Again LDCs of Jawahar Navodaya Vidyalayas

Consider the quality and quantity of work done by us!
Consider the upgradation of Grade Pay to Rs. 2800!!     

Another Important letter received from LDCs of Jawahar Navodaya Vidyalayas is given below:

Respected Sir,

Accept my regards, please. Your contributions towards fight for our right are enormous. Thanks a lot. Sir, I am working as LDC in the pay band Rs.5200/- and GP-Rs.1900/- under the establishment of Jawahar Navodaya Vidyalaya, a fully residential school located in rural area, one in each district of every states of India except in the state of Tamil Nadu under the Ministry of HRD., Govt. of India. In Navodaya Vidyalaya system, the sanctions of Non-Teaching staffs are as follows:
            1.         Office Superintendent                        : 01
            2.         UDC                                       : 01
            3.         LDC                                        : 02
            4.         Store Keeper                           : 01
            5.         Chowkidar                              : 02
            6.         Sweeper cum Chowkidar        : 02
Total strength of students is 560 Nos. (Full capacity).

Out of the above sanction of posts, the posts of Office Supdt. and UDC are lying vacant in most of the Vidyalayas. LDCs are playing a major role in functioning of the Vidyalayas. As a LDC we are performing the following duties:

1.         Daily receipt and dispatch of letters.
2.         Drafting and regular typing of letters.
3.         Checking of mails (e-mail) twice daily (morning and Evening) and sending replies, etc.
4.         Filing of letters to concern file and maintaining near about 150 correspondence files, 50 personal files of staffs, 20 guard files, etc.
5.      Up-keeping of student’s personal files (560 nos. full capacity norms). Issue of letters to parents periodically, warning letters to in-disciplined students, parents, etc.
6.       Sending report to higher authority periodically: 1. Daily Report on Unwanted Incidents, 2. Monthly Students Strength, 3. Staff Position, 4. Monthly Expenditure Statement, 5. CPF/GISLIS, 6. Monthly report on 14 points Safety & Security, 7. Quarterly Progress Report (QPR) to SSA authority, etc.
7.         Up-Keeping Vidyalaya Admission & Withdrawal Register.
8.         Calculation of Income Tax and quarterly filing of Income Tax returns of staffs.
9.     LDCs are also assigned store charges like Bedding Items, Uniforms, Daily Used Items, Mess, Furniture, Stationary, Office Equipments, Hostel Equipments, Water & Electricity, etc. Hence, daily issue of items and maintaining records of each and every item with up-dated Stock Registers.
10.       Up-Keeping of Vidyalaya daily maintenance and repairing works by engaging casual labourers.
11.       Timely Placing of supply orders, receipts of items after duly verification by verification committee (basically teaching staffs and students) and timely issue of items to students as per entitlements and keeping records.
12.       Up-Keeping of Vidyalaya Campus (30 acres norms), beautification, etc by engaging labourers.
13.     Accounting works like maintenance of PI Accounts, Cash Book, Ledger, Processing of bills, Pay Roll, TA bills, MR Bills, etc.
14.       Preparation of Annual Accounts, Budget (RE, BE), Annual Report, Annual Physical Verification of all stores, etc.
15.       Timely Up-Loading of salary of staff in the web portal of Union Bank of India (Samiti tie up).
16.       Perform Escorting duty of students during Sports meet, migration, mini-migration.
17.       Many others miscellaneous works in order to smoothly run the School in the interest of 560 students from its feeding, wearing, lodging, and studying.

Injustice to LDCs and other Non-Teaching Staffs in Navodaya Vidyalayas:


1.         Due to lack of sufficient numbers of MTS as they are being engaged as follows:
            a.         Night duty                                                                  : 01 Chowkidar
            b.         Day gate duty                                                             : 01 Chowkidar
            c.         Sweeping & cleaning of Mess and Academic block  : 01 CCS
            d.         Sweeping & Cleaning of dormitories                         : 01 CCS
the LDCs are worst sufferer as they have to physically arrange all the stores items himself in the store uniformly and issue to each and every students keeping proper records. More over after the implementation of 6th CPC, MTS do not give attention to the call of LDC as they are getting more or equivalent salary. Hence, sometime we feel ourself as not more than a casual labour.
2.         Due to non-sanction of Office Peon Post in JNV, LDC has to perform the duty of peon also.
3.       In all Central Govt. Offices only 05 days works in a week, but we are doing 06 days works from morning 08 a.m. to 5. p.m. in the evening. Even though we are not able to complete our works, hence we have to work in Sunday also to up-date our Registers, filing works etc.
4.        In Navodaya Vidyalaya System, Teaching staff are getting 10% Special Allowances for performing special residential duties in Vidyalaya whereas we the Non-Teaching staffs are deprived from this allowance though we are serving in the same institution. The Teaching Staffs are getting 03 Months Vacation in a year and during this period also they are entitle and getting the Special Allowances 10%, but for what special duty at home during vacation/CCL/EL/ML/PL? and we are not getting even after working whole the day.

5.         As we devote our maximum time to our official works/duties, we unable to look after our children, time to family members, relatives etc. We are also very much sorry that we are not able to attend our parents even during their serious illness/fever or on emergency as we remain always burden with official works. Whereas a same qualification Asstt. Teacher (PRT) of Arunachal Pradesh perform duty from 9 a.m. to 1 p.m. only and draws salary of Pay band Rs.9300/- and Grade pay Rs. 4200/- and gets sufficient time to take care of their family and children.
6.       In Navodaya Vidyalaya System, there are only Type-III and Type-I quarters. As per entitlement LDC are entitle to Type-II quarter but they are being illegally force to accommodate in Type-I quarter.
7.         Ours financial/economic conditions, social status and dignity in office/society declined drastically after the implementation of the 6th CPC. If the concern authority feels that the post of LDC is insignificant, then I would like to appeal the authority to convert our post to MTS by downgrading our grade pay of Rs. 100/-, so that we may also work in peace without any responsibility.

Appeal:

I would like to appeal the concern authority that by considering our quality and quantity of works perform by us and the official responsibility naturally (automatically we are responsible for any delay of reply, misplace/missing of letters, wrong reply of letters, delay of bill payment, wrong payment of bill, arrangements for stay/accommodation of officers/VIPs etc.) assigned to us, the Grade of LDC should be raise to Rs. 2800/-.

  1. Sir, it is apsulately true ward. As a ldc, store keeper are doing a servant of Principal & other navodaya vidyalaya staffs. We doing everything work in office. Please sir, take the necessary action from your end. Being a ldc, i say all of ldc, dont be hasited & dont rest at this time & dont shame to give your opinion to Mr.T.K.R. Pillai to take action emediatly.

  6. All the points mentioned in the letter is genuine. I hope that 7th pay commission will give some relief to all the LDCs and UDCs. Thanks to all who are fighting for our rights, especially Sh TKR Pillai Sir.

I am working in the Ministry of Textiles, Office of the Development Commissioner for Handlooms (Enforcement Section), In this organisation I am working as LDC form 04.11.1996 the LDC post is isolated, I am perfroming all the work of administrative. The deparmtment grant me MACP on 01.09.2008 after completing 11 years and 10 months and grant me Rs. 2000/- GP. I have loss of 1 years and 10 months of pay arrears becasue macp is given to completed 10 years. In ACP scheme two month of shortage of service i.e. my 12 years completed on 03.11.2008 and the ACP scheme up to 31.08.2008. Please give your valuable suggestion to me

    Many thanks for your co-operation and bestveffort for up gradation of Grade pay of LDC which is genuine. I wish to share myself problems that Sir, I am working as a LDC in a Research Centre under Indian Council of Agricultural Research (ICAR/ Autonomous body). I wish to bring your kind notice that the different between my self i.e. LDC and MTS.
    My post: Lower Division Clerk (LDC)
    My Grade pay (LDC): 1900/-
    My Educational Qualification (LDC):
    1. Graduation (Sociology Hons.),
    2. Typing in Hindi & English,
    3. Post Graduate Diploma in Computer Application (PGDCA)

    Works assigned to me (LDC):
    1. Monthly Salary preparation and maintenance of records, files, registers.
    2. GPF accounts and register preparation and maintenance of records.
    3. Income Tax calculation, deduction and records register preparation and record maintenance.
    4. local purchases files and resister maintenance,
    5. Annual Rate Contract files and registers maintenance,
    6. Annual Maintenance Contract files & registers maintenance,
    7. Central stock register and files maintenance,
    8. Assets Resister of institute maintenance.
    9. Disposal files and registers maintenance,
    10. Personal files of officers and staff maintenance
    11. Service book of officers and staff maintenance
    12. Leave records of officers and staff maintenance
    13. Recruitment Cell’s works by maintenance of files, records/ register of cadre strength.
    14. Besides these, others works, typing works, letter drafting, note sheet put up etc as assigned by the senior officers time to time.
    Scope for Promotion of LDC: After completion of 8 regular years of service and the post of UDC is available in Centre, if post is not vacate no scope for promotion.
    MACP of LDC: After completion of 10 years regular service will be get new Grade pay of Rs.2000/- (from Rs.1900/-) by getting benefit of just Rs.100/- after 10 years of service.


    Status of MTS staff of the same office:
    Post: Skilled Support Staff (SSS)
    Grade pay (SSS): 1800/-
    Educational Qualification (SSS):
    1. Class – VIII passed
    2. Knowledge of safai of office, giving tea and drinking water to officers

    Works assigned to me (SSS):
    1. Safai in the Office
    2. Provide tea and drinking water,
    3. Messenger works.

    Request: This is so unjusticed to LDC and it is made for demoralized to all LDC. The Government should make early decision for up gradation of Grade pay of LDC from 1900 to 2800 otherwise. I think, an order should be issued from Government with given a chance to choose option to choose the post of MTS from LDC because the post of MTS is better than LDC.

  10. ECP and Driver are also equally significant post. Payment should be based on "Equal Pay for Equal Work" not on the basis of educational qualification only.

In JNV system, 10% Special Allowance are given to teaching staff for their stay in residential school where as non-teaching staff like me LDC are deprived of this allowance because we are poor and authority can force us to accommodate in Type-I quarter though we are entitle for Type-II quarter and also can make us anything as per their desire. We are really victim of injustice and crulity from our authority.
