LDC & UDC ISSUE- LATEST POSITION
Dear friends,
We have been receiving phone calls,
e-mail & SMS frequently to enquire the latest position of the upgradation
of grade pay of LDC & UDC. As you are aware that according to the direction
received from the DoPT we have sent the case to Department of Expenditure.
Moreover, according to our request Confederation of Central Government
Employees & Workers has written a letter to the Secretary, Department of
Expenditure on the subject.
We expect a reply from the
Department of Expenditure. But we do not expect the said reply would be a
positive one in the wake of the Government’s move to refer all anomaly cases to
7th CPC. It is to be noted that the staff side in their draft terms
of reference has also demanded 7th CPC to settle the anomalies raised in various fora of JCM. The case of LDC
& UDC is pending in the National Anomaly Committee.
In case we are not receiving a reply
by 15th December 2013 we will seek the action taken report from the
Department of Expenditure under RTI Act.
Several of our friends belonging to various Ministries/Departments informed me that they are willing to conduct
a strike /pen down action to sent a message to the Government regarding the seriousness of the issue. But the fact is that for a strike action a common organization/ Federation
representing the Ministerial Staff/LDC & UDC of all Departments of
Government of India is required which is not available at present and as such a
common strike action or a pen down strike would not be practical. Somebody has
suggested that if the Department of Expenditure disagrees to consider the case
then the Association should refer the case to the UPA Chair Person. This can
also be done but any definite result cannot be expected. But majority of our
friends have the opinion to file a case in the Principle CAT in case the
Department of Expenditure disagrees to consider the case. Most of them were
assured financial support in this respect.
As
regards the grant of MACP on hierarchical grade pay and dismissal of the SLP
filed by the Government by the Supreme Court, detailed information has already been published elsewhere in this web site. And the matter can be reviewed in the light of the impending decision of the High Court on the
case filed by the employees of Defense Department.

ReplyDeleteSir, the move unto the legitimacy of LDC-UDC by your Association is praiseworthy. It is the Association which works like our mother do. Ceaselessly, effortless in perennial way. Indeed it must be praised. But who is UPA Chairperson (do't consider any personal hate or rivalry please ) in this context. This continuous movement has been upon Law of the Land citing the Anomaly arose out of implementation of 6th CPC since Sep 2008 (rather 01.01.2006) and it is justified. Why begging and begging is on and on and on ? You are very much requested to move the Case to the Supreme Court if feasible. Move forward, start procedure for raising funds for the purpose, open a legitimate Bank A/c for our generous contribution towards it and start to litigate the matter. Don't beg any more. Think Apex, and move to the Apex Court. Be a voice not an echo please.

ReplyDeleteBharat varsh ke tamam LDC UDC aur unke ke pariwar aapko ish prayash ke liye dhanyabad de raha hai aur ishwar se prathna karta hai ki aapko safalta de. Sabhi apse aur sarkar se aas lagaye hue hai, yadi LDC UDC ka grade pay 2400 2800 mil jata hai to lakho pariwar apko duwa degi.

ReplyDeleteEnough of pleading with this govt and its premier establishments in Delhi, It looks like govt doesn't have any eye to rectify the anomalies instead it is plastering its own wounds of ineffectiveness.Sir when employees of other states have gone to court on this issue and got their right ,why shouldn't we go on with this ineffective govt pleading ,instead v should choose the door of CAT ,where we shall get our peace and fruit of justice

Sir, before 7th cpc we want our grade pay upgradation. At least plz help poor ldc. I think after 7th cpc the govt can merge the post, but we willnt be financially benifited. If we get 2400 gp for ldc our pay changes to 7510 as a result our basic pay becomes 9910. So please sir, we want our grade pay after 7th cpc

ReplyDeleteWith due regard, I would like to keep my views in the same line as one of our friend Abhijit has given. Yes, after such a marathon of representation I don't think Dept. of Expenditure is going to give any fruitful comments on the matter of upgradation of Pays of LDC and UDC rather we have only one option left to approach the Hon'ble Court. Pillai Sir u have tired your best applying each and every method to the deaf people. Its a fight let put our legitimate demand before the CAT and give DOPT an opportunity to explain their side, which they have not done so far. If RTI's or representations are not giving results then be prepare for the ultimate fight .Our friend Abhijit has given a right suggestion to open an account to collect fund for bringing this holy fight to its destiny.
