Dear friends,
You might
have gone through the Association circular dated 19/04/13, posted on the
Association web site. Now, through this letter I would like to bring you the following
information. All Units are requested to please send their views/doubts if any
to the Association.
Restructuring:
The proposal of the
restructuring in respect of FOD, returned by the Ministry of Finance, has been
sent back to the Ministry with the desired reply. I visited FOD Hqrs thrice
since January 2013. All efforts are being made to pursue the matter at higher
level so that the same may be finalized before the constitution of the 7th
Pay Commission.
The cadre restructuring proposal
in respect of DPD/SDRD is under consideration of DOPT, we expect its early
finalization.
The
cadre review of Hindi Translators of FOD which has been sent to the Ministry
after the desired clarification by the FOD is under consideration of the
Ministry.
Promotion of UDC to Assistant in FOD:
At present around 50 posts of
Assistants are lying vacant. But only 14-16 UDCs are qualified to get promotion
to the post of Assistant as per the provisions of the recruitment rules. But a
proposal, for relaxation of qualifying period sent by the FOD is under
consideration of the Ministry. If the Ministry accepts the proposal, all the
vacant posts of Assistant can be filled up by promotion of UDC. Thus we have to
wait for some more time on the matter.
Promotion
of Assistant to OS
Besides, FOD is willing to
promote the present Assistants to OS in the same grade pay by granting one
increment. It is to be noted that promotion of Assistant to Office
Superintendent has been done in DPD Offices.
Promotion
of Educationally qualified MTS
The
Association has put up a proposal for relaxation of recruitment rules for
giving promotion to educationally qualified MTS.
Grant of
one additional Increment on promotion to the posts of Assistant.
The SSS vide OM No.
12031/06/2010-ISS (Part I) dated 10/06/2010 with the approval of DoPT has
granted fixation of pay to the SOs who have already been granted 3rd
MACP with grade pay Rs. 5400/, subsequent to their promotion to the post of
Assistant director on the ground of change of pay band. Thus the UDCs who have
been granted 2nd ACP with 4200 Grade pay is also entitled for fresh
fixation on their promotion to the post of Assistant. The representation sent on this matter is
under consideration of the DoPT.
Recognition of the Association:
As
regards the recognition of the Association, the Ministry is willing to
recognize the Association in its new form i.e All India Association of Administrative
Staff (Non Gazetted) but reiterated the stand of not including the Assistants
as its members. In this respect I asked
the Deputy Secretary that the 6th Pay Commission has already
recommended the abolition of Administrative posts below GP 4200 and the same is
being implemented gradually and when what will be the shape of JCM in the MoS
& PI in future. The DS could not answer the question because the present
stand of the Ministry is implemented there will not be any JCM machinery in the
Ministry, only in the MoS&PI. In
other Ministries they allowed the employees upto grade pay Rs. 4800 to function
under JCM. Moreover, when the MoS&PI
is willing to recognize the Association in the name of All India Association of
Administrative Staff (Non Gazetted) the Non Gazetted Assistant are not taking
into it.
We have not received any reply
for the latest letter, sent to the Ministry.
Conduct of CEC Meeting
A meeting
of the Central Executive Committee is proposed to be held at Pune on 19th
July to decide whether the Association may be continued in its present form or
separate Associations are required to be formed for Group B & C. Besides,
all the issues facing the Administrative Staff will be discussed in the
meeting.
Since the
FOD has not circulated letter for deduction of annual subscription from the
A/Roll for the last 3 years, only a very
few Units have sent contribution to the Association. Since the Association has
not been recognized in its new name bank accounts could not be operated. Thus an
amount of more than 35000/ has been by me from my pocket to meet the day to day
expenses of the Association for the last 3 years. Now we need funds to meet the expenses of the
CEC meeting at Pune. All units are
therefore requested to please send some contribution to meet the expense to my
personal account No 383702010993007 at UBI Malaviya Nagar-IFSC Code UBINO538370).
The receipt and expenditure of the same will be displayed in Association web
site.
