Most probably, ours is the first Association which have pointed out the deficiencies in the MACP Scheme. We had raised the issue in the National Council Meeting of the Confederation of Central Government Employees & Workers in the month of December 2009 and later in the National Executive Meeting of the Confederation on 18/1/2010. Then, Com. K.K.N. Kutty, Secretary General of the Confederation had informed the CEC that majority of the Departments participating in the National Anomaly Committee are not interested in the introduction of hierarchy basis ACP and that is why the Confederation faced problems in putting up the matter effectively. But our General Secretary who attended the Confederation CEC in the capacity of National Organising Secretary supported by some other leaders has strongly pleaded for continuation of the hierarchy for the grant of 3 ACP under MACP.
Due to the continous efforts of the Confederation, now the DOPT vide OM dated 3/5/10 has ordered to constitute a Joint Committee to examine the Anomalies pertaining to the MACP. Com. S.K. Vyas, President of the Confederation of Central Government Employees have been nominated as Staff side Committee Member.
We are sure, the Confederation will success to impress the Joint Committee the need of change of the rules of the MACP as regards the granting of MACP to the next higher grade etc.
