CONFEDERATION’S NATIONWIDE AGITATIONAL PROGRAMME

MAKE IT A GRAND SUCCESS

Phase I – 11.09.2014 – Protest Demonstration at all important places and submission of Memorandum to Cabinet Secretary and all Departmental Heads

NB: copy to the Memorandum, Charter of Demands and explanatory notes on Charter of Demands will be exhibited in the website on 10.09.2014.

Phase – II – 19.09.2014 – Nationwide Day Long Mass Dharna at all important centres.

Phase – III – 25.09.2014 -  Mass Dharna at Jantar Mantar, New Delhi

Following are the Demands: -

1.      Merger of DA with pay for all employees w.e.f. 01.01.2014 including Gramin Dak Sewaks and Pensioners.
2.      Grant of Interim Relief to all employees including Gramin Dak Sewaks and Pensioners.
3.      Inclusion of Gramin Dak Sewaks under the purview of 7th Central Pay Commission
4.      Scrap PFRDA Act and grant statutory defined pension to all including those appointed on or after 01.01.2004.
5.      Date of effect of 7th CPC recommendation should be 01.01.2014.
6.      Regularisation and Revision of wages of casual labourers and contract workers.
7.      Removal of 5% condition for compassionate appointment.
8.      Fill up all vacant post and creation of New Post wherever justified.
9.      Stop Downsizing, Outsourcing, Contractorisation and Privatisation of Government function.
10.  Grant productivity Linked Bonus to all without ceiling; Compute bonus as weighted average of PLB for those not covered by PLB agreement.
11.  Revise OTA and NDA and implement arbitration awards.
12.  Settle all pending anomalies of 5th and 6th Pay Commission.

All CHQ office bearers, General Secretaries of State C-O-Cs, Chief Executives of all affiliates and Branch/District/Divisional Secretaries are requested to mobilize maximum employees in the above programme.

    Many thanks for your co-operation and effort for up gradation the Grade pay of LDC which is genuine and necessary. I am working as a LDC in a Research Centre under Indian Council of Agricultural Research (ICAR/ Autonomous body under DARE, Ministry of Agriculture).
    I wish to bring your kind notice that the different between my self (LDC) and a Sweeper (MTS) staff in the same office.

    Lower Division Clerk (LDC):

    Grade pay: 1900/-

    Educational qualification:
    1. Graduation (Sociology Hons.),
    2. Typing in Hindi & English,
    3. Post Graduate Diploma in Computer Application (PGDCA)
    Works assigned:
    1. Monthly Salary preparation and maintenance of records, files, registers.
    2. GPF accounts and register preparation and maintenance of records.
    3. Income Tax calculation, deduction and records register preparation & maint.
    4. Local & Foreign purchases files and resister maintenance,
    5. Annual Rate Contract files and registers maintenance,
    6. Annual Maintenance Contract files & registers maintenance,
    7. Central stock registers and files maintenance and handling items in stock etc.
    8. Assets Resister of institute maintenance.
    9. Disposal files and registers maintenance,
    10. Personal files of officers and staff maintenance
    11. Service book of officers and staff maintenance
    12. Leave records of officers and staff maintenance
    13. Recruitment Cell’s works by maint.of files, records/ register of cadre strength.
    14. Besides these, others works, typing works, letter drafting, note sheet put up
    etc. as assigned by the senior officers time to time.

    Scope for Promotion:
    After completion of 8 years of regular service, if the post of UDC is available and vacant in Centre, otherwise no scope for promotion.

    MACP:
    After completion of 10 years regular service will be get next higher Grade pay of Rs.2000/- (from Rs.1900/-) by getting benefit just Rs.100/- after 10 years of regular service.






    Sweeper (MTS staff):

    Grade pay: 1800/- some are getting 2000/-

    Educational Qualification:
    1. Class – VI passed
    2. Knowledge of safai of office, giving tea and drinking water to officers

    Works assigned:
    1. Safai in Office
    2. Provide tea and drinking water,
    3. Messenger works.





    Appeal:
    This is so unjusticed to LDC. The Government should make early decision for up gradation of Grade pay of LDC from 1900 to 2800 otherwise. I think, an order should be issued from Government with given a chance to choose option to choose the post of MTS from LDC because the post of MTS is better than LDC.
