Dear friends,
You are aware that I am retiring from
Government service on 31/10/2016. During last one year I was not in a position to
involve frequent intervention on the matters related to the Administrative
Staff due to ill health and as such the desired interference could not be made
in the cadre restructuring of Administrative Staff of FOD. I feel you will also
agree that the state of Ministerial Staff of FOD improved since the formation
of this Association in the year 1993. However, utmost efforts should be made
for immediate finalization of cadre restructuring.
Conduct
of General Body Meeting/Handing over of the charge to a new committee:
Since my retirement is nearing the
General Body Meeting to elect a new committee is to be conducted immediately. A proposal for conducting the meeting in the
month of August 2016 has been received. I think, 1st-2nd
week of August will be suitable for the conduct of General Body Meeting. The
date will finally be decided in consultation with CEC members. All
units are requested to be ready to send representative to the Meeting. The
venue will be either Bhopal or Jabalpur.
LDC/MACP
Cases:
We have initiated action on these
issues, which later become popular among the entirety of central Government
employees. As a result, 7th Pay Commission has recommended abolition
of the posts of LDC and on the issue of MACP monitory loss faced due to grant
of immediate next grade pay has been solved. As regards grant of MACP on
promotional hierarchy from 01/0892008, the case is under consideration of
Supreme Court and the next hearing is on 01/07/2016. On the other hand we
persuaded the National JCM to demand upgradation of all LDC to the post of UDC
in the wake of recommendation of 7th CPC to abolish the post of LDC.
Indefinite
strike called by the National JCM in protest against the Government’s negative
attitude towards a negotiated settlement in the 7th CPC
recommendation.
You are aware that National JCM, the
apex body of the staff side, which includes the employees of Railway’s, Defense
and other Central Government Organisation, has submitted the deficiencies in
the 7th Pay Commission report on 10/12/2015 and demanded to settle
it while finalizing the pay Commission report. To give more time to the
empowered committee to settle down the issue by bilateral discussion, NJCA had
deferred the strike called in the month of April 2016. But despite of repeated
persuasion, Government is not bothered to settle it through bilateral
discussion. In this context, the meeting of the NJCA held on 3rd
June 2016 has decided to go indefinite strike from 11 July 2016 for which
strike notice is to be issued on 09/06/2016. Since this strike is called by the
NJCA, our Association should join it. A decision will be taken in a circulation
meeting among the CEC members, and the position will be intimated later. The demands of JCM, in respect of 7th
CPC, is attached. And the detailed charter of demands is posted in Association
web site on 03/06/2016.
All Units are requested to activate
Administrative staff at their place to make the Association more active.

aaj saskari karyala me Govt. employee ke saath Contract workers kaam karte hai jis karan Ek LDC ko pura section ki jimmedari uthani padti hai kyu ki sennior to hai nahi kewal yaha Superior Decision maker hote hai.
ReplyDeletei m agree with rabindra ji. i am also facing this problem and feel harass. we get meagre salary but work load is as like an ass loaded with a heavy load
ReplyDeleteCadre restructuring of Survey of India is pending from 2004 in-spite of so many correspondence between administration & association. Ministerial cadre of the department are worst sufferer. Scales of Assistant & Office Suptdg are same & on promotion No financial benefits avail by a O.S.
