Sub: Request for a personal audience with the Secretary to apprise him of the most serious problems faced by the Administrative Staff in NSSO Offices.
Sir,
It is humbly brought to the notice of your goodself that the Administrative Staff who have even rendered 35 years or more valuable service in NSSO Offices are retiring with tears on the post of Assistants, who discharge the duties of Administrative Officer without getting equal pay. The administration of NSSO, especially the FOD is doing nothing seriously to address this problem. Proposal of Cadre restructuring is pending in the FOD/Department for the last one & half years. Vacancies of Administrative Staff in FOD are filled with consultants by skipping all rules.
It is also humbly submitted that this Association has been continuously requesting the NSSO/Ministry for the restructuring of the Administrative Staff of the NSSO Offices since long. As a consequence of the continuous efforts of this Association, Ministry of Statistics & Programme Implementation has forwarded our letter dated 14/06/2010 regarding the issue, to all Divisions of NSSO, vide MoS&PI letter No B-12011/1/2010-Ad.III dated 08/07/2010 seeking their comments. In response to this, Data Processing Division and SDRD have sent the proposal containing the recommendation of renaming of office Superintendent and upgradation of grade pay to Rs. 4800/ vide letter No. A-13012/4/2009-CSW dated 23.07.2010 and as a result now the proposal is under consideration of the Finance Ministry.
Unfortunately, NSSO (FOD) could send the proposal only in the month of February 2011 i.e. after a lapse of 7 long months that too after continuous efforts of our Association on the matter. It is learnt that Ministry is yet to finalize the proposal and forward it to DoPT with its recommendations for consideration.
Consequent to the aforesaid lapses the officials who have been promoted to the post of Office Superintendent in the FOD have been reverted to the posts of Assistant vide FOD letter No.A-12026/1/2004-E-III/Vol.I dated 21/29-12/2010. The Non Gazetted Assistants with 4200 grade pay are compelled to discharge the duties of Administrative Officer with 4800 grade pay in the offices of NSSO (FOD) and retire on the post itself. It is to be reiterated that Gazetted Office Superintendents with 4200 grade pay have been discharging the duties of the highly responsible Gazetted post of Administrative Officers in the FOD Offices so far and no action was taken by the NSSO (FOD) Administration, till the Ministry sought comments on the issue. It is evident that unlike in any other Departments, the situation of down gradation of the post of Assistant is warranted because of the reason that the pay scale granted to the Office Superintendents so far was not in conformity with the status and responsibility held them.
In the meantime, FOD vide letter No. A-12034/7/2011-E.III (Vol. I) dated 10/01/2012 asked the Regional Offices to appoint consultants against the vacant posts of LDC, UDC, Stenographer and Assistants even without the direction of the promotion of eligible LDC & UDCs to the post of UDC & Assistants respectively. Interestingly, retired Field Superintending Officers, who occasionally discharge the duties of disbursing officers in addition to their field responsibilities in a few Regions in the absence of Gazetted Office Superintendents, are given preference to get appointed as consultants in the Administrative Offices of the RO. It appears that the FOD is not willing to solve the real problem faced by the Ministerial Staff in Regional Offices where the basic work of data collection is done.
This Association, therefore, proposes to send a delegation for a personal audience with you to apprise you of the most serious problems faced by the Administrative Staff of NSSO Offices. We shall be grateful for a personal audience with you at the earliest.
