MEETING OF THE STANDING COMMITTEE MEMBERS OF THE JCM NATIONAL COUNCIL (STAFF SIDE) - 13.10.2016.

of the National Council (Staff Side) JCM

Dear Comrades,

I have to inform you that, the meeting under the Chairmanship of Secretary(P) with the Staff Side, National Council JCM, to firm-up
 views of the Staff Side(JCM) on various allowances pertaining to DoP&T and also meeting of the Standing Committee, is scheduled to be held on 13th October 2016 at 3.00 PM in Room No.190, North Block, New Delhi.

Accordingly, it has now been decided to hold Internal Meeting of the Standing Committee Members of the National Council (Staff Side)
 JCM at 11.00 AM on 13th October 2016 in JCM office at 13-C, Ferozshah Road, New Delhi – 110001 to discuss the relating matter.

You are requested to kindly make it convenient to attend the said meeting on the date and time mentioned above.

  2. No promotional MACP. Gopal misra MURDABAD, Krishnan MURDABAD, Pillai MURDABAD. ALL CHEATED THE POOR GOVT SERVANTS. THEY HAVE NOT EVEN PUT IN THE CHARTER OF DEMANDS.THEY ARE BEHIND SENIOR OFFICERS. SHAME SHAME SHAME

  5. Kind Attention to the respectful National JCM members,

    So far, almost all the National JCM members including the Staff side Secretary and many at bureaucratic levels interpreted the pay commission report on MACP and its acceptance as in promotional hierarchy only; and it was a solace to the most depriving cadres under Govt of India. Staff side Secretarys' clarification is available in black and white too. The blogspot of COC had also interpreted likewise, without ambiguity.
    However, the non-response or lukewarm response of few of the National JCM members on the DoPT order dt 27/28th Sept on the MACP (which is a blatant violation of fundamental rights and further seizure of the existing privileges), puts them under cloud!
Apparently, it seems, the priority of these leaders has become the ‘Very Good’ factor only (due to the crab culture?), deviating from the core issue.

    The Seventh CPC, clarified in its report that it has modified the existing MACP to have more gain or progression. Following are such few lines (and also to recall the attention of all JCM members again);-
    In the report para 1.19 “ The MACP scheme has been further modified. It is expected that the present formulation will address the widespread dissatisfaction prevailing in the earlier system, in which the gain or progression through the MACP was considered inadequate.” Further, in the proceeding para 4.1.17, it is re-emphasised.
    Further in para 5.1.12 e, the CPC discussed in detail and duly acknowledged the reasons for dissatisfaction and shortcomings also due to the GP hierarchy progression.
    In 5.1.21 it defined “The pay matrix comprises two dimensions. It has a “horizontal range” in which each level corresponds to a ‘functional role in the hierarchy’ (given in bold letters)....”
    (Thus the level is defined as ‘functional role in the hierarchy’ clarified the 'hierarchy' in line with the dictionary meaning and it has not mentioned anywhere in the report that it is in the hierarchy of levels of the matrix table.
    
Further, it stated in para 5.1.23 “When the employee receives a promotion or a non-functional financial upgrade, he/she progresses one level ahead on the horizontal range.”
    (Here also it is clear that the levels as next functional role; as in promotion, it is not always to the next level in the pay matrix)
    In para 5.1.24, again it states that “…an employee who does not have any promotional prospects in his cadre will be able to traverse through at least three levels (given in bold letters) solely by means of assured financial progression or MACP, assuming a career span of 30 years or more.”
    (While it is ‘at least three levels’, it clearly states that there is possibility of more than three level traversing in pay matrix even 'solely' as per MACP)
    All the above points are preceding to the original recommendation on MACP in para 5.1.44 and 5.1.45 only and hence 'basis'
    Para 5.1.44…..”In the new Pay matrix, the employees will move to the immediate next level in the hierarchy. Fixation of pay will follow the same principle as that for a regular promotion in the pay matrix”
    (‘in the hierarchy’ is important. And this ‘level’ is defined already as ‘functional role in the hierarchy’. Thepromotion and MACP are discussed always together).
    Now also cadres like JEs of CPWD, retire just after one promotion (85%) are forced to retire even after 38+ years of service. Under the new scheme, one will not reach to the pay level of the second promotion under even the 'modified MACP' in their life with '3 promotions'; whereas it was available after 24 years under ACP!
    The JCM has got a larger role to restore the privileges existed and benefits to hundreds such small cadres (many of such cadres does not have any JCM members to represent).
    If the National JCM leaders does not take it in the right manner and spirit, the time will not forgive them and may prove few allegations surfaced against few as genuine? We are already very much upset on leaving this issue by them in half way last time.

  7. what about increase in fitment factor.. Ab sab bhool gaye kya?? Railways had decided to go on strike.. Now there seems to be a good deal between National JCM and Govt. due to which leaders at N JCM seem to forgotten and have kept silence on this issue.
