MACP ON PROMITIONAL HIERARCHY

The case was heard by the bench throughout the day. Arguments of Government side completed today. It has come to know that Government lawyer argued that MACP is more beneficial than ACP and some evidential documents submitted in support.  The court has posted hearing of the case to continue on 28th November. Thus arguments of staff side will commence on 28th Nov. Meanwhile court has appointed a senior advocate as Amicus curie in the matter.

MACP is never beneficial than ACP.I give people an example.In our department the grade of LDC is RS.1900 if the individual does not get promotion rather gets MACP then he gets first MACP after 10 he gets grade pay of Rs.2000/-now if he gets promotion after 5 years he gets Rs.2400GP but he will not have benefit of increment.Now after completion of 20 yrs.he gets Rs.2800GP after completion of 5 years from the date of 2nd MACP.Now after 30 years he gets RS.4200GP.Aa we all are aware that what is the condition of promotion in sub offices for LDC/UDC. Now If he opts for ACP after 12 yrs. he gets 2400GP and after 24 years RS.4200GP.Now tell how MACP is beneficial as govt. claims.

    1. This not regarding What is beneficial ACP or MACP. The case is regarding about MACP on promotional hierarchy. Government Advocate is try to change the track.

  8. Question is not that whether ACP or MACP is beneficial ? Main issue is MACP is to be given in promotional hierarchy not in grade pay of pay matrix. Juniors got the higher pay scale than their controlling seniors.
    Example available in the National Museum, Ministry of Culture, Government of India---The set up of hierarchy---- Assistant Curator (GP 4200) some of them falls in the
    Feeder Cadre of Research Officer/Production Officer/Museum Education Officer(GP 4600) and some of them falls in the cadre of Deputy Curator (GP 5400) but RO/PO/MEO and Dy Curator are the feeder cadre of Curator (GP 6600). Those Astt.Curators who were for Dy Curator got the GP 5400,6600 & 7600/- where as those who were for RO/PO/MEO got GP 4600,4800 & 5400 due to this MACP.So juniors got GP 7600/- whereas their Seniors got GP 5400/- in stead of GP 7600/-.If the MACP is given to Promotional hierarchy than RO/PO/MEO will also get 4200---1st In 4600/- 2nd in 6600/- and 3rd 7600/- Hence MACP in promotional hierarchy is required & justified.

      I read your comments. Your point of view is abosulutly correct. But, Government is already doing the same thing (In 7th pay commission) which is said by you. Example, In Directorate of Lighthouses and Lightships.

      The following post are in Hierarchy level,(As per 6th the pay commission)
      1.Navigational Assistant G-3 (₹.2400)
      2.Navigational Assistant G-2 (₹.2800)
      3.Navigational Assistant G-1 (₹.4200)
      4.Assistan Engineer (Electronics) (₹.4600)

      After some changes (upgrataion) in 7th pay commission, Navigational Assistant G-1 is getting more salary or Equal to Assistant Engineer.
      Now Juniors of Assistant Engineer is equal or more to him.

      This is irrational.

      This is also approved by Government.

      As well as you have to accept this thing also.

MACP पर दिया गया तर्क ऐसा प्रतित होता है । अँधेर नगरी चौपट राजा। मेरा सरकारी सेवा प्रथम योगदान Rs.2400 Grade pay Promotional Hierarchy after 12 years Rs.4200 Grade Pay. 20.वर्ष होने वाला है । कोई प्रमोशन नहीं Rs.2800/Grade pay मिल रहा है । 20 year's me Rs.4200/_मिलेगा । हमको तो लगता कौन सा कालेज से पढे. है। जो बता रहे है. Beneficial hai.

  13. Good morning Sir. I want to express my opinion on this issued that I joined Govt service on 24 Jul 2001 in the grade of 2400/- for the post of UDC. After completion of 10 years regular service, I was granted MACP-1 in the hierarchy of grade pay 2800/-. Further after completion of eight year of service from the date of grant of MACP-1, i was promoted to the post of Asst in grade of Rs. 4200/-. It revealed that after Competition of 18 years of service in the post of UDC I have been promoted and get grade pay of Rs. 4200/-. Further i want to intimate that I availed ACP so that I would have been granted grade pay of Rs. 4200/- after completion of 12 years ie; on 24 Jul 2013. Therefore, point of the CGC is not correct as ACP scheme is more beneficial that MACP. Regards.

  14. What is the purpose of appointing amicus curiea? What roll he will do in delivering justice? is he a well aware advocate about Government employees problem of service matter and pay anomalies? Whether our advocates explain all grievances on the part of our side? Pl. explain.

  16. In our case, we LIbrary and Information assistant working in diffrent ministries, earlier ACP system( promotional Hierarchy, Ist ACP @ 4600(6500 scale) and IInd ACP 6600( Rs 10000 scale) but in MACP even 3 MACPS 10, 20, after 30years we will reach 4600, 4800 & 5400 respectively)

  17. STA were appointed in 5500 thereafter ACP were 8000 10000 respectively but in case of MACP 4600 4800 5400 see the differences

It is pertinent to point out that in between grade pay occurs in lower cadre only,like 1800 to 1900 and then 2000,2400 and 2800/-.Similarly 4200/to 4600 and then 4800/.But whereas above 5400 it is 6600 and above.Why this anamoly and discrimination against lower cadre employees.Why lower cadre employees should get benefit of Rs.100 or 200/-This point must be looked and explained thoroughly.

  22. What is the position still same grade pay ie leval and stage for who got MCM in 20/05/2003 now my basic 58600/ as CM in 2/05/2018.

  23. First of all sorry for the delayed posting. In my case I have been appointed during the year 1998 in the basic pay of Rs.4000 (GP 2400) and my next promotional hierarchy basic was Rs.6500 (GP 4600). I was eagerly waiting for my completion of 12 years so that i will get ACP, but before that MACP was introduced and after completion of 10 years I was awarded 1st MACP on next immediate GP i.e. GP 2800. See the huge difference between these two GPs. I was badly affected by this in fixation of my salary which was severely affected in 7th CPC also. I am now eagerly waiting for the SC verdict positively so that I can get my eligible benefits.
