Up-gradation of the Grade Pay of LDC & UDC


Confederation  demands the conduct of National Anomaly Committee Meeting immediately.
                The National Executive Meeting of the Confederation of Central Government Employees and Workers held at New Delhi on 2nd January 2013 unanimously decided to urge the Secretary Personal to conduct the meeting of the National Anomaly Committee Immediately.
Shri TKR Pillai, National Organizing Secretary of the Confederation has raised the issues of the Upgradation of the Grade Pay of LDC & UDC, grant of MACP on hierarchical basis and other issues related to Administrative Staff.  The General Secretary, Confederation has informed that these matters are pending with National Anomaly Committee/National JCM and the same will be put up very positively while coming up these items for discussion.  Shri Pillai has sought Confederation’s initiative to convene the National Anomaly Committee meeting immediately. In reply the President Confederation has informed the meeting that the leaders of the Confederation will meet the Secretary Personal to get the meeting convened at the earliest.
However, the members of the National Executive felt during the discussion that the Government is adamant in not considering the genuine demands put forth by the Confederation. The leaders cited that the Government has ignored the massive show of more than 7 lakhs central Government employees on 12/12/12. Thus the only alternative left with us is to continue our struggle to force the Government to take a decision in our favour. The Confederation meeting has unanimously decided to join the two day strike called by the Central Trade Unions on 20 & 21 February 2012. It has also decided to go for an indefinite strike if the Government is not consider our demands even after the two days strike and date will be decided later. Meanwhile Confederation has written a letter to the AIRF and requested to come forward to form a Joint Action Committee of JCM Constituents for the purpose(copy of the letter is posted elsewhere in this web site).

    We have been waiting to get some positive news on the issue since years, Shri P.Acharya sought some information through his RTI in 2011 and it was stated that the DOPT is considering the matter, but since then many NAC meetings were held and still our request was ignored. So please Sir, don't let them make us poor soul suffer longer and persue the matter with utmost importance as we lakhs of clerks are depending on your able LEADERSHIP and we are by your side always. Thanks

  3. the posts of LDC and UDC should be merged granting grade pay of Rs. 2800/- to improve their miserable conditions. If Association has demanded the same it will be highly praisable and all the LDC and UDC will be highly thankful to them.

  5. The post should be merged & a higher gp must be given so as to improve their financial conditions. It really hurts when, all the imp works are done by admin (i.e. creating pay-bills,DOs,etc) and still it is called/ known as the supporting staff by the Scientists.

  6. PLEASE NOTE THIS POINTS AT THE TIME OF COURT CASE LDCs & UDCs MERGE CASE.
    FOLLOWING POINTS:

    1) 6th Pay Commission, merge scales 2550-3200, 2610-3540, 2610-4000, 2650-4000 & 2750-4400 GP has been fixed at 40% of maximum of the pre-revised scale (i.e., Rs. 4400 x 40% = Rs. 1760/- rounded off Rs 1800/).GROUP D
    , Pay scales of 5000-8000, 5500-9000 & 6500-10500/-GP pay has been fixed at 40% of the maximum of the pre-revised pay scale (i.e., Rs. 10500/- x 40% = Rs. 4200/-).STENO, ENGG. PROG etc
    3)Pay scale of 3050-4590, 4000-6000/- & 4500-7000/- GP has not been fixed as like (i.e., Rs. 7000/- x 40% = Rs. 2800/-) due to this G P has not been increased. LDC & UDC & others

    ii. An LDC whose educational qualification is 10+2 plus knowledge of computer is getting G P of Rs 1900/- but group ‘D’ staff whose educational qualification is 8 standard is getting GP Rs 1800/-
    iii. Some Dept upgraded & granting 4000-6000/4500-7000 pre-revised pay scale through cadre restructuring.

  8. shaikh Imteyaz, LDC working in the Regional Research Institute of Unani Medicine, Bhadrak, Odisha under the Ministry & Dept of Health& Family Welfare and AYUSH I am also getteing GP Rs.1900 and facing financial problem day by day due to less salary. pls upgrade the LDC & UDC grade pay to minimum Rs.2800/- Thank u.

  11. Amarendra kumar, LDC working in the Military Engineet service at Baroda under the Ministry of Defence I am also getteing GP Rs.1900 and facing financial problem day by day due to less salary. pls upgrade the LDC & UDC grade pay to minimum Rs.2800/- Thank u.

If Association has demanded the same it will be highly praisable and all the LDC and UDC will be highly thankful to them.( State Govt like HP,Punjab,Haryana,Uttranchal give ldc to Grade Pay Rs.3000/- & 3200/- but Central Govt. give LDC to Rs. 1900/- & UDC RS.2400/- this not justified Kindly upgrade the Grade pay of LDC/UDC Rs.2400/- to LDC & Rs.2800/- to UDC.

This is the time Kalyug, nothing fair will be done here, Thumb impression getting G.P. 1800/- & 10+2 with computer letterate geting 1900/- & also mirracle after 10 yers DESH PREM getting G.p. 2000/- . This is time to awake your self & do something Stike, hunger stike in front of Prime Minister office. This is the time to stand against BLACK RULE.

  14. The grade pay of LDC should be 2800 and UDC to be 4200. Already some of the department have fixed the grade pay of Rs.4600/- for Assistants. I am strongly objecting present grade pay of LDC and UDC. When one LDC is selecting for the post after two tier examination and thereafter skill test he is drawing less grade pay than the constable (Grade pay 2000)latter selecting on matriculation (X standard)whereas one LDC with the Intermediate. When UDC is selecting with the minimum qualification Graduation their grade pay should be atleast 4200/-. Now a days the responsibilities of LDC and UDC is increased but their grade has not been upgraded. It is shameful to all the LDCs. The Govt. should be attentive about the miserable salary structure of LDCs, while the peon is drawing 1800 grade pay and how it is justified the grade pay of LDC Rs.1900/-. It is more shameful that even after completion of 10 years they will have been given 2000 grade pay. Modified Assured Career Progression Scheme only 100/- Rs. more than the grade pay drawing for 10 years before. Morever LDC and UDC of some of departments are doing stenographic duties (as most of the cases dealing with computers) in addition to their regular duties. Hence we are humbly requesting the govt. to upgrade the grade pay of LDC and UDC as early as possible.

  16. CS (II) replied that they r only dealing with CSCS L.D.C and U.D.C. But it is real truth that in department and sub ordinate offices only L.D.C and UDC s r pursuing total administrative work. All the LDCs are joining in sub ordinate offices mostly where there is no promotional scope and after 10 year Rs. 100 award.
    1. Can we and DOPT study on staff inspection and work allocation in sub ordinate offices.?
    2. It is ridiculous that in the era of this modern age and e governance,Govt of India's administrative department i mean DOPT is just dealing with central secretariat.
    3. Who is responsible for accounting LDC and UDC in subordinate offices, Department?
    4. If so, then why departmentally anomaly committee is reviving this case?
    5. LDC , Data Entry Operator, Stenographer are being recruited through same examination. But in skill test LDC is entitle for 10500 key stroke per hour and Data Entry Operator is entitle for around 8500 key stroke per hour. But LDC is getting G.P 1900 and DEO is getting 2400. So after pay fixation the difference in gross salary is noticeable. Now see the allotted work. LDC is more responsible. This is case of most sub ordinate offices.

    After a huge time dilation I think DOPT will hardly consider the up gradation of G.P of LDC and UDC in sub ordinate offices. It is most prominent paradox of 6 CPC which was headed by a justice (not a economist).
