CIRCULAR
                                                                                                  Dated – 18.03.2017
To,

            1)   All National Secretariat Members (CHQ Office Bearers)
            2)   Chief Executives of all Affiliated organisations
            3)   General Secretaries of all COCs

Dear Comrades,

1.   16th MARCH 2017 STRIKE – PARTICIPATION OF EMPLOYEES ALL TIME HIGH:

Reports received from Affiliated organisations and COCs and also many field level units shows that the participation of employees in the 16th March 2017 strike was all time high. The reason is obvious that the employees are angry and upset due the totally adamant and negative attitude of the NDA government towards the genuine issues of Central Govt. employees and pensioners and their discontentment was ventilated through the strike as an outburst of their pent up feelings. The response to the strike call was overwhelming and majority of employees suo-moto participated in the strike without any compulsion. This was also quite visible during the 15th December 2016 Parliament March and other agitational programmes including dharna and observance of 6th March 2017 Black Day. (For other details please see the press statement dated 16.03.2017 published in the Confederation website). Confederation National Secretariat congratulates and salutes all the leaders and employees who organized and participated in the strike and made it one of the best organized and best participated historic strike of Central Govt. Employees. Once again it is proved that it is Confederation alone, which is the true representative of entire Central Government employees.

NATIONAL SECRETARIAT MEETING ON 13TH APRIL 2017 WILL DECIDE FUTURE COURSE OF ACTION.
National Secretariat of the Confederation will meet at Delhi on 13.04.2017, as already notified. Secretariat will conduct a detailed review of the strike and decide future course of action. All National Secretariat members are requested to attend the meeting without fail.

CONFEDERATION ALL INDIA TRADE UNION EDUCATION CAMP AT THIRUVANANTHAPURAM ON 06TH & 07THMAY 2017:
As already notified, the All India Trade Union Education Camp of Confederation will be conducted at EMS Academy, Thiruvananthapuram on 6th & 7th May 2017. All affiliated organisations and COCs are one again requested to ensure participation of allotted number of delegates WITHOUT FAIL. Please ensure that travel tickets are booked immediately, if not already booked. (Notice was issued in January itself to facilitate booking of confirmed train tickets, as train reservation starts four months in advance).

Quota allotted to each organisation and COC and other informations relating to the camp are is furnished in the circular attached.

While selecting delegates to the camp, younger generation and ladies may be given maximum representation.

Please intimate the number of delegates attending the camp by email to confederationhq@gmail.com ORmkrishnan6854@gmail.com and also to the Reception Committee.

REMITTANCE OF QUOTA:
Needless to say that for smooth and efficient functioning of an organisation, especially for a vibrant organisation like Confederation, funds is an essential requirement. Unfortunately, many affiliates and COCs are continuously failing in their responsibility to support the Confederation CHQ financially. Available fund has been utilized for Parliament March and strike campaign. Now the financial position is almost NIL. Unless all the affiliates and COCs clear their quota immediately, it will adversely effect the CHQ functioning. All affiliates and COCs are one again requested to clear the quota (Re.1/- per member per year) before 31.03.2017. Please treat it as most important. The amount may be remitted to:

Discussion are in progress for organizing nationwide campaign and agitational programmes against the NPS and outsourcing of Government functions, jointly with All India State Government Employees Federation (AISGEF) and other like-minded organisations. 1. Where is Shri Shiv Gopal Mishra? Where is National JCM now? They said that they will be going for indefinite strike as soon as Pay Commission Gazette was released. Then Govt. ensured to look into the matter. But now nothing has been done by the govt. Then why the so called leaders have become mute spectators? Has there been any deal between the Govt. and the leaders for not to go for strike? Otherwise I don't see any other reasons. RISE UP AND QUESTION YOUR LEADERS.

  2. "The next date of hearing on the upgradation of Grade Pay of LDC in CAT Jabalpur will be decided after submission of the documents sought by the CAT."
WHAT DOES THIS MEAN? IT IS NOT POSSIBLE FOR A COURT TO SAY THAT NEXT DATE OF HEARING WILL BE DECIDED AFTER SUBMISSION OF DOCUMENTS. WHEN WILL THE ANOMALY COMMITTEE SUBMIT THE DOCUMENTS?
HON'BLE PILLAI JI YOU ARE OUR RAY OF HOPE. WE ARE POOR DOWNTRODDEN EMPLOYEES. NO ONE SPEAKS FOR US. PLEASE HELP SIR. PLEASE HELP

  5. We all lost hope. Let us submerge in dark age. No issue. New dawn will come out for our future generations. In comparative scale, we honestly failed to realize with our utmost effort why arguments in court is being delayed. Atleast control hands of administrative ministry should have enought courage to present their sofisticated arguments in front of CAT. Why they are making delay? Government is also policitally viewed and not appointing CAT judges in time. Today in India, in every part of society of lower to middle level economy, delivery of justice is a great concern. Everyone in that category is deprieving from getting justice. Not only Govt emp, all such classes in our society, present scenario is same everywhere. For Mr. Shiv Gopal Mishra, he is fraud person, taking percentaves from political parties to ease their road map by supressing the voices of all Central Government Employees, Otherwise why such type of fraud person holding NJCA post long time in Modi's democratically transparent digital India? The last resort is court. that sector is crying hard for shortage of judges, echoing the voice of Honb'le Justice T.S Thakur. In everyone's view, LDC and other relevant admin staffs are working most hardly in today govt sector with little honour and beggar's remuneration. Even 3-4 years sweepers are taking more wages than them. just calculate on the basis on 7th CPC level 1 and 2, clarity will come out. Every sub office of department's is only 1-2 LDC and few UDC presently. Even public financial management system (PFMS) outsourced accounting work to DDO office dealing hand i.e. LDC or UDC. Accountant are getting erstwhile G.P 2800/- and technical staff in CAG with G.P Rs. 4200/- after 4 years. Only LDC and UDC are losing since long past. Alas! can anyone tell me when CAT Jabalpur will announce the date of hearing? hahahahhahahahahahahah. DOPT? have u any answer? have u honestly any answer? 5 years later or 10 years later? which one? speak honestly. We just want to hear such honest voice of DOPT. Promise we will not demand. Just please speak ur heartiest true desire. Mr. and Mrs. DOPT???????????????????????

  6. Court case is not last solution of today because court sector is profustly blessing for shortage of huge judges. may be in admin cases, court or CAT will tell that solve ur issues by sitting face to face with DOPT just like Ram Mandir issue. Is it Netaji Subhas Chandra Bose's dream India? or Modi's digital merchantalized India? As a tru human being, we also stand with private sector employees for their legal concerns. Lower classes are suffering there just like us. Corruptions in upper caste of Government sector, blames to lower castes by public anger. hahahahahahahahahahah. Am I right dear friends? Am I right Mr. Shiv Gopal Mishra? Ohhhh. I should remember that ur both ears cut. no echo of our true voices. Am I right Mr.? Why u compromising with government? We are against high wages. We are for true comparative wages.

  13. What has Shri SHIV GOPAL MISHRA has to say about the revision of minimum basic pay and fitment formula? Why is that he was going on indefinite strike earlier and now he is not speaking a word when still the scenario is the same. Why the railway department is not planning for strike when the govt has not paid heed to their demands. What is the deal?
