LDC/UDC issue- Our submission to 7th CPC

Dear friends,

For the last two years, this Association has been at work for the upgradation of Grade Pay of LDC & UDC in Central Government Offices. During the course, we have received enormous support from various corners which include the support of several popular web sites viz. Central Government Employees News, gconnect.in etc. Meanwhile we have filed a case in the CAT Jabalpur for the upgradation of Grade Pay of LDC from Rs. 1900 to Rs. 2400; the next date of hearing is fixed as 30/06/2014.

Similarly, we have decided to raise the demands of Administrative Staff, whose genuine demands have been ignored by the successive Pay Commissions, with 7th CPC in a fitting manner and sent reply of the questionnaire with a very positive approach. Now we are going to put up a Memorandum to the 7th CPC wherein  upgradation of Grade Pay of LDC from Rs. 1900 to Rs. 2400, UDC/Steno II from Rs. 2400  to Rs. 4200, Assistant/Steno I from Rs. 4200 to Rs. 4600 and Administrative Officer to Rs. 5400 demanded. Besides, demands of higher Grade Pay for Hindi staff in subordinate offices in view of various court orders is being submitted to the 7th CPC. Moreover, upgradation of Grade pay of the MTS working as Office peon from Rs.1800 to Rs. 2000/ is demanded.

Will the 7th CPC fulfil the demands of LDCs and UDCs?

For a number of years now, especially after the 6th CPC, the problems faced by LDCs and UDCs have started gaining prominence. The unity and sense of purpose among them makes them look all set for the kind of victory that Pharmacists had. Common sense of purpose, unity and dedication sure make success possible!

In order to decrease the number of grades, the 6th Pay Commission combined all the different grades between Grade Pay 1300 to Grade Pay 1800 into a single grade – Grade Pay 1800, thereby wiping out the entire Group ‘D’. As a result, everybody became Group ‘C’ employees. Even those who lacked the minimum education levels, illiterates and everybody else were lumped into Group ‘C’. Their Grade Pay was also raised to Rs. 1800. But, at the same time, employees working as LDCs, who have a minimum educational qualification of Class XII and also possess some technical education, were not given any upgrading. Instead, they now had to share their grade with lesser-qualified former Grade ‘D’ employees.

The next huge trouble originated from the MACP. Those who didn’t get any promotion for years are given career up-gradations through MACP. LDCs who didn’t get any promotions for more than 10 years were given their next grade pay, from Rs. 1900, their pay rose to Rs. 2000. The increase of mere Rs. 100 turned out to be a huge disappointment to many. Similarly, those with Grade Pay 2400 were hoping for a jump to Grade Pay 4200, but were instead forced to upgrade with only Grade Pay 2800 as per MACP rules. That anger kept seething too, because the different is 1400.

The most important demand of the LDCs and UDCs is to upgrade the current Pay Scale-Grade Pay.

Grades are decided based on the educational qualification of the employees. An LDC possesses a minimum educational qualification of Class XII and also has some technical qualifications. The basic salary of an LDC is just Rs. 1900 + 5830 = Rs. 7730.00. They want it revised to Rs. 2400 + 7510 = Rs. 9910.

The big question is – will the 7th CPC grant this demand?

  2. Dear Pillai Sir,
    LDC Grade Pay should be Rs.2400 according to the Educational Qualification of Higher Secondary/12th Pass and UDC Grade Pay should be Rs.2800/- because the Govt. has already created a new post of UDC (NFSG) for UDC with 5 years of Service and given a Grade Pay of Rs.4200/-. Hence, in my opinion, Fresh UDC Grade Pay should be Rs.2800/-. Let the Grade Pay of MTS be Rs.1800/- or Rs.1900/-.

    1. LDC's Grade pay is OK. As regards UDC, Govt. has already created NFSG for Central Secretariat and the benefit of the same has not been given to UDCs of subordinate Offices. UDCs of central Secretariat has been granted NFSG due to the only reason that they are working in Central Secretariat. UDCs of subordinate offices discharge duties/responsibilities worth to do by an Assistant in Central Secretariat and are responsible for the smooth functioning of the office. Thus in the new pay structure and replacement scale of Rs. 4200 Grade pay to UDCs of subordinate offices is a justified demand.

As per constitution of Indian Article 14, the state shall not deny to any person equality before the law or the equal protection of the laws within the territory of India and Article 39(d) mentioned that there is equal pay for equal work for both men and women. According to these articles, the pay and grade of LDC,UDC,Assisrat should be equal. Please take up

  6. I am a JE in MES was going through this website in search of policies. I just want to state that the clerical cadre are one of the most hardworking employees in MES. They must be given their deserving pay. Apart from duties they are also posted in field areas. On the other hand industrial personnel are enjoying almost similar pay with no posting transfer and no responsibilities. Most of their duties are done by contractual labours. An electrician and an Office Superintendent are drawing same pay. The grade pay of Industrial Personnel was upgraded from 1300/- to 1650/- and then 1800/-. The only reason they stopped at 1800/- was because it would exceed the poor LDC's grade pay. Really ridiculous.

    With Kind request, In every department the role of Clerical staff is very important and backbone to the departments. The clerical duty is starts from receipt of a letter and ends with addressing reply to the letter, but no one is not understanding their pain and their hard work in between the action. Therefore I very humbly request the All India Administrative Staff Association for demanding the Grad Pay for LDC to 2400/- and UDC for 4200/- as per 6th CPC recommendations and accordingly reviewed to 7th CPC. - A.   8. As on today the charter of duties of LDCs are entirely different from what is inscribed in records since 1947. Everything has changed , right from computers to operating the internet. But the blind govt. cannot give justice. A chowkidar khansama, a driver all are drawing same pay as LDC and this parity in pay shall remain upto their retirement. Moreover the required qualification for these posts is 10th only whereas qualification for LDC is 12th. As if these anomalies were not enough I would like to bring out one more. A postman (10th pass eligibility) is given grade of Rs 2000/-

  10. Many MES clerical staff is spotted on this website. Seems like their association is not efficient enough or is not taking adequate care of all members. Anyway our president is the best and we have full confidence that we will win the LDCs court case for us and are fellow colleagues of other departments too who have been supporting the cause. I thank each and every person who has raised a voice against this anomaly.

LDC is in Delhi District Courts get Grade pay of Rs. 2,800/- & rest of the LDC in other Deptt. get only Rs. 1,900/- both have the same qualification, same work accept more leaves given to LDC deputed in Hon'ble Courts. Therefore I very humbly requested to Hon'ble Secretary, All India Administrative Staff Association kindly consider this point in the court matter please.
