT or we may go for PENDOWN strike like other unions.
ReplyDeleteIt is not only the change of grade pay of the ldc/udc, we have to make the authorities feel the reponsibility of the cadre in shaping up the ministries/department/subordinate offices. In many subordinate offices the udc being the incharges and run the office single handedly. The responsibility lied with the cadre is enormous but the opportunities for higher scales is less. We thank the people who have taken pledge to fight the indifference of the respective pay commission as well as the Government.

I request you sir to take this issue through legal steps...
ReplyDelete1. By filing the case in CAT.
2. By approaching associations of different govt dept i.e railway, MoD etc.to forward the case through there ministries, as we are aware that all associations are not interested in this fight.
All supports will be given timely to achieve our goal.
Dear Pillai, LDC/UDC are like workers they are not having any powers to run the job, and Engineers are administrating the office why union should not be formed and Sir, If at all file a case with CAT, a grade pay for LDC Rs 2400/- and for UDC Rs 4200/- should be asked from the CAT. It is fact that, if LDC/UDC posted with meager salary say Rs 18000/- PM approx in the present market rate to the filed office which are far away from their parent Zone in the Ministry of Defence, they have to beg a loan from others to run their family with old aged parents. Where there is less scope of medical facility posted for LDC/UDC they have to maintain two family establishments from one side and it is huge loss to Govt for paying luggage and TA/DA. It is suggested that they should stop posting upto OS level or payment with grade pay should be increased, otherwise they feel that they should resign the job for such issue.

ReplyDeleteGo ahead for CAT as informed by you above. We are hard working LDCs in the subordinate offices of the central government. one LDC is in the GP of Rs.2400 and another LDC in the GP of Rs.2000, this is not justice for the LDCs.... In our office the GP granted to the staff whose continuous services falls after 01.09.2008 as per old ACP and issued orders in the year 2012 after that and some of the Group-C staff denied the old ACP. This is the gross negligence on the part of the administration by delaying the DoPT, OM issued in the year 2009 for implementation of MACP from 01.09.2008. pl. reply....

ReplyDeleteIn our office ,Ministry of MSME , there are many LDCs/UDCs whose GP is equal to the MTS ,for which the LDCs/UDCs are facing problems physcially and financially, hence we all agree to your decision ,Sir, by filing the case in the cat, at the earliest, i hope we will get justice,looking forward for a reply in this issue at the earliest.

ReplyDeleteSir, it is welcoming decision, we must approach the Hon'ble Court for justice as our demands are very genuine. Nobody paying any heed to our demands, We are financially and morally degraded our morals got down. After the announcement of VI CPC every cadre people got very happy except the LDC/UDCs. We do not know what blunder we done and why we got punished. Nowadays in Admin offices LDC/UDCs are highly qualified, most of them are graduates and post graduates and even technical graduates are there. They are performing their duties with utmost interest and beyond their duties and responsibilities such as they are taking the charges of Cashier, Service book matters, dealing Stationery items, RTI matters, noting & drafting, letter typing, preparing salary bills, computer related works (which is not in RRs).even though without hesitating they are now adays all jobs are doing in computers. some times they need to operate internet related works.
ReplyDeleteso, this is very necessary to upgrade the salary.
I think there is very little hopes. Now grade pay of ldc/udc issue could not be settled before 7th CPC. May be politician or higher paid employees (IAS) are responsible for the delay and denial of justice, but association also equally responsible for delay & denial. Now only option left coming election 2014. Be prepared to gain mental victory over financial.
