It has been seen in the past that a pay scale became its 10 times in next third pay commission e.g. the pay scale of Rd 550-900 of 3rd pay commission became Rs 5500-9000 in fifth pay commission.So the multiplication factor required this time should be 3.17 in order to get fare revision. There was an E.B.in old pay scales which was to be crossed after 10-15 years of service.That was abolished by 6 CPC Now the bench mark very good for annual increment is not justified.It will demoralize the honest and hard working government servants.We should not accept it at any cost.Already there is an OM of DOPT according to which the bench mark for MACP may not be higher than needed for promotion.Kpsingh Dehradun
