LDC & UDC ISSUE


Dear friends,

This Association had sent a letter to the Prime Minister of India on 16/04/2010 demanding merger of LDC & UDC posts and granting of Rs. 2800 grade pay. The letter was forwarded by the Prime Minister's Office to DOP&T for necessary action vide PMO ID No. 4/3/2010-PMP4/158890 dated 18/05/2010, a copy of the same was endorsed to this Association also.

            When we have not received any information regarding the initiation taken by the DOP&T on the issue, Shri Pinaki Acharya, Member JCM of the Association has sought information under RTI. DoP&T has informed him that no such application was received by them.

            Since no action was forthcoming until January 2011, the issue was raised in the National Executive Council of the Confederation. The meeting has unanimously passed to take up the issue in the National Anomaly Committee (NAC) and National JCM. Accordingly, the matter was put up in the NAC as an additional item and in the National JCM as well. Since the discussion on the additional items put up in the NAC has not been taken up for discussion so far the issue has not been come up for discussion.

            Meanwhile, Shri A H Lokhande of Jabalpur has sought information under RTI regarding the action taken by the DOP&T on the letter forwarded by the Prime Minister's Office. In reply, the DOP&T has informed that the letter under reference has not been received in the DoP&T. Shri Lokhande had sent an appeal to the appellate authority for which also the DOP&T repeated the earlier reply.

            Aggrieved on the above negative attitude towards the LDCs & UDCs the undersigned has sought information under RTI act from the Prime Minister's office and obtained a copy of the acknowledgement of the  16/04/2010 letter confirming its receipt  at DOP&T.

            Friends, the anti LDC-UDC recommendation of the sixth Pay Commission need to be reviewed. However, the DoPT has not taken up the matter positively. There may not be any difference on the fate of the items put up in the NAC/National JCM on the issue. Thus, a strong and steady campaign to force the Government to think otherwise is needed. Related documents on the correspondence made so far are posted below. An application under RTI, seeking action taken report of the letter is being sent to the DOPT by the undersigned. All friends are requested to take up the issue suitably.

    It has been years and the Government and ourown association is trying to fool us, by repeating the same thing over and over again. Whenever there is need all they do is take up the same letter sent to the PMO and the RTI by Shri. P.Acharya. Please everyone lets take some concrete step for our little demand which would make a very big diference to us poor clerks.

    1. This needs a policy decision from the side of the Government. But the Government is not willing to take decision because of the financial involvement or other technical reasons. The employees have to force the government to take action. A few persons or one or two Associations are not sufficient to keep the fight alive. Or persons sitting in hidden places and writing anonymous comments cannot do anything concrete to solve the problem. This need united action. Our Association has brought the issue in the lime light and forced the Confederation to take up. Accordingly the Confederation has succeeded in putting the issue in the National Anomaly Committee. But the Government is not convening its meeting. For this also the Staff Association has to come forward. But how many staff Associations of the Central Government Employees has raised the issue in its real spirit?.

    2. u r right Mr. Pillai, But something happing wrong from the also staff side/association side. Why not all the Ministrial Staff Association to different Ministry stand one forum? Approx. more over 10 Lakhs LDC/UDC member & family member involve Different Ministry/Depptt. Present Govt. will not do anything without aggresive aggitation! Plz. do something for upgradatin the Grade Pay to LDC/UDC.

  2. very poorly asked Rs.2800/- Gr. Pay for UDC instead of Rs.4200/- by the association. Assciation it self let dawn the morale of UDC and shattered the carrier of UDC. Either Association have no knowledge or shake hand with the Central Govt.

  3. The Grade Pay of an attender is Rs. 1800/- and Grade of LDC is Rs.1900/-. But responsibility of an LDC is more important in Office Work. The 6th Pay Commission has not been considered the valuable labour of LDC/UDC in the Office Work, who are the back bone of Administrative work.
    The Members of 6th PC had not pay any attention on promotional channel of LDC/UDC. In most of the departments an LDC needs 15 to 20 years service for next promotion(example in BRO). In such departments they work upto 80 years of his age they never get 4200/- Grade Pay. After lapse of 4 years the Govt. is not considering the issue of LDC & UDC Grade Pay . So, it is kindly requested to approach Govt. continuously till they are giving 2400/- GP to LDC and atleast 2800/- GP to UDCs.

  4. RESPECTED SIR, ON VIEWING THE COMMENTS MADE BY LDC/UDC 'S ARE GENUINE WE ARE COMPARING WITH SSSTAFF WHO IS EITHER ILLETRATE OR PRIMARY OR MIDDLE STANDARD. ANOTHER WORD WE ARE HAVING MANY TYPES OF WORK AND RESPONSIBILITIES. LIKE SALARY BILL, MEDICAL BILLS, TA BILLS TA ADVANCES, CHILDREN EDUCATION ALLOWANCE, INCOME TAX OF STAFF, OTHER FIRMS AND SUBMISSION OF INCOME TAX RETURNS QUARTERLY/ ANNUALLY, PURCHASES, BILL & CASH , PHYSICAL VERIFICATION, STOCK ENTRY PERMANENT STOCK OR CONSUMABLE STORES, HRD REGISTRATION FEE, SEMINAR/ SYMPOSIUM FOREIGN TOUR/ DOMESTIC TOURS , KEEPING OF DDO CAAH BOOK AND MANY OTHER WORKS ARE TO BE DONE BY THIS CATEGORY STAFF WHO IS ALWAYS IN WORK PRESSURING ANY PENDING WORK TAKEN OVER HIM BY HEART AND MAKING PATIENT OF DEPRESSION. THESE CATEGORY PEOPLE ALWAYS HARRASHING BY SUPERIOR STAFF. THEY FELT THEMSELVES AS UNDERESTIMATE. IN PREVIOUS PAY COMMISSION'S REPORTS TEACHERS ARE EQUALLY BEEN PAID BUT PRESENTLY TEACHERS ARE GETTING A MINIMUM 3600/GP AS 3RD GRADE, AND THEY ARE GETTING MORE FACILITIES OTHER THAN MINISTRIAL STAFF. IN THE STATE OF RAJASTHAN THEY ARE GETTING 3600/ GP INITIALLY THEY IN THE TEHSIL LEVEL AND THEY NEVER BEEN TRNSFFERED OUT SIDE THE TEHSIL OR DISTRICT. THERE ARE STRONG TEACHERS ASSOCIATION. THEY ARE GETTING 9/18 AND 27 YEARS COMPLETION OF SERVICE TIME BOUND PROMOTION. IN THE CENTRAL GOVT. THERE MAANY MINISTRIES AND DEPARTMENTS GIVEN TEHNICAL PERSONS OR SCIENTIFIC STAFFS 5 YEARS ASSESSMENT. THEY ARE GRANTING STUDY LEAVE AND ADVANCE INCREMENT ALSO. WHICH IS SHOWS PARTIALITY WITH OTHER STAFF.NOW IN THE VIEW OF ABOVE FACTS THERE ARE 3600/GP FOR LDC AND 4200/- GP FOR UDC'S MAY BE GRANTED AND TIME BOUND PROMOTION SHOULD BE ADOPTED AND UDC POST MAY BE OBSERVERD/MERGED AND 3 RD PROMOTION SHOULD BE GAZZTTED OFFICER.
