Parity in pay scales of the Ministerial and Stenographers

                     between Field and Secretariat offices; regarding

Comrade,

       Vide para 3.1.10, Page No.162 of 6th CPC Report  (regarding Amalgamation of Central Secretariat and Stenographers’ Cadres), the 6th CPC has noticed that no justification exists for maintaining a distinct Stenoraphers’ cadre in any Government offices.  Keeping this objective in view where the Secretariat and Stenographers’ cadres would stand merged in future, there is a need for ensuring full parity between these two cadres right from this stage.

       In the case of Stenographers cadre, the posts of Stenographers Grade II and Grade I in the existing scales of Rs.4500-7000/-, Rs.5000-8000/-,  and Rs.5500-9000/- will, therefore stand merged and be placed in the higher pay scale of Rs.6500-10,500/-.

Pay structure - Central Secretariat as recommended by 6th CPC:

Central Secretariat Stenographer service - pay structure of various levels:

      The above is the pay structure of Central Secretariat Stenographers’ Service   revised as per 6th Central CPC.

      Now the latest development is that as per Ministry of Expenditure Order No. 1/1/2008-IC dated 16.11.2009 endorsed by Department of Personnel and Training letter No. 7/7/2008-C.S.I (A) dated 21.12.2009, the Grade Pay of all Grade ‘C’ Stenographers/Personal Assistants have been changed from Rs.4200/- to Rs.4600/- with effect from 01.01.2006. 

      
In  this regard, it is to bring to your kind notice that in respect of Railways, Assistants/Stenographers Gr.’C’ are granted grade pay of Rs.6600/- on completion of 30 years of continuous service or on completion of 10 years of stagnation in a single Grade Pay whichever is earlier.  WHEREAS, in the case of field/subordinate offices, Assistants/Stenographers will get a Grade Pay of Rs.4800/- at the end of 30 years of service.  In case of Direct Recruitees in field/subordinate offices, who are recruited at the entry level will get a Grade Pay of Rs.4200/- and at the end of 30 years of service will get a Grade Pay of Rs.5400/- only as per MACP.      The rationale behind giving this new upgradation of Grade Pay of Rs.4600 to Grade II Stenographers of Central Secretariat Cadre was that the Grade II/Grade C /Personal Assistants of Central Secretariat Service were in the Pay Scale of Rs. 6,500-200-10,500 prior to 1.1.2006. Just because of this advantage, Ministry of Personnel has given upgradation of Grade Pay from Rs.4200/- to Rs.4600/- to them among other similarly placed categories of employees working in the operating respectively.

       Therefore, the 6th CPC in order to fulfill the terms of references in its report para 3.1.3 recommended that Higher pay scales in the Secretariat offices may have been justified in the past when formulation of proper policies was of paramount importance. The present position is different. Today, the weakest link in respect of any government policy is at the delivery stage. This phenomenon is not endemic to India. Internationally also, there is an increasing emphasis on strengthening the delivery lines and decentralization with greater role being assigned at delivery points which actually determines the benefit that the common citizen is going to derive out of any policy initiative of the government. The field offices are at the cutting edge of administration and may, in most cases, determine whether a particular policy turns out to be a success or a failure in terms of actual parity between similarly placed personnel employed in field offices and in the Secretariat. This parity will need to be absolute till the grade of Assistant. 

       Since, the Stenographers’ of field offices/subordinate offices are also performing the similar duties as that of CSSS, and as per the recommendations of the VI CPC, we urge your goodself to take up this case at the appropriate level to see that we also get the benefit of Grade Pay and other benefits as that of Central Secretariat Stenographers’ Service.     

      Further, in the case of non-secretariat offices, the posts of Head Clerks, Assistants, Office Superintendent and Administrative Officers Grade. III in the respective pay scales of Rs.5000-8000, Rs.5500-9000 and Rs.6500-10,500 will stand merged.

       The government of India while accepting the recommendations of the 6th CPC, merged the common categories of pre-revised scales of 5000-8000, Rs.5500-9000 and Rs.6500-10,500 with 6500-10,500 being upgraded to the next higher grade in pay band PB-2 ie., to the grade pay of Rs.4600 corresponding to the pre-revised pay scale of 7450-11,500 and the same was included at page No.44 under section Section I part B of the Gazette of India as Central Civil Service (Revised Pay) rules, 2008.

       Please go through the below Office Memorandum in which higher Grade pay upto 30% have been provided to UDC’s & Stenographer Grade ‘D’ of the CSS cadre which should also be provided to field and subordinate offices, as the 6th CPC has clearly mentioned in Para 3.1.14 that there should not be any parity between Field and Secretariat offices.

  2. Good attempt. Please pursue this. There cannot be two sets of government employees == one for Secretariat and the other for field offices, especially when officers are treated alike. It is heard that an OA has been filed in Hon'ble C.A.T./Ernakulam in this regard by a Stenographers' Association.

    However, please see the last line of the last para of your letter; I think it should be 'disparity' and not parity.

  4. it is too late......I think railway board not take interest for this purpose, Unions are not take any strong initiative for early solve this matter.........as a stenographer we are deprived.........

  5. Argument being held by govt competent authorities for not conceding pay parity of zonal/field railway stenos/PS-II with that of RB is like making mockery of our great govt institution. Eg, for an MP hailing from less populated area( seemingly supposed to be less burdened with works) like Arunachal Pradesh/Nagaland/ Meghalaya etc,can he/she be given less salary with the argument that he/she has less responsibilities than that of an MP from thickly populated UP/Bihar etc (supposed to be heavily burdened with works),though all MPs hail from same parliament?

  6. Good attempt.
    In this context I also wish to add some input. With heavy heart I am to inform with due honour to the highest decision making bodies like DOPT, Finance Ministry and particularly 7th CPC newly set up the following real situation of the stenographers outside the CSSS.
    Setting up separate Scale/GP and other financial benefits after completion of a certain period of service in a particular Grade for the stenographers working in the CSS /CSSS only has virtually demoralized all the stenographers working in subordinate/field offices. Giving the separate Scale to PS in CSS/CSSS alone is an example of gross discrimination and has shaken the entire stenographers / PS fraternity working outside the Ministry. Sir, Stenographers / PS outside the CSS/CSSS working in the subordinate offices/field offices has to work with more vigour and vitality, which is mandatory for the post. Setting up better and attractive Grade Pay only for the Central Secretariat Stenographer service (CSSS) - pay structure of various levels thus gave a big blow to all the stenographers, emitting much toil than similarly placed in CSSS. Gravity of the situation has seemingly sunk in all of the stenographers ethically. In view of the magnitude of the issue and of the ground realities, there is an urgent need to have a combined decision rationally to pull together the conflicting scale of Stenographers within the ambit of the scale of CSS/CSSS for better understanding.

    Sir, all the stenographers working outside the CSSS in the subordinate/field office shall be highly indebted if competent authorities, especially the 7th CPC Hon’ble Chairman and Members, kindly look into the matter and resolve the issue for ever without any prejudice.
    With a great humble and hope stenographers in field offices are waiting for a good decision in respect of the above issue.

  7. I am an employee of Min. of Def. working as a Stenographer. The conditions of Secretrial Cadre in field offices are very much different from any other offices. There is numerous inequalities in facilities. Like no LDCE exams are conducted for the post of PA/ PS, whereas LDC/UDC/Sup.'B' staff has got those opportunities for appearing for the post of Chargeman, JWM.

  8. Pay Structure of Stenographer, Grade-II in all field offices and Secretariat Services should be all along same. If they are getting Rs 4200, the stenographer, Grade-II, who are working in field offices, should get Grade Pay Rs 4200. They must be a parity. In my case I am working in Central Bureau of Investigation since 30.03.1998 as Stenographer, Grade-II and am getting Grade Pay Rs 2800 (after getting 1st MACP) and some Stenographers, Grade-II of CBI, those who joined before me, are getting Grade Pay Rs 4200/- after getting 1st MACP. In my opinion, this is an huge discrimination because of implementation of MACP Scheme. That aspect should also be looked into.

  9. I am an employee of Min. of Railways working as Pvt.Secretary Gr.II. Shall we get the benefit of Grade pay and other benefits like CSSS, as the subordinate offices stenographers' are also performing the same work as that of CSSS stenographers.

Logically, Sub-ordinate's PSs-II deserved the benefit of equal pay for equal work (field offices' responsibility & voluminous works = secretariat services work ) but the providers are not reading the writing on the walls. Matter seems to be suffering due to too many bosses at the helm of this affair.

    1. This should be implemented. We may pursue this issue with PMO only or 7 CPC after 7th CPC nobody will hear us. Equal work=Equal Pay=Same work=Same rank should be implemented. Thanks

Sir, At least VII CPC kindly into the matter of same pay scale and grade pay to the Stenographers in Non-Secretariat offices as that of Secretariat Stenographers, since all the Stenographers whether Secretariat or Non-Secretariat perform same kind of job. Please remove the disparity and make same pay scale and grade pay to all the Stenographers working in central government officers (whether Secretariat or Non-Secretariat)
    AND
    The Chairman and committee members VII CPC, please issue orders regarding granting of higher pay scale to the staff looking after the duties of the post of higher pay scale, drawing the pay scale of lower post (example, Stenographer Gr.II looking after the duties of Sr. P.A. to Director), where the sanctioned higher post has been lapsed and under revival.

    I joined in Indian Navy on 03 Oct 79 as direct recruit Steno, Gr-III, in the year of 98 I got promotion as Steno, Gr-II again got promotion in 2004 as Steno, Gr-I and again got promotion on 2014.as PS I got one ACP & two MACPs and drawing Grade Pay only Rs.4800/- and retired on 31 May 2015. Whereas Secretaiat Stonos getting more Grade Pay. Initial GP for steno, Gr-III should be Rs. 4200/-

I joined in service as Steno, Gr-III on 03 Oct 79 next promotion got in 98 as Steno, Gr-II and further promotion got in 2004 and last promotion got in 08 Mar 14 as Pvt Secretary now I retired on 31 May 15 with Grade pay of Rs.4800 should I get GP of Rs.5400 as secretariat are getting more than us

  16. please do not beg the government because they never implement the union or leaders requests only congress gave good pays in previous commissions. till the date BJP did not accept any employees welfare decisions. they never accept our demands .. simply please reject the BJP GOVERNMENT in coming elections. please think brothers and sisters.....?

  17. Its too late to appeal for up-gradation of stenographers scale in subordinate offices of Govt of India. It is nothing but injustice with stenographers. The case may be pursued vigorously to fulfill our demand of up-gradation of scale at par with CSSS Services.
