Dear friends,
As you are aware that the issues especially the basic issues faced by the Administrative staff have been brought to the authorities from time to time by this Association but the details of the same could not be communicated thorough letters from quite some time. However, we are maintaining a popular web site with more than 1.3 lakh visitors so far in which common issues of the Ministerial Staff of the Central Government offices as well as the internal correspondence of the Association have been posted.

            It is informed that GS has visited the Ministry and FOD Hqrs during 4th & 5th September and discussed the issues of Administrative staff at various levels.

Recognition of the of the Association.
As per the provisions of CCS (RSA) Rules 1993, same interest group of staff irrespective of their groups viz. group B, C or D can be identified as a distinct category for recognition of Staff Associations. According to which the Ministerial Staff including Assistants had been identified as same interest group and granted recognition in the year 1998. But on the basis of DoPT letter dated 9/3/2009, classifying the Assistants as group B, the MoS & PI has re-identified a distinct category excluding the Assistants vide letter dated 29/10/2009 and asked this Association to remove the Assistants from the member ship. Since the Ministry has already identified the Assistant as same interest group in the year 1998 and granted recognition, the re-identification done by them was not accordance with the CCS (RSA) Rules. Thus we stood firm for the recognition of the entire Administrative staff as a same interest category and passed constitution/resolution at Mumbai General Body Meeting in the month of September 2011. In this respect, even though one senior officer in the Ministry had orally agreed to set aside the distinct group re-identified in the year 2009 and the case was put up in favour, but it has not culminated in its desired result at least for the time being. In this respect we have received 2 letters, addressed to the General Secretary recently from the Ministry and now the case has been put up to the Confederation for taking it up with Department of Personal and Training.

Since this Association enjoys the support of more than 80% Administrative Staff in NSSO and more than 95% in FOD the Ministry cannot close its eyes and ears on our grievances. Thus all issues put up by us are processed timely. All Units are requested to please keep the units active. Also, the Administrative staff including MTS who are not become members of our Association so far, may please be get enrolled in the Association immediately. And the individual consent so filled by them may please be sent to this Association with recommendation of the Unit Secretary.

Restructuring of Administrative Staff:
The proposal of the restructuring in respect of FOD will reach the FA again within two weeks. The GS will visit FA to clear his doubt on the grade pay issue of AO on which the case was returned. As has said in our previous circular that the Association has opposed the reduction of the grade pay of AO from Rs. 4800 to Rs. 4600 on the ground that the FOD Regions are independent Administrative Units and AO is its in-charge. Moreover, AO with Rs. 4800 GP will automatically put on 5400 GP after completion 4 years on the post and the younger generation will get benefit of the same.

The restructuring proposal in respect of DPD/SDRD Administrative Staff has been sent to Ministry of Finance with clarification on the points as sought for approval.

Meeting of the GS with Deputy Secretary
GS met Deputy Secretary on 4th September and he assured as all possible help in solving the problems of the Administrative Staff. Our request for a personal audience with the Secretary is yet to be accepted, however we met the Secretary when he visited Bhopal and gave a memorandum for considering our request.

Combined seniority of LDC & UDC for promotion to the post of Assistant

Through our July 12 Circular you were informed that FOD has considered the request put up by the Association to count the combined seniority of UDC & LDC for promotion to the post of Assistant The recruitment rules of the Assistant with the provision of combined seniority of LDC & UDC is still under consideration of the DoPT. We are sure that the proposal will get acceptance from the DOPT and the same will remove the hurdles on promotion between UDC & Assistant. Once the proposal is accepted it can smoothly get passed for the DPD/SDRD also.
Filling up of the post of Assistant in FOD Offices.

Though there are more than 30 posts of the Assistants are lying vacant in FOD, only a few are qualified for promotion as per the present recruitment rules. Thus Association demanded filling up all vacant posts of Assistants on the basis of combined seniority of LDC & UDC on ad-hoc basis. A formal letter is being sent to the FOD Hqrs on the matter.

Merger of the posts of LDC & UDC & Upgradation of grade pay: 

The minutes of the anomally committee meeting held on 17th July is posted on the Association web site. According to the assurance given by the Government to the Staff Side a seperate meeting would be conducted to discuss the additional anomaly items, the issue of LDC & UDC are placed under additional items. Further, one of our Association members has sought information under RTI regarding the action taken on the letter forwarded by the PM Office on the matter. We feel the reply will reveal the line of action set to be taken on the demand.

Filling up of the post of UDC/LDC:
Association is receiving calls from several units regarding non filling of vacant posts of LDC & UDC at their places. In this respect it is informed that the state capital cadre controlling authority is responsible for filling up of these posts. The posts of UDC are to be filled up by promoting the LDCs from the state seniority list and the vacancies of the LDC are to be filled through SSC directly. If there is inordinate delay in filling the vacancy through SSC these posts can be filled up on contract basis till the SSC provide candidate, as per the guide lines issued by the FOD for the same. Besides, our request to consider the promotion of educationally qualified MTS to the vacant post of LDC as a onetime measure is also under consideration of DoPT.

Restructuring of Hindi Staff:
As you are aware that simultaneously to the sending of restructuring proposal of Administrative staff, the demand of restructuring of Hindi Staff was raised. Accordingly, a proposal for sanction of Hindi Staff in all Regions and creation of the post of Assistant Director at Zonal level was sent for acceptance. A copy of the proposal was circulated through Association e-mail and all members might have seen the same. DPD unit was also asked to raise the issue on the line. Now the case is in its final stage and we expect its immediate acceptance.

As regards parity in the grade pay of the Hindi Staff of Central Secretariat & subordinate staff, while replying the items put up in the National Anomaly Committee, the official side has said that orders for the parity and grade pay for official language personal with the Central Secretariat have already been issued. Wherever, the same is not implemented or different decision taken, the same may be brought to the notice of the Department of Expenditure for appropriate decision.

Filling up of the vacant posts of LDC with MTS as a onetime meassure:

It has come to know that the case is still under consideration of the DoPT. In the mean time the undersigned in the capacity as Organising Secretary of the Confederation of the Central Government Employees and workers has taken up the case of MTS staff in the confederation platform.  As per the present structure no promotional avenues are there for MTS staff despite of the fact that the minimum educational qualification required for the post has been raised from 8th standard to matriculation. The matter will be discussed in the National Anomally Committee/National JCM.

Implementation of the order granting of Rs. 4200 grade pay to 30% UDC in Central Secretariat

The case has been taken up by the Confederation in the National Anomaly Committee as additional item and also put up in the National JCM.

Deduction of annual subscription from the pay roll.

Order for the deduction of individual subscription from the Pay Roll in respect of our Association has not been issued by the FOD since the Department has not taken a final decision on the recognition of the Association in its present structure. Thus the deduction of subscription need not be insisted. In the mean time the GS is facing financial hardship due to non operation of Association Bank Account.

Association Expenditure:

Due to non recognition of the Association in its present structure, we are not in a position to operate the account of the existing Association with the present treasurer. Thus all expenses since the last General Body Meeting spent by me could not be reimbursed. Also the expenditure of the routine correspondence and other expenditure spent by me during the period 1/45/2011 till the General Body meeting is also to be reimbursed.

  1. Respected Sir,

    LDCs and UDCs are the grassroots of all the Central Govt Offices in India. I am quite confident that these employees are the pillars on which stand each and every Central Govt Office.

    But unfortunately, we are being deprived hugely of our Salary Pay Scale, while the Grade Pay of Assistants, Section Officers are respectively 4600/- and 5400/-,the poor LDCs are only getting a paltry Grade Pay of 1900/-! But why? These employees perform the majority of the office works. I would request you to take the matter into consideration and push the appropriate Authorities so that we can get at least some justice.

  2. They will do nothing for the upgradation of LDC and UDC. Neither they are giving MACP on promotional hierarchy nor they give grade pay 4200 to 30 percent UDC or Steno. I think the most important point is that we all should unite and oust Congress from the power so that in future they could not harass the lower rank.

  3. The Grade Pay 2800 should be granted w.e.f 1.1.2006 to all UDC and STENO and Grade Pay 2400 to LDC. The 6th pay commission as done huge injustice with the UDC/STENO and LDC. The up-gradation of UDC/STENO and LDC will wash out all anomalies in the lower rank. I requested that such an order should be issued on priority otherwise we all go with the above mentioned comments published by one of our friends that we all should unite themselves to oust Congress from the power to achieve justice.

  4. Priority to point pertaining to LDC/UDC have been given in all your notings, but it always counts in least priority when it need to be implemented as per planned. The latest proof of that is the striker on your website 'Restructuring of the posts of Administrative staff and Official language staff are under progress. Request for Restructuring of LDC & UDC will be put up after completion of the present one.'.... Sir, merger of LDC and UDC is pending since long, even the before of Six Pay Commission. And the sixth pay commission has also deprived this cadre...
