LDC-UDC ISSUE: 
(Case filed by the All India Association of Administrative Staff (NG) MoS&PI & Anr at CAT Jabalpur)


Government in its counter affidavit had submitted the court that the case is under consideration of anomaly committee. According to information received, the CAT directed the Government to place details of the case referred and the decision of the anomaly committee. The reply filed by the Government will consider a two judge bench.

  1. I do not understand why TPT of LDC & MTS will be multiple by 1.5 when they posted from other cities to X class cities and rest will be multiple by 2. Please clarify.

  2. No hope. There are so many anomalies in the 7 the pay commission. We should forget it now with god. Thanks Pillai Sir for your efforts.

    My few comments regarding 7 th pay commission :
    This pay commission is totally harassment of lower level government employee as there is only 4-5 thousand increase in total salary after 10 years withou salary. However the upper level officers will get the increase of 25-30 thousand this huge gap between junior and senior employee is not justified. The Member of pay panel should think about it. Similarly the HRA is being paid with the basis pay which also not justified as those who are residing in government accommodation will have to pay huge amonunt of HRA with the same accommodation e.g. if both husband and wife are working in government department they will have to pay both 24 % of HRA of their basis pay i.e. if their basic pay is 40 thousand earh they will have to pay the HRA around 20 thousand withou license fee etc. Presently they are paying around 10 thousand this is a huge loss to both working central government emplyee at lower level. Similarly at upper level suppose an employee is getting 2 lack of basic pay and both husband and wife are woring in government sector they will have to pay double HRA. They will have to pay 2lakh + 2 laky x 24 % = 96000/- ninty six thoursand for the same accommodation for which they are prsently paying only 30 to 40 thousand. There are many more anomalies in this pay commission and needs review. Kinldy share this with your friends.

    1. If you are government servant you should understand the above clarification given regarding minimum increase in the salary of lower level staff and huge deduction in Hours Rent Allowance. There is no need to clarify. Please understand that lower level government servant are most sufferer in the 6th Pay commission and now in the 7th Pay Commission. You please understand this. I hope you will understand now if not kindly reply after calculation of your pay with 7th pay commission matrix.

  8. These associations, confederations, National JCM are useless. Why National JCM is not pressing for anomalies of 6th CPC. It has no interest in grievances of the employees. Now, you see the fate 7th CPC Notification. If i am right, this notification may not come before 12th Aug, 2016 because parliament session is upto 12.08.2016. Govt. can not face resentment of the employees in the parliament session because opposition parties will definitely rally behind the employees.

  15. I think this is the best time for all LDC UDC go to hunger strike at Jantar Mantar to protest our genuine right.
    Because we are the suffering cadre in administration we do 90% work and get salary too less than other cadre.

    This is too embarrassing when our office MTS get more than us.

  20. CPC's never ending motive of bargaining with the pay of LDCs & UDCs is sadly ridiculous. Their pay structure was/is always used as an instrument to appease the lower ranks tactically. In 6cpc, when all group D were merged and placed with GP 1800 (Rs. 100 less than the GP of LDC), the GoI and CPC were successful in hallucinating the erstwhile Group D categories. The pay of LDC is always pledge as a stabiliser while constituting a financial decision. Why???
    Ironically, the most important tasks of every pay commission is to conclude the pay of lower ranks on comparison made with the pay of LDCs. This simply shows how justice is interpreted in our INCREDIBLE India. Can't the CPCs present other suitable excuses to appease other
    ranks?
    The LDCs and UDCs need appropriate pay too. It is not understood on what basis our pay is actually fixed so far. (*Works/Jobs: We work heavier than DEOs, no doubt. *Responsibilities: All offices' responsibilities shouldered without hesitation.) In fact, it is not due to India's uncontrolled extreme unemployment, but to the humble hope we cherished for a positive move from the CPC or GoI, silence are kept till date. We believed that our plight and grievances will be considered by OUR government. After all, whose government are they??

    The GoI and CPCs need to retrospect our hardships and responsibilities. We need our pay to be fixed according to our tasks. Obviously, inspite of all such negligences and step-motherly treatment, we hold fast to our allegiance and are still ready to handle every complicated issues or jobs. Offices must move on, of course! The sacrificial acceptance to any extra works for the sake of smooth-functioning of offices is our sincere obligations.

    Technically, we could not spare our time to leave our duties/responsibilities and chant slogans on the road. That's our weakness. And here it is vehemently misinterpreted and our genuine issues are diverted. We are paid to survive only. We need to live too. We kept on tolerating the widely differences between works and pay. Now, positive response from the concern authority for our humble efforts is pertinent and undeniable. When we are available for duty 24/7, we need our status/dignity be maintained proportionately with our AVAILABILITY. We badly need a motivation! God help!

  22. This is the biggest anomaly of the 6th pay commission yet no one is worried about it. If this had been in industrial or officer cadre there would have been huge demonstrations held. But poor LDCs cannot go on strike. Further the associations to which they belong to, the office bearers are of higher designation therefore they also do not give heed to grievances. If all this was not enough some are playing with their emotions by giving false hope. No one wants to represents the case vehemently. Altogether the state of LDCs in central government is pathetic.

  23. Jab bhi clerk ki baat aati h to sab mje lene lagte h. Ab to court ne bhi mje le liye. Kuch nhi ho sakta hum clerk logo ka. Ye sab ab ek khel ho gya h or sab hamare saath khel rhe h...Huge demonstration, strike is required by us. Leader do something and circulate strike notice for clerks rights....We r ready to fight for our demand. Kuch kaam nhi hona chahiye govt ke dept me. Kaam hum kre or ladoo/fal kisi or KO mile...unjustic

  26. In the Government when LDC is posted in any department, he gets only LDC Pay but he works in any seat like cashier, UDC and assistant works and he never say no of that work.

  27. LDC -UDC Grade Pay Issue is continuing since the last 10 years. But No action is taken and no consideration is given for LDC & UDCs. From the employment News of February 2017 , I came to know that the Grade pay of COOK in the Base Post Office is also 1900/- which is equal to an LDC.The main problem is that No one is hearing the Issues of LDCs and No LDC are bothered about their Grade also. All of us should wake up.. and fight for our right..
